Seminar nasional ini dilaksanakan oleh Sekolah Tinggi Meteorologi Klimatologi dan Geofisika (STMKG) yang dikoordinir oleh taruna melalui Himpunan Taruna Meteorologi dan Klimatologi (HTMK) dan dihadiri oleh pakar cuaca, iklim, lingkungan, kebencanaan, serta para pakar sains atmosfer dari berbagai instansi pemerintah, universitas, dan swasta. Pembicara utama seminar ini Prof. Ir. Puji Lestari, Ph. D dan Dr. Widada Sulistya, DEA serta pemakalah yang berasal dari instansi lainnya, yaitu lembaga penelitian dan universitas-universitas di Indonesia. Keseluruhan makalah telah melalui proses review dan perbaikan sehingga layak untuk diterbitkan pada prosiding ini. Makalah yang telah diperbaiki dan layak terbit dikumpulkan pada tanggal 27 April 2019 dan telah dilakukan editing oleh tim layout isi untuk disesuaikan dengan format makalah untuk prosiding. Dari keseluruhan makalah yang diterima dan telah dipresentasikan pada kegiatan seminar, akhirnya sebanyak 28 makalah diterbitkan dalam prosiding ini. Alhamdulillah pada Juli 2019 Prosiding Seminar Nasional Bumi dan Atmosfer 2019 dapat diselesaikan. Terima kasih kepada seluruh panitia dan semua pihak atas batuannya dalam penyusunan prosiding ini. Tangerang Selatan, Juli 2019 Tim Editor ii KATA SAMBUTAN KETUA PELAKSANA Assalamualaikum wr.wb Kami ucapkan selamat datang pada Seminar Bumi dan Atmosfer (SENBA) STMKG Tahun 2019 dengan tema Enhancing Knowledge of The Sun-Earth System for Weather Action dalam serangkaian acara National Atmospheric and Earth Science Fair (NATSECF) 2019 yang dilaksanakan untuk memperingati Hari Meteorologi Dunia (HMD) yang ke-69. Tujuan dari seminar ini adalah untuk mempublikasikan hasil penelitian di bidang sains bumi dan atmosfer oleh instansi- instansi dan perguruan tinggi di Indonesia dalam rangka meningkatkan daya saing nasional. Seminar ini dihadiri oleh: 1. Presentasi pembicara utama yaitu Dr Widada Sulistya, DEA (Deputi Bidang Inskalrekjarkom BMKG) dan Prof Ir Puji Lestari, PhD (Guru Besar FTSL ITB). 2. Presentasi oral 28 tim 3. Presentasi poster 18 tim Makalah-makalah yang dipresentasikan pada seminar ini telah melewati proses seleksi abstrak. Total abstrak yang masuk sebanyak 240 abstrak. Setelah dilakukan proses seleksi oleh tim reviewer maka diputuskan 46 paper dapat dipresentasikan dalam seminar ini. 28 paper dipresentasikan secara oral dan 18 paper dipresentasikan dalam bentuk poster. Paper-paper yang telah dipresentasikan setelah melalui proses review dan perbaikan diperoleh 28 paper yang dinyatakan layak untuk diterbitkan pada Prosiding Seminar Nasional Bumi dan Atmosfer STMKG 2019. Seminar ini dihadiri oleh presentator dari berbagai instansi dan universitas di Indonesia seperti Universitas Diponegoro (Undip), Institut Pertanian Bogor (IPB), Universitas Gadjah Mada (UGM), Universitas Bojonegoro, Universitas Pembangunan Nasional Veteran Yogyakarta, Universitas Bengkulu, Institut Teknologi Bandung (ITB), Universitas Jember, Universitas Padjajaran (Unpad), Universitas Pendidikan Indonesia (UPI), Badan Informasi Geospasial (BIG), Lembaga Penerbangan dan Antariksa Nasional (LAPAN), dan PT Webgis Indonesia. Kami segenap panitia NATSECF 2019 mohon maaf apabila ada kekurangan. Selamat pagi dan salam sejahtera untuk kita semua Selamat pagi dan salam sejahtera bagi kita semua Bapak Deputi dan Para hadirin yang kami hormati, Pada Tahun 2019 ini, STMKG sedang menunggu proses lanjut akreditasi untuk program studi Meteorologi dan Instrumentasi. Tantangan terberat dalam proses ini adalah menciptakan sinkronisasi sistem dalam tridharma perguruan tinggi yang terdiri : 1. Pendidikan dan Pengajaran 2.Penelitian dan Pengembangan 3.Pengabdian kepada Masyarakat Dalam pendidikan dan pengajaran, kami selalu mencoba memperbaiki proses pembelajaran yang interaktif dan berkualitas. Pendidikan dan pengajaran yang baik tentu akan menghasilkan bibit unggul generasi-generasi terbaik yang mumpuni dan kompeten di bidangnya. Untuk penelitian dan pengembangan, melalui Unit Penelitian dan Pengabdian pada Masyarakat (UP2M), STMKG juga mulai melakukan berbagai penelitian baik itu mandiri, kemitraan maupun konsorsium. Penelitian mandiri longsor yang di lakukan para dosen STMKG (PIC Dr. Agus Syafril) yang dan diterbitkan dalam monograf ber ISBN merupakan salah satu contoh upaya berbenah dalam penelitian yang telah dimulai sejak 2017-2018 lalu. Penelitian tentang dampak kerusakan gempa bumi bahkan tsunami juga sudah dilakukan oleh beberapa dosen geofisika STMKG yang dimotori oleh Drs. Hendri Subakti.M.Si , Puji Arianto, M.Si dan tim serta Kaprodi Geofisika Dr. Iman Suardi, M.Sc diharapkan membuka jalan akan kajian-kajian selanjutnya. Tahun 2018 lalu STMKG juga mendapat tempat dalam penelitian INSINAS Ristek Dikti dengan skema Kemitraan dengan Batan Puspiptek Serpong dan di support oleh tim prodi Meteorologi. Terakhir adalah penelitian konsorsium yang akan di mulai tahun ini dan melibatkan peneliti STMKG, ITB dan beberapa universitas Inggris seperti Swansea University dan Huddersfield University dalam skema NewtonFund Nerc yang tentunya menambah perbendaharaan penelitian STMKG. Untuk Pengabdian Masyarakat, STMKG juga aktif melakukan beberapa kegiatan kemasyarakatan baik melalui program PKL ataupun memberikan penyuluhan iv dalam bidang MKGI termasuk beberapa waktu lalu melalui kegiatan KKN tematik di Pandeglang Banten dengan PIC Dr. Munawar, M.Sc mengajarkan para mahasiswa untuk peka terhadap lingkungan terdampak bencana untuk membuka wawasan dan inovasi milenial. Bapak Deputi dan Para hadirin yang kami banggakan, Melalui serangkaian kegiatan “National Atmospheric And Earth Science Fair 2019 (NATSEC FAIR 2019)” yang terdiri dari Olimpiade Sains Atmosfer SMU Tingkat Nasional dan Taruna (i) STMKG serta Seminar Bumi dan Atmosfer, diharapkan dapat memberikan energi positif dalam pengembangan dan perbaikan STMKG baik dari kompetensi SDM, pengenalan dan peminatan terhadap STMKG serta menumbuhkan semangat untuk meneliti dan meningkatkan publikasi ilmiah. Berbicara tentang Publikasi, STMKG melalui Penerbit STMKG juga menerbitkan karya tulis ilmiah dalam bentuk buku, modul dan monograf. Pada awal tahun 2019 ini, telah di cetak 3 buah buku diantaranya adalah Buku “Magnet Bumi” oleh Drs. Muhammad Husni, Dipl, Seis salah seorang dosen senior Geofisika STMKG. Semangat menulis beliau diharapkan dapat men-triger munculnya terbitan-terbitan ilmiah lainnya melengkapi total 35 terbitan selama kurun 2016-2019. Kepada para finalis ASO SMA Se Indonesia kami mengucapkan selamat atas keberhasilan anda sampai sejauh ini. Menang kalah adalah hal yang biasa dalam kompetisi, kalian adalah yang terbaik dari 195 Tim yang ikut dalam ASO ini, tetap semangat dan terus belajar karena belajar membuka cakrawala pengetahuan. Beberapa waktu kedepan STMKG akan menyelenggarakan Penerimaan Taruna Baru (PTB) 2019, kami mengundang para finalis untuk ikut berkompetisi lagi memperebutkan kursi sebagai mahasiswa STMKG baik itu program studi Meteorologi, Klimatologi, Geofisika dan Instrumentasi. Selain itu, dianalisis Implementasi Penataan Ruang juga kesesuaian antara keduanya, berpedoman pada kriteria dalam Permen ATR/BPN Nomor 6 Tahun 2017 beserta faktor-faktor yang menyebabkan. Metode yang digunakan adalah metode kualitatif. Kondisi eksisting diinterpretasi melalui Citra Quickbird dan survey lapangan. Hasil penelitian menunjukan 11 jenis penggunaan lahan eksisting yang teridentifikasi dengan luasan terbesar kebun sayur dan ada 10 jenis peruntukan ruang dengan luasan terbesar lahan pertanian hortikultura. Tingkat kesesuaian keduanya tergolong tinggi. Dari kriteria jenis dan besaran, ketidaksesuaian memiliki persentase sebesar 9,36%. Dari segi dampak, pemanfaatan ruang menimbulkan dampak lokal dan regional. Kondisi ini dipengaruhi oleh faktor alami, faktor sosial, serta faktor lainnya (faktor teknis dan faktor regulasi). Abstract: Spatial regression model is a regression model that is formed because of the relationship between independent variables with dependent variable with spasial effect. This is due to a strong relationship of observation in a location with other adjacent locations. One of assumptions in spatial regression model is homogeneous of error variance, but we often find the diversity of data in several different locations. This causes the assumption is not met. One such case is the poverty case data in Central Java Province. The objective of this research is to get the best model from this data with the heterogeneity in error. Ensemble technique is done by simulating noises (m) from normal distribution with mean nol and a standard deviation σ of the spasial model error taken and adding noise to the dependent variable. The technique is done by comparing the queen weighted and the cross-correlation normalization weighted in forming the model. Furthermore, with these two weights, the results will be compared using R2 and RMSE on the poverty case data in province of Central Java. Both of weights are calculated to determine the significant factors that give influence on poverty and to choose the best model.

    MEASURING WATER CONFLICT POTENTIAL : A BASIC PRINCIPLES Purwanti Sri Pudyastuti*, Jaji Abdurrosyid ** ABSTRACT Decentralisation has been implemented in Indonesia for several years based on Regulation No. 22/1999 about decentralisation. In fact, decentralisation system is better than centralisation. However, there are some constraint in the implementation of decentralisation in Indonesia, therefore, the result of the decentralisation implementation is not as expected. The constraint of the implementetion of decentralisation in Indonesia are, for examples, limited skilled and qualified human resources, lack of coordination, lack of information about thedecentralisation regulation, and limited natural resources for each different region. There is a report that some conflicts have been arising between some regions due to water dispute, for examples, water dispute between PDAM Surakarta and Boyolali Regency Government. Besides that, there might have been some water disputes in Indonesia, but not been widely informed yet. According to some researches and reports, there are some important indicators that can be used in measuring water conflict potential, such as Index of Human Insecurity (IHI), Water Stress Index (WSI), and Social Water Stress Index (SWSI). In addition, there are some important data required to measure these indicators, such as population number,volume of runoff , number and density of dams, minority community group, GDP, inter regions relationship condition, and number of agreement about fresh water management. Landslide phenomenon occured many times in the Jemblung village, Karangkobar District, Banjarnegara which took many casualties such as loss of sizeable human lives and facilities. Landslide analysis was conducted to examine the factors which caused landslides by checking the supporting data such as topographic maps, geological maps, and rainfall data in Banjarnegara regency. The study was literature review back analysis about landslides in Karangkobar by using analysis Regulation of the Indonesia Minister of Public Works No. 22 / PRT / M / 2007 as disaster mitigation analyses. The level of hazard in the Jemblung village area, Sampang, Banjarnegara was revealed in this paper. This study showed that the main factor causing landslides in Karangkobar especially the village of Sampang was the topography of Sampang village which is located on the steep slopes and rock types which are easily weathered, and high daily rainfall before the landslide. The analyses of the level of hazard revealed the same results that Jemblung was categorized as high landslide hazard level area. Mitigation effort which could be conducted was by giving socialization to the community on appropriate land management, preventing any additional slope load as well as an effort to flatten the existing cracks.

    The Emergemce of the Residents’ Belief in the Existence of Gembel Children in Dieng Plateau Area Sahid [email protected] Universitas Sains Al-Qur’an, Wonosobo, Indonesia Abstract This study aims at analysing the emergence of Javanese’s belief and attitudes in the existence of gembel children among the residence of Dieng Plateau Area. This study focuses on two villages to be observed, Dieng Village (Eastern Dieng) that belongs to Wonosobo Regency and Dieng Kulon Village that belongs to Banjarnegara Regency. The researcher conducts in-depth interview, observation and also documentation toward the stake holders (residents, traditional leader, gembel children). The result is that the existence of them (gembel children) are very important to the residents, they also have the great attitudes toward them (gembel children). Some believes also emerge among the residents of these two villages as a result of their existence (gembel children). Keywords: Javanese’s belive, attitude, gembel children Introduction The location of Dieng which is mountainous and far from the city. Dieng Plateau (116 km northwest of Yogyakarta) is one of the tourist’ destinations in Indonesia. It is 116 km northwest of Yogyakarta and it can be reached by public transportation. There are several villages in Dieng Plateau Area, the two of them are Dieng (Eastern Dieng) and Dieng Kulon (Western Dieng). Dieng with the area of 2.82 km² belongs to Wonosobo Regency and Dieng Kulon belongs to Banjarnegara Regency with the area of 3.38 Km². Most of people are very familiar to these villages compare to others villages in this Plateau. It is because the two villages become the tourist destination (Department of Culture and Tourism of Banjarnegara Regency 2015).

Ganesha 10 Bandung ABSTRACT The researched area, located in the Dieng Plateau, is included into the Holocene Dieng Volcanic Rock Unit. The regional structure in this area is originated from the major caldera with local fault having orientation of SE - NW. Surface manifestations found in the researched area are hot springs located in Bitingan, Sileri, Siglagah, Pulosari, Kaliputih, and Sikidang. Fumaroles occur in Candradimuka and Pagerkandang and mud pools are located in Sileri and Sikidang craters. Temperatures of the hot springs ranges from 43o to 61o C, pH of 6 - 7, and their conductivity are of 38-78 MeV. The type of hotwater is a mixture of bicarbonate, sulfate, and chloride sulfate deriving from condensation of steam. Based on a relative composition of Cl-Li-B, the hot water is originated from four different reservoirs with different rock associations, while their reservoir temperatures vary from 225o to 300o C.
