PUBLIC POLICY FELLOWS FALL 2019 Asher Allman Legislative Aide, U.S. Senate Committee on Veteran’s Affairs Mr. Allman is currently a Legislative Aide for the U.S. Senate Committee on Veterans’ Affairs. He handles the issues of adaptive sporting programs, Second Amendment rights, service dogs, monuments and memorials, and VA cemeteries. Prior to working for the Committee, he was the Legislative Correspondent responsible for the defense, veterans, homeland security, and commerce, technology, and telecommunications issue portfolios in the office of Sen. Roy Blunt of Missouri. A Kansas City native, he is a 2013 graduate of Missouri State University where he studied cultural and regional geography. He has a master’s in global studies, and graduate certificate in homeland security and defense, also from Missouri State University. Olivia Babine Legislative Aide, Office of Rep. Scott Tipton Ms. Babine currently serves as a Legislative Aide for Rep. Scott Tipton handling issues related to science, space, technology, postal reform, arts and humanities, census, and social welfare. She is a 2015 graduate of Saint Anselm College where she received a B.A. in International Relations and Economics. In 2018, she received her Graduate Certificate in Military Resilience from Liberty University. Currently, she attends the Naval War College where she is taking classes to attain her M.A. in Defense and Strategic Studies. Over the past few years, she has participated in several fellowships including the Hoover Institute’s Economic Fellowship and the Wilson Center’s Cyber Lab, AI Lab, and Foreign Policy Fellowship. Before working on Capitol Hill, she studied abroad in Morocco and Cuba and then taught English as a foreign language for one year in Seoul, South Korea. Omar Bashir National Security Fellow, Office of Sen. Edward J. Markey Mr. Bashir is a National Security Fellow in the office of Sen. Edward J. Markey. His work is made possible by a Nuclear Security Working Group fellowship. Prior to working in the Senate, he was a Senior Associate at the Financial Integrity Network, where he worked as a sanctions specialist and advised clients in East Asia, Europe, the Middle East, and Latin America. He received his Ph.D. in Politics from Princeton University and previously received two aerospace engineering degrees from the Massachusetts Institute of Technology and an M.Phil. in International Relations from the University of Oxford. Joanna Beaucaire Acting Security Affairs Team Lead, U.S. Department of State Ms. Beaucaire is the Acting Security Team Lead within the Department of State’s Bureau of South and Central Asian Affairs. Her portfolio includes regional political-military affairs, counterterrorism, nonproliferation and sanctions policies. She has previously worked in at DHS, OSD-Policy and at INDOPACOM. She was a Presidential Management Fellow and holds Master’s Degrees from the Naval War College and American University. Daniel Bleiberg Foreign Policy Advsior, Office of Rep. Lois Frankel Mr. Bleiberg serves as the Foreign Policy Advisor for Rep. Lois Frankel of Florida. In addition to staffing the Congresswoman on the House Appropriations State and Foreign Operations Subcommittee, he advises her on defense, homeland security, and veterans issues. In his capacity, he developed and executed a broad legislative agenda advancing women’s empowerment and equality worldwide. Before coming to Capitol Hill, he worked at the American Israel Public Affairs Committee as an Assistant Director for Policy and Government Affairs, where he focused on bolstering the U.S.-Israel defense relationship. He received his B.A. in International Relations from Tufts University and M.A. in Political Science from Tel Aviv University. Therese Bongard Embassy Secretary, Embassy of Norway Ms. Bongard serves as First Secretary at the Embassy of Norway in Washington DC and is the embassy’s point person on security policy as well as multilateral and African affairs. She is a career diplomat hand has held various positions in the ministry and has previously been posted to Khartoum, Sudan and Juba, South Sudan. Before joining the ministry, she worked for the UN in the Department of Peacekeeping Operations. She also has several years of experience working as a journalist. She holds a Master’s degree in International Relations from the University of Cambridge. Alexander Bowe Policy Analyst, U.S.-China Economic and Security Review Commission Mr. Bowe is a Policy Analyst for Security and Foreign Affairs at the U.S.- China Economic and Security Review Commission, where he researches Chinese Communist Party influence operations, China’s space sector, and China’s forced labor exports. He received his Master of Arts in International Studies with concentrations in Chinese Studies and Forecasting from the Josef Korbel School of International Studies at the University of Denver. He received his Bachelor of Arts in Global Studies from Friends World Program at Long Island University. He is proficient in Mandarin Chinese. 2 | Page Jason Bowers Department of Defense Congressional Fellow, Office of Rep. Mike Conaway Maj. Bowers is a graduate of the Marine Corps’ Expeditionary Warfare School and Command and Staff. He holds a master’s degree in Leadership Studies from Marshall University, as well as currently being enrolled at the George Mason University Schar School of Government for a Master’s Degree in Public Policy. He reported to the Marine Corps Office of Legislative Affairs in June 2018 and is currently serving as a Congressional Fellow with Congressman Michael Conaway (TX-11). He is married (Kelly) with two children, Georgia Grace (3 years old) and Katherine Elizabeth (2 years old). (Ret) Colonel Raymond Celeste Military Legislative Assistant, 3rd District of North Carolina (Ret) Col. Celeste currently serves as the Military Legislative Assistant to the third district of North Carolina. Tragically, the member he served, Congressman Walter B. Jones (R-NC), passed away in February. In addition to military matters, he handles Foreign Affairs, Veterans’ Affairs, and Federal Employee issues. Congressman Jones was a member of the House Armed Services Committee; and the Military Personnel, and Tactical and Land Forces Subcommittees. Congressman Jones was the lead co-chair for the House Military Depot and Industrial Facilities Caucus, and the lead co-chair for the Special Operations Forces Caucus. Col. Raymond Celeste is a resident of Alexandria and has been a volunteer tutor to the Patrick Henry Elementary School and the Mount Vernon Community School in Alexandria for 22 years. Lt. Colonel Dennis Cummings National Defense Fellow, The Stimson Center Lt. Col. Cummings is the United States Air Force’s National Defense Fellow at the Stimson Center. He recently completed a tour as a Branch Chief, Operations, Training, and Standardization Division and Presidential Strike Advisor in the Deputy Directorate for Nuclear and Homeland Defense Operations, Joint Staff J-3. He is a career B-52 Weapons System Officer with experience in conventional and nuclear operations at multiple levels. He completed his M.A. in National Security and Strategic Studies at the Naval War College, and holds a B.G.S. in Communications from the University of Nebraska at Omaha; he was commissioned through Air Force Officer Training School in 2000. 3 | Page David Dorfman Legislative Director & General Counsel, Office of Rep. Yvette Clarke Mr. Dorfman works at the U.S. House of Representatives, where he serves as Legislative Director/General Counsel to the Energy & Commerce Committee’s Vice Chair and Homeland Security Committee’s Cybersecurity Subcommittee Emeritus Chair. David previously practiced law on the House Foreign Affairs Committee’s Subcommittee on Asia, the Pacific, and Nonproliferation and the Senate Judiciary Committee. David also was an attorney at a global law firm in Hong Kong, where he represented a wide variety of institutional, multinational, start-up, and pro bono clients. Prior to that, he worked at the U.S. Department of Justice’s National Security Division, the U.S. Attorney’s Office, and in the technology and entertainment sectors. He holds a J.D. from Harvard Law, where he earned high honors and was among its youngest-ever graduates, and a B.A. from UCLA, graduating with a perfect GPA after starting college at 13. Recently, David was added to Forbes’ “30 Under 30” list. Major Vincent Duenas Foreign Area Officer, U.S. Army Maj. Dueñas is a U.S. Army Foreign Area Officer concentrating on political-military affairs and security cooperation in the Western Hemisphere. He currently serves on the multi-national staff of the Inter- American Defense College as the Executive Officer to the Director. He has previously deployed in support of Operation Enduring Freedom as a Cavalry and Communications officer. He holds a Master's in International Public Policy from the Johns Hopkins School of Advanced International Studies (SAIS) and a Bachelor's in History from Adelphi University. His writing has been featured in Divergent Options, Small Wars Journal, The Strategy Bridge, and the Foreign Area Officer Association Journal of International Affairs. Jack Faherty Legislative Aide, Office of Sen. Angus King Mr. Faherty was born and raised in Maine, objectively the greatest state in the Union. He has worked for Sen. Angus King (I-Maine) for a number of years, serving in various positions on his communications team, before transitioning to his policy team in the Spring of 2019. He currently serves as a Legislative Aide, focusing on the defense, foreign affairs, and veterans portfolios and supporting Senator King’s work on the Armed Services and Intelligence Committees.
