2. DECLARATION OF INTERESTS Paul Walker, for his leading role in the Council’s University application (P12-02677PLA and P12-02678HER).

3. MINUTES Chris Jepcott commented that CAG’s remit does embrace large applications outwith of conservation areas (ref: P12-02266PLA). Dr Denise Ghandi noted that her point about the official DFE recommendation for the amount of indoor space was going to be less than the recommended minimum by 10% at the Walker had not been minuted. This site already falls short of the recommendations by 15% and the question of whether this should be allowed (and if it applied to Worcester) was raised.

5. LOCAL PLAN AND HERITAGE AND DESIGN PROJECTS UPDATE The Heritage Team were asked for a brief update on programmed activities every three months, starting from March 2013.

5. LETTER TO GRAHAM DALLING, EDMONTON HUNDRED HISTORICAL SOCIETY The Chairman gave an update that Graham Dalling had been pleased to receive CAG’s letter.

6. EDMONTON GREEN STATION LIFTS Kevin Edgington from D5 Architects and Edward Woodhouse from Mott MacDonald presented to CAG and explained that Network Rail and Enfield Council have agreed to jointly fund the new lift shafts at Edmonton Green Railway Station (there are only steps to the platforms currently). After reviewing the options for the cladding treatment to the shafts it was agreed that:  There should be no banding to reflect adjacent properties.  The shafts should match.  The plinth course in stock bricks, dark above fading into dark green glazed brick at upper level (random insertion of dark bricks among the green glazed bricks).  The brickwork should generally be without indented features, though some sort of string course at the top is acceptable.  The ‘billboards’ at ground floor on platform 2’s lift shaft should be blind windows in the shape of lancet arches, to echo the previous building on the site.

8. PLANNING APPLICATIONS AND LISTED BUILDING APPLICATIONS FOR DISCUSSION

P12-02566PLA and P12-02660HER FORTY HALL PARK AND ESTATE, FORTY HILL, ENFIELD, EN2 9EU This scheme has previously been presented to CAG at the pre-app stage. Andrew Newman had a number of concerns relating to the practical aspects of the proposals. These do not appear to have been fully addressed in the application:  Foundation details.  Weight of the gates.  The structural support of the piers.  Whether the matching bricks can be sourced.  A method statement relating to dismantling the gateway and brickworks.  Matching the mortar mix.

 Members support the principle of the proposal.

P12-02677PLA and P12-02678HER Former Middlesex University Campus, No's 188-230 (even) (excluding No.228), Ponders End High Street and Ponders End Library The proposal is a Council-driven scheme. It addresses window retention (where possible) and the historic internal layout of the Broadbent Building.

 Members support the proposal.

P12-02113PLA, Bramford Court, High Street, London, N14 6DH Despite the set back of the additional floor, members considered the extension would be very visible. Further the elevational treatment is entirely different from the existing building.

 Members object to the scheme as it introduces an alien feature on the building and is detrimental to the setting of the nearby listed buildings.

P12-02665PLA 16 Conway Road, London, N14 7BA Members noted that street facing rooflights are not a feature in the immediate area and cited as a problem and pressure in the conservation area appraisal. Further the rear dormer windows are too large and poorly detailed.

 Members object to the scheme.

P12-02521PLA, 8-10, Silver Street, Enfield, EN1 3ED Members noted the historical importance of the building. Further, although the buildings use has entirely changed, the street elevation remains the same. The proposal will permanently upset the balance of this main elevation and will not enhance the character of the conservation area.

 Members object.

P12-02429PLA Nicon House, 43, Silver Street, Enfield EN1 3TN Members considered the sign would be detrimental to the character of the conservation area as would the introduction of a new door into the street-facing elevation.

 Members objection.

TP/04/2540 Tower Point, Sydney Road, Enfield EN2 6SZ Members were supportive of the access and fenestration details. Regarding the cladding of the mansard roof approval must be conditioned on the colour and the submission of satisfactory samples.

9. CHAIRMAN’S FEEDBACK FROM PLANNING COMMITTEE The Planning Committee agenda did not contain any matters that had been before CAG.

10. CONSERVATION OFFICER’S FEEDBACK ABOUT LAST MONTH’S CASES The applicant for the Whitelodge has agreed to the all the changes proposed by CAG. Greggs (Church Street) are progressing with the pilaster condition.

11. CONSERVATION AREAS, LISTED BUILDING APPLICATIONS AND APPEALS–DETERMINED No comment.

12. OPEN SESSION  Dr Denise Ghandi asked whether any changes were proposed with greater controls over obtrusive developments adjoining conservation areas. Aled Richards stated that a CLG consultation paper was currently under circulation and that he would forward a link to the chairman for circulation.  Roy Stanson questioned the situation with collar panels. Christine White stated the Article 4 Direction work would commence in March 2013.  Dr Chris Jepcott requested information on possible Network Rail tree felling in Winchmore Hill. It was noted that David Burroughs MP was addressing this matter.  Peter Fisk asked that Heloise Brown seeks paper copies of drawings from applicants, whenever available, to aid CAG’s consideration.  Heloise Brown confirmed that the King Easton site is subject to regular enforcement inspections.

PLANNING AND LISTED BUILDING APPLICATIONS FOR DISCUSSION

P12-02759PRE, THE AUCTION ROOMS, 55, HIGH STREET, LONDON, N14 6LD Case Officer: Ray Reilly

Description: Proposed construction of 9 residential units comprising a mix of 4, 3 and 2 bed units with associated amenity space and car parking together with provision of 3 retail units fronting High Street.

Site and Surroundings: The site is between Southgate Town Centre and Southgate Green on the west side of the High Street on the corner with Balaams Lane. The site is currently occupied by auction rooms and car park. It is within the Southgate Green Conservation Area.

Impact on the Heritage Assets: The demolition of the existing buildings would not appear to harm any heritage assets as none of the existing buildings are of architectural interest. The new development presents an opportunity to improve the appearance of the Conservation Area.

To consider: Whether the form of the proposed development is in keeping with the character of the rest of the Conservation Area.

Description: Conversion of roof space of existing block to provide 3 x self-contained flats (comprising 1 x 1-bed and 2 x 2- bed), including 6 x dormers to south east, 3 x dormers, 1 x terrace with balustrade and 4 x roof lights to south west, 3 x dormers, 2 x terrace with balustrades and 4 x roof lights to north west, 3 x dormers, 1 x terrace with balustrade and 4 x roof lights and erection of bike store to north east elevation.

Site and Surroundings: The site is on the east side of Old Park House at the southern end of the road. The building is a three-storey block of flat composed of a central block and two outer, projecting wings. There is a car park to the rear (east) which looks down over the railway tracks. It is within the Lakes Estate Conservation Area.

Impact on the Heritage Assets: Old Park house is described as ‘an attractive block of flats’ in the Conservation Area Appraisal. The new dormers, rooflights and balconies will considerably alter the appearance of the roof. Rooflights are specifically described as causing harm in the conservation area.

To Consider: The impact of the changes on the character of the building.

Site and Surroundings: Walsingham Road is south of Enfield town centre and runs at an angle between the Town Park and London Road. The street is just outside the Enfield Town Conservation Area (which is to the north) and is lined with housing of different styles and ages.

Impact on Heritage Asset: The proposals are a substantial change to the appearance of the house but not necessarily negative or harmful to the character of the adjoining conservation area.

To Consider: Whether the changes will have any impact on the adjoining conservation area.

Site and Surroundings: Nicon House is on the east side of Silver Street, just south of the Civic Centre and on the corner of Churchbury Lane. The building is within the Enfield Town Conservation Area.

Impact on Heritage Asset: The new door is on a side elevation and designed to match other doors on the building. This is a relatively modest change.
