He was appointed to the Board of Directors of PBAHB on 22 February 2016 and was re-designated as the Chairman of the Board of Directors on 14 May 2018. Presently, YAB Tuan Chow Kon Yeow is the Chief Minister of Penang. He graduated from Universiti Sains Malaysia (USM) in 1984 with a Bachelor of Social Science (Hons.) degree. He started his political career in 1986 and was first elected State Assemblyman for Pengkalan Kota, Penang in 1990. He became a Member of Parliament for Tanjong, Penang from 1999 till 2013. Since 2008, he has been appointed as State Executive Councillor for Local Government and Traffic Management. In 2013, he was re-appointed as Penang Executive Councillor and with a new portfolio of Flood Mitigation. He is a director of Penang Development Corporation as well as the Chairman of PDC Telecommunication Services Sdn. Bhd. He does not hold any ordinary shares in the Company or its subsidiaries, has no family relationship with any Director and / or major shareholder of the Company and has no conflict of interest with the Company. He has not been convicted of any offences within the past five (5) years and has not been imposed of any public sanction or penalty by the relevant regulatory bodies during the financial year 2019. He obtained his Bachelor's Degree in Civil Engineering (Honours) from the University of Salford, United Kingdom and then received his Master in Business Administration from Universiti Utara Malaysia in 1999. Presently, he is the Deputy Chief Minister I of Penang. He started his career as a Civil Engineer attached to the Public Works Department in 1982. He then joined Bertam Properties Sdn Berhad as Project Manager in 1993. In 1996, he was appointed as the Director for HLA Associates Sdn Bhd, an engineering consulting firm and subsequently as the Managing Director of Ilham Jurutera Sdn. Bhd. from 1998 to 2014. He is a member of the Institute of Engineers Malaysia (MIEM), International Professional Engineer (IntPE), APEC Engineer and Professional Engineer as recognised by the Board of Engineers Malaysia. He does not hold any ordinary shares in the Company or its subsidiaries, has no family relationship with any Director and/or major shareholder of the Company and has no conflict of interest with the Company. Accompanied by members from other ethnic communities, the group held a banner, newspaper cuttings to support their leaders but refrained from criticisng anyone. They shouted pro-DAP slogans including "Putrajaya, here we come!". In a statement issued at the event, Sukumar said that the group had full confidence in DAP national chief Karpal Singh, secretary general and Penang chief minister Lim Guan Eng and state chairman and Tanjong MP Chow Kon Yeow. "We fully support Karpal who has sacrificed his entire life for the party and nation and will lead the whole party into the general election to capture Putrajaya," said Sukumar. "We, DAP members will have our energy and mind focussed to win the coming GE. Other negative distractions will not disunite us," he added. "Our enemy is BN and only BN. We will fight until we win Putrajaya. The marching towards Putrajaya has started here and our DAP leaders will lead the way," he stressed.

This paper will explore more exclusively the political influences stemming from the federal government and how to mitigate for such effects for a more well-functioning, sustainable fiscal regime of the country’s states. The changes in Malaysia’s recent political landscape are meaningful and consequential on the country’s complex dynamics of federal-state relations. Historically a contested relationship where the centre influences much of the resource allocation and distribution to the periphery, this policy paper traces how this took shape during the early years of Malaysia’s formation and brings to the fore current developments. In contrast to the start of Abdullah Ahmad Badawi’s administration in early 2004, the Christian community was noticeably less optimistic about the political environment surrounding issues of religious liberty when Najib assumed office in April 2009. As is well known, Abdullah was forced to step down because of his perceived poor leadership of his party, the United Malay National Organisation (UMNO), and to accept responsibility for the results of the March 2008 General Elections which saw the Barisan Nasional (BN) lose its two-thirds majority in Parliament as well as the governments of three major West Coast states. UMNO is the senior member of BN, the ruling coalition. On assuming the Prime Minister’s office, Najib, like those before him, began his tenure by defining his vision and direction for the country. Abdullah and Dr Mahathir Mohamad had also done so but Najib’s was in trumping spades, going by the sheer number and breathtaking level of ambition. Through the introduced “1Malaysia” concept, he implied the promise of more social cohesiveness and less ethnically- and religiously- motivated governance. He also introduced the slogan “People First, Performance Now” to counter the public image that the BN was an elitist organisation that only looked out for itself and whose policy results fell far short of its rhetoric.

    Speech by DAP Secretary General Lim Guan Eng at the DAP National Special Congress on 12 November 2017 at the IDCC Shah Alam, Selangor A Democratic, Progressive and Prosperous Malaysia for the many Preamble We, the DAP national delegates, gather here today for our National Special Congress as requested by the Registrar of Societies (ROS) to hold a fresh election for the Central Executive Committee members, once again. We had earlier decided to accept the instructions by the ROS, under protest. Since the last National Conference on 4th December 2016, we lost two of DAP’s most important national leaders, the former Secretary-General and my university mate Sdr. Kerk Kim Hock and the former Perak Chairman and one of the earliest DAP members Sdr. Lau Dak Kee. Both of them were detained under the Internal Security Act during the Ops Lalang in 1 987. Let us pay tribute to Sdr Kerk and Lau for their contributions to the Party and to Malaysia, especially during difficult dark years. 1. Crisis and leadership Before I proceed into the details of this special meeting, let us together express DAP’s solidarity with the people of Penang for the recent unprecedented natural disaster of worst flood and storm in history that befell upon us on 4th and 5th November. No words can fully grasp the unexpected calamity.
