You can also read the latest edition on the Priors Marston Parish Council website http://www.priorsmarston.org Disclaimer: Please note that views expressed in articles are the views of the authors. 3 FROM YOUR DISTRICT COUNCILLOR FOR NAPTON AND FENNY COMPTON With the reopening of “non-essential” shops from 18 June, Town, District and County Councils have been working on plans to provide extra space in Stratford upon Avon to enable shoppers to comply with the required 2m social distancing arrangements. This involves wider pavements, more space for cyclists and a number of traffic changes such as one way systems. In future, it is intended to consider whether similar changes might be helpful for market towns. At the moment, the Stratford scheme incorporates industrial barriers and fencing that seems quite inappropriate for heritage towns. I hope that further changes for Stratford and elsewhere will evolve into something more suitable. Presently, we are awaiting further news from government surrounding the reopening of areas such as pubs and restaurants. There are three recovery groups being set up by the District Council to address the challenges of the post-covid world: ‘Economic Recovery’, ‘Community’ and ‘Council Recovery’ Groups. The first meeting of the ‘Council Recovery’ Group has been held and work will concentrate on the financial consequences to the Council from Covid, a revised budget and longer-term issues for the Council, such as remote meetings and maximising homeworking. The other groups are being convened at the time of writing. Following the first full Council meeting (held remotely with reduced numbers), which agreed a protocol for remote meetings, and the first (remote) scrutiny committee, a calendar of meetings has been re- established. For the foreseeable future, all of these meetings will be held by video conferencing, as gatherings of more than 2 people indoors are still prohibited. The first Planning meeting is now scheduled for 17 June. As these meetings routinely involve a significant degree of public participation, initially there will be a restricted number of cases coming 4 before the planning committees, although in fact there is something of a backlog to be processed in coming weeks. I am told the latest figures of laboratory-confirmed cases in Stratford District show that we have 369, which indicates that the Covid infection rate has stabilised in our area. New cases are being reported in low single figures each week. There is no cause for complacency though, with the UK being the worst-affected country in Europe. One of the meetings that was held was to progress the Supplementary Planning Guidance (SPD) for the Climate Emergency. Among other things, this document aims to enable better influence in planning for low carbon energy and environmental measures. Some of these controls were lost as a result of central government action in 2015, for example, preventing Stratford applying a 10% renewables rule in new developments. This was a policy I was instrumental in bringing into being many years ago and there is now hope that something like it can be reintroduced. The slots are only for essential visits, with one visit per fortnight. The Shipston, Stockton and Wellesbourne sites will remain closed. See the WCC website https://www.warwickshire.gov.uk/recyclingcentres for up to date information and to book appointments. 5 The Priors Education Trust (PET) is a registered Charity formed to enhance education for the public benefit with The Priors School (Reception to Year 6) named as specific beneficiary. As you will be aware, both the Priors Nursery and the Fops Shop were ordered to close under the COVID-19 restrictions from the 23rd March 2020. PET are please to advise that The Priors Nursery re-opened on 15th June, with strict social distancing and a limited numbers policy in place. We are very grateful to Mrs Ingrid Spencer and Mr Ricky Emms for their hard work in ensuring that the Nursery was prepared and new procedures put in place, to ensure we opened the Nursery safely and in line with government guidelines. Meantime, behind the scenes, work is well underway to allow PET to hand over the running of the Nursery back to the Priors School. As you may know, PET began to run the Priors Nursery back in 2011, when the Priors School became one of the first schools to attain ‘Free School’ status and under the then rules, was not allowed to operate the Nursery. Following a change in the regulations, this has now changed and we are hopeful that the necessary documentation will be completed in time for the Nursery to be incorporated within the Priors School from September 2020. Although many shops have opened from 15th June, unfortunately, due to the nature of the premises, it seems unlikely that we will be able to re- open the FOPS shop to comply with safety and social distancing measures for the time being. So, sadly for now, we will be unable to take your donations. We will let you know if this position changes through the village email system and social media. 6 On a lighter note, we are delighted that we were able to give Con Conlan his winnings from the 100 club having tried to track him down since 2016! The family visited the village recently and we contacted them with the good news and could, at last, pay out the £100 that he won in December 2016 and the £100 in December 2019. Having been out of touch, he was both amazed that he’d won and surprised that we’d held the money for him for so long - needless to say, he continues to contribute to the 100 club every month! If you would like to join the 100 club, you might be lucky and win a cash prize! It costs £10 per month by direct debit, there are regular prize draws at the ‘Diners Club’ and all winnings are tax-free. If you would like more information, or to join the 100 Club, please contact any of the Trustees listed below. The 100 club is usually drawn at our monthly ‘Diners Club’ at the Butchers Arms and we are hopeful that this will be resurrected in the not too distant future, once restaurants are able to re-open. We will advise of the next event through the village email system and social media.
