2 RULES 24 - 40 OF THE UNION RELATING TO GOLF MEETINGS, COMPETITIONS, AND COUNTY MEMBERSHIP

GOLF MEETINGS AND COMPETITIONS

24. Golf meetings shall be held each year to decide such championships, competitions or matches as may have been sanctioned by the Council. The Executive Committee is empowered to make arrangements for the holding of such meetings, to fix the amount of the entrance fees for such meetings, to vary the amount of the entrance fees and temporarily amend the content and application of Regulations 27 to 40 inclusive, as and when this is deemed to be necessary, but only until the next following Council Meeting. The Secretary of the Union shall be empowered to make all the necessary arrangements for the golf meetings with the host clubs. All trophies shall be kept in the cabinet for this purpose at Huddersfield G.C. 25. All championships, competitions and matches shall be played in accordance with the Rules of Golf as approved by R&A Rules Limited and the Bye-Laws and Local rules of the host Club on whose green any event is played, so far as the Local Rules are approved by the Executive Committee acting by its delegated Championship Committee. 26. Except where otherwise provided, to be eligible to compete in Union championships, competitions or matches a player: (a) Must be of amateur status as defined by R&A Rules Limited. (b) Must be a member of a Club affiliated to the Union. (c) Must not have taken part in the Golf Championship of another County Union (this being the Championship in which the winner qualifies to play in the English County Champions' Tournament), or have represented another County Union at golf during the current calendar year. (d) Must conform to the age and handicap limits and any other conditions which are included in the regulations for an event. 27. (a) All entries for team competitions shall be made on the approved form through the Secretary of the Club in question. The Secretary of the Club must forward the entry to the Secretary of the Union (unless otherwise stated) who shall make arrangements for the draw. (b) Entries for all individual championships must be made by the entrants themselves on the official entry forms obtainable from the Secretary of their Club, from the Secretary of the Union, or from the Union's official website (www.yugc.co.uk) in accordance with the conditions notified thereon. Any breach of the conditions of entry by an entrant without justifiable reason being given in writing will enable the Executive Committee to take such disciplinary action as it thinks fit. In particular, in respect of the events specified in Rules 35 to 40 inclusive, the entrant shall complete both rounds of golf unless justifiable reason is given in writing for his not doing so, and the Executive Committee's decision as to whether such reason is justifiable or not shall be final. (c) The amount of the entry fee for each event shall appear on all entry forms and in the Team Championship all entry fees due from teams eligible to play as a result of their position in the previous year's Championship must be paid on or before play in the current year's Championship under penalty of disqualification. (d) The Executive Committee reserves the right to fix and alter starting times in individual championships or competitions and to accept or refuse an entry without giving reason for that decision which shall be final. (e) All competitors are required to play with golf balls which are on R&A Rules Limited List of Conforming Golf Balls current at the date of the event. (f) In County Championships and County Members' Meetings, subject to the agreement of the Host Club and following prior production of a medical certificate of disability, a

3 motorised Golf Cart for the exclusive use only of the person named on the certificate will be permitted. The penalty for breach of Rules 27 (e) and (f) is disqualification. (g) A competitor may not make use of any drug to enhance his performance. Attention is drawn to the list of prescribed drugs issued by the Sports Council. Any competitor infringing this Rule or, if asked to do so, refusing to take a test, shall be disqualified. 28. If it becomes impossible to complete an event in accordance with the rules thereof because of adverse weather conditions or other circumstances which in the opinion of the Executive Committee make it impossible or impracticable to do so, the Executive Committee, acting by its delegated Championship Committee, shall be empowered to vary such rules to the extent necessary to achieve a result within the time available. The Executive Committee's decision hereunder shall be final. 29. Determination of ties – unless otherwise stated, ties will be decided as follows: In a four round Championship, ties shall be decided on the 4th round, then the 3rd round, then the 2nd round and then the 1st round. In a three round Championship, ties shall be decided on the 3rd round, then the 2nd round and then the 1st round. In a two round Championship, ties shall be decided on the 2nd round and then the 1st round. Should that fail to produce a result, ties shall be decided on the last 9, 6, 3 or 1 holes of the last completed round. If a tie still arises it shall be decided on the last 9, 6, 3 or 1 holes of the first nine holes of the last completed round. If a tie still arises, each of the preceding rounds played shall be treated in the same way (taking each round in the reverse order to that in which they were played) until a decision is reached. In the case of a one round event, ties shall be decided on the last 9, 6, 3 or 1 holes of the round. If a tie still arises it shall be decided on the last 9, 6, 3 or 1 holes of the first nine holes of the round. Should there still be a tie the winner shall be decided by lot. In team competitions the aggregate scores of the teams will be the criteria. 30. All disputes arising at any Union golf event relating to the running or the administration thereof, or to the application of the Rules of Golf, which need to be dealt with immediately, shall be referred to the Executive Committee acting by its delegated Championship Committee. 31. The time for starting shall be that shown on the official draw or when the player's name is called by the starter to play, whichever is the later. 32. No player shall be entitled to represent more than one Club in one calendar year in all stages of the Team Championship, including the Preliminary Rounds, and in the Inter-Club Foursome Tournament.

4 33. THE TEAM CHAMPIONSHIP shall be played in such number of Divisions as the Executive Committee shall approve culminating in the 1st Division Team Championship. One Preliminary Round shall be played prior to the opening of the Divisional Team Championship. The competitions, subject as hereinafter provided for the Preliminary Round shall be for teams of three players, representing a Club affiliated to the Union and shall be decided by stroke play from scratch over 18 holes in the Preliminary Round and over 36 holes in each Divisional Team Championship. The lowest aggregate scores of the three players in each team shall decide the Championship. Any Club may enter one team only which must be composed of members of the Club in question. The composition of the team may be changed between competitions during the championship. The Clubs eligible to play in the Preliminary Round and various Divisions shall be: (a) PRELIMINARY ROUND: Any Club affiliated to the Union but not qualified to entera team in any of the Divisions (b) SEVENTH DIVISION: Those Clubs whose teams occupied the last six places in the Sixth Division Team Championship of the previous year. Those Clubs whose teams gained the first twelve places in the Preliminary Round of the current year. (c) SIXTH DIVISION to SECOND DIVISION: Those Clubs whose teams occupied the last six places in the Higher Division Team Championship of the previous year. Those Clubs whose teams occupied the 7th to 12th places in the Same Division Championship of the previous year. Those Clubs whose teams gained the first six places in the Lower Division Championship of the current year. (d) FIRST DIVISION: Those Clubs whose teams occupied the first twelve places in the First Division Championship of the previous year. Those Clubs who gained the first six places in the Second Division Championship of the current year. i. The name of the winning Club in the First Division Team Championship shall be inscribed on the Ilkley Bowl. ii. The names of the winning Clubs in the other Divisional Team Championships shall be inscribed on the trophies presented to, or purchased by the Union for that particular Division. Prize vouchers will be presented to the three members of the winning team in each Division. Mementoes will also be presented to the three members of the winning team in the Team Championship only. iii. The player returning the best score over 36 holes in the First Division Team Championship shall have his name inscribed on The William Rayner Bowl and will receive a prize voucher and a memento. iv. In the Team Championship in any one year, a Club having paid the entrance fee for its team to play in the appropriate competition for which it is qualified, shall not be called upon to pay any further entrance fee, should it qualify to play in any further competition in the Team Championship of that year.

5 34. THE INTER-CLUB FOURSOME TOURNAMENT shall be held each year and shall be played as a knock-out competition by foursome from scratch, each round to be over 18 holes except for the final which shall be played over 36 holes. The name of the winning Club shall be inscribed on the Bowl provided by the Union. Mementoes will be given each year to the two Clubs contesting the final. (a) The event is open to all Clubs affiliated to the Union. Each Club may enter one team only. The Club need not be represented by the same two players in each round, but such players must conform to Regulation 26. The greens for the matches and the draw and dates for the rounds shall be fixed by the Executive Committee. All couples shall play on the green allotted. If the Club appointed as a venue for a match is unable to accept the match on the date and time agreed by the contestants, then and only then, by mutual agreement of the two sides the green allotted may be varied, provided permission is previously obtained for the change of venue from the Secretary of the Club concerned and the Secretary of the Union. All couples must arrange with the Secretary of the host Club before their match the time and date they wish to play, irrespective of whether their match is played on the original green allotted or at a venue changed by mutual consent as above. The final must be played as arranged by the Executive Committee. (b) All matches must be played within the specified period, and if no previous date is arranged, the last day shall be the compulsory day, and the last starting time shall be 1.00p.m. If the representatives of only one Club are present at that time, the match shall be awarded to them. If the representatives of both Clubs are absent, they shall both be scratched. (c) Notice of results, together with the names of the players and the venue, shall be sent to the Secretary of the Union by the winning team to reach him within two days of the close of the period allowed for the round. If no result is reported within the period allowed, both teams shall be scratched. (d) In the event of a tie after 18 holes or 36 holes as appropriate the players shall proceed without interval to the first tee and play until either side gains a hole. 35. THE YORKSHIRE AMATEUR CHAMPIONSHIP shall be open to any member of a Club affiliated to the Union, in possession of a handicap not exceeding such figure as shall be decided by the Executive Committee. In the event of the entries exceeding 150, there will be a ballot from the higher handicap entrants. i. The Championship shall be decided by four rounds of stroke play from scratch. The first two rounds shall be played over two days with the top 40 and ties going forward to play in the final 36 holes. In the event of a tie for the Championship there will be a sudden death play-off over holes to be specified by the Executive Committee acting by its delegated Championship Committee, to determine the winner and the runner-up. If there is no tie for the Championship, but there is for the runner-up place, then that place will be decided by the method for determining ties specified in the relevant regulation above. ii. The name of the winner of the Amateur Championship shall be inscribed on the Amateur Championship Trophy. The name of the runner up shall have his name inscribed on the Sowden Salver. A prize voucher and a memento will be given to the Champion and to the winner of the Sowden Salver, and other prize vouchers will be presented by the Union to the leading players. iii. The player who returns the best score over the first 36 holes shall have his name inscribed on the Alvin Trophy and shall also receive a prize voucher and a memento. iv. The name of the District Union with the lowest aggregate score from any two players from any two Clubs within their Union over the first 36 holes shall have their name inscribed on the Yorkshire Inter-District Union Plate.

6 36. THE YORKSHIRE AMATEUR MATCHPLAY CHAMPIONSHIP shall be open to the leading 32 players in the preceding Amateur Championship. i. Withdrawals made before Round 1 shall be replaced with players in order of finishing from the Amateur Championship ii. All matches will be played over 18 holes. iii. In the event of a tie, competitors shall continue to play until one or the other shall win a hole. iv. The winner of the Amateur Matchplay Championship shall have his name inscribed on the Trophy and shall be presented with a memento. Prize vouchers shall be given to the Champion, the runner up and the losing Semi-finalists. 37. THE YORKSHIRE SENIORS' AMATEUR CHAMPIONSHIP shall be open to any member of a Club affiliated to the Union who has attained the age of 55 years on the first day of the Championship and possesses the required handicap qualification which shall be decided by the Championship Committee. In the event of the entries exceeding 150 there shall be a ballot of the higher handicap entrants. i. The Championship shall be decided by Stroke Play from scratch over 36 holes. ii. The winner of the Championship shall have his name inscribed on the Seniors’ Trophy. In the event of a tie the Championship will be decided by the method for determining ties specified in the relevant regulation above. A prize voucher and a memento will be given to the Champion and to the Veterans' Champion, and other prize vouchers will be presented by the Union. iii. Running in conjunction with the Championship there shall be stroke play competition from scratch for the four age groups 55-59, 60-64, 65-69, 70 and over. The leading competitor of 65 years and over will become the Veterans' Champion and shall have his name inscribed on the Denham Salver. 38. THE YORKSHIRE BOYS' CHAMPIONSHIP shall be open to any member of a Club affiliated to the Union who is qualified by age and handicap, the limits of which shall be decided by the Executive Committee. The entry shall be restricted to 72 players and in the event of the entries exceeding the limit there shall be a ballot from the higher handicap entrants. i. The Championship shall be decided by stroke play from scratch over 36 holes. ii. The winner of the Championship shall have his name inscribed on the Sand Moor Trophy. The player under the age of 16 with the best aggregate score shall have his name inscribed on the Neil Hardman Salver. In the event of a tie the Championship will be decided by the method for determining ties specified in the relevant regulation above. A memento will be given to the Champion, and the winner of the Salver, and other prize vouchers will be presented by the Union. iii. Caddies are not permitted. 39. THE YORKSHIRE BOYS' UNDER 16 CHAMPIONSHIP shall be open to any member of a Club affiliated to the Union who is qualified by age and handicap, the limits of which shall be decided by the Executive Committee. The entry shall be restricted to 72 players and in the event of entries exceeding the limit there shall be a ballot from the higher handicap entrants.

7 COUNTY MEMBERSHIP 40. Individual Members of Clubs affiliated to the Union may become County Members of the Union. Nominations for membership shall be submitted on the official nomination form which together with details of planned events can be obtained from the Honorary Secretary (County Membership). i. The County Membership annual subscription and life membership subscription shall be such amounts as the Council shall from time to time approve. ii. All County Members shall receive a county fixture list and a copy of the year book. They shall also be entitled to purchase and wear a County Members' Tie and knitwear and subject to the conditions laid down shall be eligible to play in any competition which may be arranged for such County Members.

8 YORKSHIRE UNION OF GOLF CLUBS COUNTY MEMBERSHIP Members of Clubs which are affiliated to the Yorkshire Union of Golf Clubs are entitled to apply for County membership. County Members will receive a County Fixture list and a copy of the Year Book and are entitled to purchase and wear a County Members Tie. Subject to any conditions laid down, they shall be eligible to play in any competition which may be arranged for County Members.

MEMBERSHIP by ANNUAL SUBSCRIPTION. Payment by Annual Subscription is being phased out and is now only available to existing members who are already paying by this method. Each member is responsible for ensuring that his subscription is paid each year at the current rate not later than 4th March. Any member in arrears at the 30th November in any year will be removed from the membership register. The current rate is £5.

RESIGNATIONS should be advised in writing to the Membership Secretary. Members who change Golf Clubs, or cease to be a member of a Club affiliated to The Yorkshire Union of Golf Clubs should advise the Membership Secretary. Life Members who cease to be members of an affiliated Club will automatically be transferred to the Associate Members' list.

The COUNTY MEMBERS SECRETARY would much appreciate the assistance of GOLF CLUB SECRETARY/MANAGERS and individual MEMBERS in ensuring that the records are accurate. Please report any errors or omissions and advise of changes of address, Golf Club or resignations.

ASSOCIATE MEMBERS who require a Year Book delivering to their home address should make a request to the County Members Secretary, enclosing a suitable stamped & addressed envelope. TRANSFER TO LIFE MEMBERSHIP. Any member who is at the present time paying by annual subscription may transfer to Life Membership.
