This trend has been very apparent in Southeast Asia where fish is a staple in the people’s diet. Increasing aquaculture production in the region appears to bridge the shortfall relative to the demand for fishery products that capture fisheries can, at present, no longer fulfill. However, this scenario of increased production did not materialize without a consequent trade-off impacting on environmental integrity, socioeconomic development and viability, and technological efficiency that ensure the sustainability of fish production. The SEAFDEC Aquaculture Department has been aware of this scenario in the formulation of its three-year plans for research and development during the tri-annual Seminar-Workshop on Aquaculture Development in Southeast Asia (or ADSEA). The theme for ADSEA ‘99, “Responsible Aquaculture Development in Southeast Asia”, is therefore timely. It comes at a time when SEAFDEC has adopted a new Strategic Plan, which adopts a regional approach in the formulation of programs of work in all its Departments. More importantly, since ADSEA ‘99addresses responsible aquaculture development in the region, the results of this seminar-workshop could certainly serve as important inputs for the establishment of regional technical guidelines for implementing the global Code of Conduct for Responsible Fisheries, a major task that SEAFDEC is currently undertaking. ADSEA ‘99 invited practitioners of aquaculture researchand development in the region to define the status of technologies as these apply to major aquaculture systems. Researchers of the Aquaculture Department then presented an update of their aquaculture commodity-directed research, training, and extension activities since 1995. Together with the participation of representatives from the industry, the academe, government and non-government organizations, the workshops that followed identified and discussed issues and strategies relevant to aquaculture research and development in the region. The outputs of ADSEA ‘99 guided the Aquaculture Department in awarding priorities in its three- year research, training, and extension activities beginning in 2000. This volume documents the proceedings and the outputs of ADSEA '99. Hopefully, the contributions documented herein will translate to our common goal of attaining responsible food production and security through sustainable aquaculture. Rolando R. Baliao ADSEA ‘99 Priorities and Recommendations, p. 247 LIST OF PARTICIPANTS AND OBSERVERS, P. 255 BACKGROUND OF THE SEMINAR-WORKSHOP The Seminar-Workshop on Aquaculture Development in Southeast Asia (ADSEA) is a series conducted every three years for the formulation of the three-year research and development plan of the SEAFDEC Aquaculture Department. It was conceived as a forum to assess the contribution of the Department to the development of aquaculture in the region. ADSEA was convened in 1987, 1991, and 1994. In 1997, in lieu of the regular seminar-workshop, a survey of aquaculture research and training needs was conducted and the result was the basis for the 1998-2000 research and training program of the Department. This seminar-workshop (ADSEA ’99) reviewed the recent developments in aquaculture and provided a forum to discuss strategies to ensure further development of responsible aquaculture in the region. Specifically, ADSEA ’99 1) assessed the progress and development of aquaculture technologies in the region, and research and development in the Department since 1995; 2) reviewed recent advances in sustainable and responsible aquaculture elsewhere in the world; and 3) identified strategies for sustainable and responsible aquaculture in the region. The contributions of selected participants during ADSEA ’99 appear in this present volume. Barg2 1The Oceanic Institute, Makapuu Point, Waimanalo, Hawaii 96744, USA 2Fisheries Department, FAO, Viale delle Terme di Caracalla, 00100 Rome, Italy Abstract With the world population doubling in size from 3 to 6 billion people from 1960 to 1999 and currently growing at 1.33% per year (or an annual net addition of 78 million people), and expected to reach 7.3 to 10.7 billion by 2050 (with 8.9 billion considered most likely), there are growing doubts as to the long term sustainability of many traditional agricultural food production systems in being able to meet the increasing global demand for food. Nowhere is this more critical than within many of the world’s developing countries, and in particular within those Low-income Food- deficit countries (LIFDC; currently representing over 62% of the world’s population), which are net importers of food and lack sufficient earnings to purchase food to cover their basic dietary needs. Of the multitude of agricultural food production systems, aquaculture is widely viewed as being an important potential candidate capable of contributing to reductions in the shortfall in the terrestrial food basket. Aquaculture, the farming of aquatic plants and animals, has been the fastest growing food production sector for over a decade. Total global production from aquaculture more than tripled from 10 million metric tons (mmt) in 1984 to over 36 mmt in 1997, and production grew at an average compound rate of 11% per year since

    Southeast Asian Traditions in the Philippines1 Lawrence A. Reid University of Hawai`i Introduction The Philippines today is home to over one hundred different ethnolinguistic groups. These range from the Arta, a tiny group of Negrito hunter-gatherers with only about a dozen remaining speakers, living under highly adverse conditions in Quirino Province, to the 12,000,000 or so Tagalogs, a very diverse group primarily professing Catholicism, centered around Metro-Manila and surrounding provinces, but also widely dispersed throughout the archipelago. In between there are a wide range of traditional societies living in isolated areas, such as in the steep mountains of the Cordillera Central and the Sierra Madre of Northern Luzon, still attempting to follow their pre-Hispanic cultural practices amid the onslaught of modern civilization. And in the Southern Philippines there are the societies, who, having converted to Islam only shortly before Magellan arrived, today feel a closer allegiance to Mecca than they do to Manila. These peoples, despite the disparate nature of their cultures, all have one thing in common. They share a common linguistic tradition. All of their languages belong to the Austronesian language family, whose sister languages are spread from Madagascar off the east coast of Africa, through the Indo-Malaysian Archipelago, scattered through the mountains of South Vietnam and Kampuchea as far north as Hainan Island and Taiwan, and out into the Pacific through the hundreds of islands of the Melanesian, Micronesian and Polynesian areas. The question of how all these languages are related to one another, where their parent language may have been spoken, and what the migration routes were that their ancestors followed to bring them to their present locations has occupied scholars for well over a hundred years.

Reid University of Hawai`i National Museum of the Philippines Abstract With recent claims from non-linguists that there is no such thing as an Austronesian language family, and that Philippine languages could have a different origin from one that all comparative linguists claim, it is appropriate to revisit the claims that have been made over the last few hundred years. Each has been popular in its day, and each has been based on evidence that under scrutiny has been shown to have problems, leading to new claims. This presentation will examine the range of views from early Spanish ideas about the relationship of Philippine languages, to modern Bayesian phylogenetic views, outlining the data upon which the claims have been made and pointing out the problems that each has. 1. Introduction Sometime in 1915 (or early 1916) (UP 1916), when Otto Scheerer was an assistant professor of German at the University of the Philippines, he gave a lecture to students in which he outlined three positions that had been held in the Philippines since the early 1600’s about the internal and external relations of Philippine languages. He wrote the following: 1. As early as 1604, the principal Philippine languages were recognized as constituting a linguistic unit. 2. Since an equally early time the belief was sustained that these languages were born of the Malay language as spoken on the Peninsula of Malacca.

    THEORIES OF EXTERNAL·INTERNAL POLITICAL RELATIONSHIPS: A CASE STUDY OF INDONESIA AND THE PHILIPPINES MARTIN MEADOWS ONE OF THE CHIEF INTERNATIONAL CONSEQUENCES OF the upheaval in Indonesian politics that began late in 1965 has been the termination of former President Sukarno's policy of Konfrontasi aimed at the Federation of Malaysia. Most analyses of the repercussions of that policy have concentrated, understandably, on Indonesia and Ma- laysia and on those major powers with interests in Southeast Asia. There has been relatively little attention, scholarly or otherwise, to the impli- cations of Konfrontasi either for Southeast Asia as a whole, or for indi- vidual countries in that region. A study of the latter kind, aside from helping to fill that gap, could also be designed to contribute to the in- vestigation of a more general problem - that of developing and test- ing conceptual schemes for the systematic exploration of the relation- ships between the external and internal political behavior of states. These are the major objectives of this paper, which examines the impact of Konfrontasi on a third party, the Republic of the Philippines.1 The primary purpose of this essay is to ascertain the validity and utility of certain theoretical frameworks formulated to handle the external-in- ternal dichotomy mentioned above. This will be attempted in Sections IV-V. To achieve this end, however, will require first a case study, which is presented in Sections I-III. Its goals are to describe Philippine political developments during the "era of Konfrontasi," and to assess the nature and extent of that policy's influence on those developments.

He was formerly Director of the Chinese Heritage Centre, NTU. 1 ISSUE: 2021 No. 74 ISSN 2335-6677 EXECUTIVE SUMMARY • From Zhou Enlai to Deng Xiaoping, Beijing’s policy towards Chinese overseas was luodi shenggen (to take local roots), which encouraged them to take local citizenship and integrate themselves into local society. • In the 21st century, following the rise of China, this policy changed with a new wave of xinyimin (new migrants). Beijing advocated a policy of luoye guigen (return to original roots), thus blurring the distinction between huaqiao (Chinese nationals overseas) and huaren (foreign nationals of Chinese descent), and urging Chinese overseas regardless of citizenship to be oriented towards China and to serve Beijing’s interest. • China began calling huaqiao and huaren, especially people in business, to help China support the Beijing Olympics and BRI, and to return and develop closer links with China. • Responses from ethnic Chinese in Indonesia, Malaysia, the Philippines, Singapore, and Thailand have been muted, as they are localised and are participating in local politics.

    5. Rice & ransoms: the Indonesia– Philippines–Malaysia border region ‘So long as the seas have no fence, it will not stop’, an interviewee prophesised, referring to smuggling in the border region of Indonesia, Malaysia and the Philippines, where all the borders are in the sea. The area is large and includes many small islands, which makes it difficult to patrol. The region also has its share of non-state armed actors. In Mindanao, in the south of the Philippines, organised non-state armed groups fight for more regional autonomy for the Moro people. In Indonesia, more extremist networks, some linked to the Islamic State, conduct attacks that are often directed against civilians. The region also has groups like the Abu Sayyaf Group (ASG) that are nominally political but, as Gutierrez writes, ‘better understood as a network of dangerous criminal entrepreneurs, similar to an armed mob’ (2016, p.184) than a non-state armed group with political motives. As the border region is large, this chapter uses two case studies (Figure 5.1): in the east, the route connecting Mindanao in the Philippines, Sabah in Malaysia and North Kalimantan in Indonesia; in the west, the route connecting Mindanao in the Philippines and North Sulawesi in Indonesia. I conducted research in Indonesia’s North Kalimantan (Nunukan) and North Sulawesi (Manado, Tahuna, Bitung) and in Mindanao (Davao, Zamboanga, Cotabato) in the Philippines, in April 2018 and in May–June 2018. In the east, between Mindanao and North Sulawesi, local people from the Philippines and Indonesia cross the border on a regular basis, particularly for fishing.

Occupying Mindanao and the Sulu Archipelago in 1899, U.S. Army officials assumed sovereignty over a series of Muslim populations collectively referred to as ‘Moros.’ Beholden to pre-existing notions of Moro ungovernability, for two decades military and civilian administrators ruled the Southern Philippines separately from the Christian regions of the North. In the 1920s, Islamic areas of Mindanao and Sulu were ‘normalized’ and haphazardly assimilated into the emergent Philippine nation-state.

Curaming “Googling” the key words “Filipinos as Malay” produces thousands of at least minimally relevant results. Among other possibilities, it suggests the idea’s widespread currency. In a site called Yahoo! Answers, for instance, someone posted a question, “Filipinos, do you know that you look like Malays?”1 It elicited a lengthy thread of comments. A quick reply from someone codenamed Mercie, had this to say: “They are of Malay origins, that’s why … And yes[,] Filipinos have always known that …”2 The casualness of this response, coming as it did from a Filipino, might prove striking if not utterly confusing to those who grew up in, or are familiar with the situations in Malaysia, Indonesia, Brunei and Singapore where Islam and Malay language are the recognized markers of being Malay. Other participants in the group had different views. “Just some Filipinos look like Malays,”3 one identified as Monicha opined. This comment set off a series of remarks that sought to clarify the allegedly “mixed” character of Filipinos. A rather sharp turn ensued when someone, identified as natrinur, interjected and claimed: “No. Malays look like Filipinos. Our origin, the austronesians [sic], came first before the Malays.” This reversing of the logic of the relationship put the Filipinos in a more favorable position. Confidently, she added that “the ita-indones-malay concept [sic] as the origin of Filipinos is obsolete and wrong.”4 While this line of thought is not uncommon in other e-forums and blogs,5 other participants politely ignored it and reiterated the purported Malay origin of Filipinos.

    Orang Asli in Peninsular Malaysia : Population, Spatial Distribution and Socio-Economic Condition Tarmiji Masron*, Fujimaki Masami**, Norhasimah Ismail*** Abstract Orang Asli or indigenous peoples are peoples with unique languages, knowledge systems and beliefs. Indigenous peoples often have much in common with other neglected segments of societies, such as lack of political representation and participation, economic marginalization and poverty, lack of access to social services and discrimination. Besides that, there is population problem in the community and among them often leads to the neglect of their health and of essential needs like proper clothing and nutritious foods for the whole family. In Peninsular Malaysia, Orang Asli is separated into three main tribal groups includes Semang (Negrito), Senoi and Proto Malay (Aboriginal Malay) and consists of 19 ethnic. This study was an attempt to study and mapped the spatial distribution of the Orang Asli where two kind of data collection were applied; primary data obtained from the Department of Statistics of Malaysia, consist of Orang Asli population data for each states in Peninsular between 1947 and 2010; and secondary data collection based on the literature review or previous study for any information of Orang Asli from history, distribution, issues and problems and others which significant to the study. The result showed that overall, populations of Orang Asli in Peninsular Malaysia increasing between 1947 and 2010 which the highest growth rate recorded in 1991 (32.96%) while the lowest in 1957 (16.01%). Between 1947 and 2010, highest Orang Asli population was recorded in Pahang and Perak while the lowest in Pulau Pinang and Perlis.

With a significant role in historical trading, the Bajo lived until recently as nomads, spending their entire lives on houseboats while moving long distances to fish and trade. Along the routes they traveled, the Bajo settled and intermarried with local land-based groups, leading to ‘maritime creolization’, a process whereby Bajo communities retained their culture, but assimilated – and frequently married into – local groups. The origins of the Bajo have remained unclear despite several hypotheses from oral tradition, culture and language, all currently without supporting genetic evidence. Here, we report genome-wide SNP analyses on 73 Bajo individuals from three communities across Indonesia – the Derawan of Northeast Borneo, the Kotabaru of Southeast Borneo and the Kendari of Southeast Sulawesi, with 87 new samples from three populations surrounding the area where these Bajo peoples live. The Bajo likely share a common connection with Southern Sulawesi, but crucially, each Bajo community also exhibits unique genetic contributions from neighboring populations. This dissertation gravitates around the concept of transnationalism, which perceives that contemporary immigrants form and maintain multi-stranded social and cultural transnational links to the societies of the country of origin, chiefly thanks to advancement of media, communication and transportation technologies. Applying the non-obvious multi-sited ethnography approach (Marcus, 1999), I explore the dynamic process of how the deterritorialized Indonesians strive to reterritorialize their culture in the new cultural context, such as manifested in the establishment of the Indonesian mosque with its various Islamic activities and the reenactment of Indonesian cultural practices. Subsequently I explain how various forms of media are produced, circulated, and consumed in the Indonesian Muslim community. The study concludes with several important points.
