Ramírez3, Juan Pablo Rodriguez1,4, Sebastián Rosenfeld1,4,5, Jaime Ojeda1, & Johanna Marambio1,5 ABSTRACT The area of channels and fjords belonging to the Magellan subantarctic has a high diversity of macroalgae, in relation to the temperate areas of South America. Geomorphological changes, the geographical position in a high latitude together with the climate change in this region create a series of coast marine habitats with a significant environmental heterogeneity, where a diverse benthic marine flora take place, which are not still known, that has evolved in an adaptive way to these changes. This research was developed under the 16 fjords CIMAR program in 2010, aboard the scientific research vessel Abate Molina, under the “Marine Benthic macroalgae of the Region of Magallanes and Chilean Antarctica “project. This paper gives information about a total of 57 species of macroalgae in the region, with representatives of the Rhodophyta (51%), Ochrophyta (Class Phaeophyceae) (37%) and Divisions Chlorophyta (12%). Takes into account the floristic affinities of the sectors studied and deals with the flora of the Antarctic continent, and also incorporates 7 novel macroalgal references to the subantarctic Magellan ecoregion. RESUMEN La zona de canales y fiordos subantárticos de Magallanes, presenta una alta diversidad de macroalgas, respecto a las zonas templadas del sur de Sudamérica. Sus cambios geomorfológicos, su posicionamiento geográfico de alta latitud y sus cambios estacionales, crean en esta región una serie de hábitats marino-costeros con una importante heterogeneidad ambiental donde ocurre una diversa flora marina bentónica. Esta biota ha evolucionado de manera adaptativa a estos cambios y requiere ser investigada. El presente estudio fue desarrollado en el marco del programa CIMAR fiordos 16 realizado el año 2010 a bordo de la nave de investigación científica Abate Molina. Se realizaron muestreos mediante buceo autónomo sobre la diversidad de macroalgas, en 17 sitios de los canales y fiordos magallánicos. Un total de 57 especies de macroalgas fueron recolectadas e identificadas para la región, con representantes de las Divisiones Rhodophyta (51%) Ochrophyta (Clase Phaeophyceae) (37%) y Chlorophyta (12%). Se abordan las afinidades florísticas de los sectores estudiados y con la flora del continente antártico. Se registran 7 nuevos taxa para la eco-región subantártica de Magallanes.     Intertidal and Subtidal Benthic Seaweed Diversity of South Georgia Report for the South Georgia Heritage Trust Survey September 2011 Shallow Marine Survey Group E Wells1, P Brewin and P Brickle 1 Wells Marine, Norfolk, UK Executive Summary South Georgia is a highly isolated island with its marine life influenced by the circumpolar currents. The local seaweed communities have been researched sporadically over the last two centuries with most species collections and records documented for a limited number of sites within easy access. Despite the harsh conditions of the shallow marine environment of South Georgia a unique and diverse array of algal flora has become well established resulting in a high level of endemism. Current levels of seaweed species diversity were achieved along the north coast of South Georgia surveying 15 sites in 19 locations including both intertidal and subtidal habitats. In total 72 species were recorded, 8 Chlorophyta, 19 Phaeophyta and 45 Rhodophyta. Of these species 24 were new records for South Georgia, one of which may even be a new record for the Antarctic/sub-Antarctic. Historic seaweed studies recorded 103 species with a new total for the island of 127 seaweed species. Additional records of seaweed to the area included both endemic and cosmopolitan species. At this stage it is unknown as to the origin of such species, whether they have been present on South Georgia for long periods of time or if they are indeed recent additions to the seaweed flora. It may be speculated that many have failed to be recorded due to the nature of South Georgia, its sheer isolation and inaccessible coastline.

    Working Paper 2009-WP-02 April 2009 Business Incubator Financing and Financial Services in Chile Aruna Chandra and Magda Narczewska Abstract: Business incubation in Chile is still in its nascent stages, with approximately 20-25 incubators supported primarily by a coalition of government and universities. Chilean business incubators tend to capitalize on regional resource strengths and have a strategic focus on high growth, high innovation, high impact businesses as a result of a government mandate to focus on developing business with high potential for economic development and job creation. The government’s efforts to organize risk capital for early stage ventures to fill market capital market gaps and its support for angel networks as well as incubator funding are noteworthy. This paper provides an overview of the business incubation landscape in Chile, with special emphasis on incubator sponsorship and funding, services (both tangible and intangible) provided by incubators to their client firms, and the associated roles of government, academia and industry/incubator networks in fostering the growth of new ventures by creating a fertile environment for entrepreneurship. About the Authors: Aruna Chandra, Associate Professor of Management in the College of Business, Indiana State University, received her Ph.D. in Strategy and International Business from Kent State University in 2000. Her book, Business India: Finding Opportunities in this Big Emerging Market, was published in 2002 by Paramount Market Publishing. Her current research interests include knowledge management in entrepreneurial firms and approaches to business incubation in different countries. A firm commitment to access and equity has led to ever-increasing Tertiary Education numbers of young people entering tertiary education, which poses challenges for financing and quality. The government has successfully responded to these Public Disclosure Authorized in Chile challenges, but, as enrolment continues to grow, new policies will need to be implemented to achieve the goal of a world-class tertiary education system responsive to the requirements of a global economy. This joint OECD and World Bank review gives a brief overview of post-secondary education in Chile and describes its development over the past twenty years. It presents an analysis of the system and identifies key directions for policy reform in light of the challenges encountered by officials, communities, enterprises, educators, parents and students. It concludes with a set of key recommendations concerning the structure of the system and its labour market relevance; access and equity, governance and management; research, development and innovation; internationalisation; and financing. The MAAT approach used DNA sequence data as a first pass to assess species diversity followed by additional study including detailed morphological observations to delimit species. In addition, type specimen sequencing was conducted to apply existing species names to genetic groups. Four Bossiella species were recognised in the eastern Pacific Ocean based on morphology, but a genetic screen using a DNA barcode marker, mitochondrial cytochrome c oxidase subunit 1 (COI-5P), showed 17 genetic species groups. Due to the large number of species requiring taxonomic assessment, we focused this study on species with predominantly dichotomous branching, that is, the recognised morphospecies B. californica and B. orbigniana. DNA sequences from three loci, psbA, rbcL and COI-5P, resolved five species: B. californica, B. dichotoma, B. schmittii, Bossiella heteroforma sp. nov. and B. orbigniana (the only species with a type locality not in the northeast Pacific). Morphology alone was an inadequate discriminator of these species, but incorporating distribution and habitat data facilitated identification of some species without DNA sequencing.
