II. Situation Overview
United Nations Nations Unies Office of the Resident Coordinator Madagascar • Cyclone Giovanna, Irina and Floods Situation Report # 8 – 22 March 2012 I. HIGHLIGHTS/KEY PRIORITIES The combined effects of tropical cyclones Giovanna, Irina and recent heavy rains in the south-east Madagascar left 112 people dead and 133 injured. The Education, shelter and food security have been identified as priorities sectors in the five affected districts where an estimated 614 classrooms have been partially damaged and 1,408 other destroyed; between 35 and 80 per cent of the agricultural production has been damaged; and around 30,000 people in the eastern coast are likely to be food insecure until the next harvest period in May. The majority of the IDPs hosted in the shelters have returned home and roads are again opened to traffic. However, long term rehabilitation is required in many national roads. Resurgence of malaria cases is being reported in many districts in the south-east and the eastern regions. The number of reported cases is ten times higher than the one reported at the same time in 2009; however, it worth noting that the malaria outbreak started before the emergency. The majority of the pre-positioned stocks have been used by humanitarian actors to respond to urgent needs. Few pledges have been announced by donors for the replenishment of depleted stocks. II. Situation Overview Irina and floods in the south-east regions Severe tropical storm Irina and the Inter-Tropical Convergence Zone (ITCZ) left 77 people dead and 15 others injured. The south-east regions (particularly the commune of Kelilalina in Ifanadiana district) are the most severely affected area with 27 people reported dead as a consequence of landslides. -

Its first aim is the reconciliation of cash flows between the State and the main extractive industries (mining and upstream oil companies) in Madagascar for the 2013 fiscal year. The report also reflects the requirements of the EITI standards, including: ► the governance arrangements, tax and regulatory framework applying to extractives industries ; ► an overview of the extractive sector in Madagascar ; ► the contribution of the extractive sector in 2013 in relation to the economy and an overview of the extractive sector's tax contribution to the economy to the total of the tax revenues of the country ; ► the production per product and per company including : 1/ the total production volume and its value 2/ the total volume exported and the value of the export by raw material ; ► the specific information on the companies of the EAE (Entreprises Appartenant à l'Etat) which are State-owned companies, in particular : an explanatory of the rules and common practices ruling the financial relationships between the governement and the State- owned companies ; ► the situation regarding the procedures for granting licences in 2013 ; ► information on the actual property of the extractive companies ► information on the oil contracts ; ► the summary of the donations from extractive companies to the collectivity ; ► information related to the decentralised authorities (regions and municipalities) ; ► the use of the funds received from the extractive companies by the municipalities subject to a participatory budget practice. -

Outre le soutien aux secteurs sociaux, la mise en place des infrastructures structurantes et l’appui au développement rural, les efforts du Gouvernement pour promouvoir l’investissement s’intensifieront. En ce sens, l’édition de la Revue de l’Exécution Budgétaire, de ce premier trimestre 2017, s’est démarquée par l’ajout de la rubrique « l’Investissement Public » dans ses thématiques. En effet, les Programmes d’Investissement Publics intègrent les axes stratégiques du Plan National de Développement. Par ailleurs, l’appui technique du FAD (Fonds Africain de Développement) dans le cadre de la PIMA (Public Investment Management Assessment) et la collaboration avec la Banque Mondiale sur la reforme de la gestion du PIP réalisés récemment justifient le choix du thème. A cette première occasion de restructuration du plan de la revue, différents départements du Ministère des Finances et du Budget ainsi que le Ministère auprès de la Présidence en charge de l’Agriculture et de l’Elevage ont présenté leurs états des lieux, leurs activités et réalisations et leurs analyses en matière d’investissement dont les détails sont présentés -

CENTRE DE RECHERCHES, D’ETUDES ET D’APPUI A L’ANALYSE ECONOMIQUE À MADAGASCAR MONOGRAPHIE RÉGION ATSINANANA CREAM, février 2013 Monographie de la région d’Analamanga <Contributeurs / crédit photo / cartes> Monographie téléchargeable depuis<adresse internet> Cream, février 2013 Préface L’effectivité des 22 régions et l’élaboration imminente d’un Plan National de Développement (PND) suscitent un besoin important d’information au niveau des administrations nationales, régionales et locales et de tous les acteurs et parte- naires de développement. La connaissance des réalités régionales s’avère indispensable à l’élaboration des politiques publiques d’où la nécessité d’élaborer la Monographie des 22 régions. La monographie présente une double fonction d’une part (i) elle donne une vision générale de la région, à travers différentes caractéristiques (condi- tions et potentialités physiques, économiques, aspect social, etc …) et suivant des thèmes privilégiés dans l’étude ; et d’autre part (ii) elle constitue un instrument indispensable aux opérateurs économiques, aux techniciens, aux responsables et décideurs, notamment ceux au niveau des régions aux fins de l’élaboration d’une stratégie harmonieuse de développement. C’est dans ce contexte que le CREAM, de par sa mission relative au renfor- cement des capacités des institutions chargée de la politique économique a élaboré, en collaboration étroite avec la Direction Générale de l’Economie du Ministère de l’Economie et de la Planification, la monographie pour les 22 régions. Ladite monographie a été réalisée dans le respect des exigences scientifiques : la capitalisation des études déjà effectuées ; l’harmonisation des concepts, thèmes et indicateurs pour une possible comparai- son des situations entre les régions ; la collecte des informations qui ne figurent pas dans les annuaires statistiques des services publics, ou qui nécessitent un traitement spécifique ,en amont ; et le traitement des données et analyses de ces dernières.
