Box 944226, Sacramento, CA 94244-2260 P (800) 952-5210 F (916) 575-7281 www.barbercosmo.ca.gov Industry Bulletin - 11/29/17 – Eyelash and Eyebrow Services The California Board of Barbering and Cosmetology would like to remind its licensees of the following information regarding eyelash and eyebrow services. Eyelash Application The practice of applying eyelashes, eyelash extensions, and eyelash strips to any person is only within the scope of practice of licensed cosmetologists and estheticians. As stated in section 7316 of the California Business and Professions Code in part reads as follows: (c) Within the practice of cosmetology there exist the specialty branches of skin care and nail care. (1) Skin care is any one or more of the following practices: (A) Giving facials, applying makeup, giving skin care, removing superfluous hair from the body of any person by the use of depilatories, tweezers or waxing, or applying eyelashes to any person. Eyelash Perming The practice of eyelash perming is only within the scope of practice of licensed cosmetologists and barbers as stated in section 7316 of the California Business and Professions Code which in part reads: (a) The practice of barbering is all or any combination of the following practices: (3) Singeing, shampooing, arranging, dressing, curling, waving, chemical waving, hair relaxing, or dyeing the hair or applying hair tonics. (b) The practice of cosmetology is all or any combination of the following practices: (1) Arranging, dressing, curling, waving, machineless permanent waving, permanent waving, cleansing, cutting, shampooing, relaxing, singeing, bleaching, tinting, coloring, straightening, dyeing, applying hair tonics to, beautifying, or otherwise treating by any means, the hair of any person. Eyelash/Eyebrow Tinting The U.S. Food and Drug Administration (FDA) maintains that there are no color additives approved by FDA for permanent dyeing or tinting of the eyelashes or eyebrows. The FDA has an Import Alert in effect for eyelashes and eyebrow dyes containing coal tar colors. 1 | Page Title 16, Division 9, Section 989 of the California Code of Regulations, section 989 which in part reads: No establishment or school shall: (c) Use a product in a manner that is disapproved by the FDA, Occupational Safety and Health Administration or EPA. You can access FDA Eye Cosmetic Safety information at: http://www.fda.gov/Cosmetics/ProductsIngredients/Products/ucm137241.htm Drug-based Eyelash/Eyebrow Enhancements The application or use of any drug-based prescribed product on a client may constitute the practice of medicine and is not within the scope of practice for any Board licensee. This includes, but is not limited to, prescription products designed to enhance eyelash growth, thickness and fullness. Chapter 10 of Division 3, Section 7320 of the Business and Professions Code restricts licensees under the Board of Barbering and Cosmetology from practicing medicine as it states: “This chapter confers no authority to practice medicine or surgery.” Section 2050 of the Business and Professions Code, defines the actions that constitute the practice of medicine: “any person who practices or attempts to practice, or who advertises or holds himself or herself out as practicing, any system or mode of treating the sick or afflicted in this state, or who diagnoses, treats, operates for, or prescribes for any ailment, blemish, deformity, disease, disfigurement, disorder, injury, or other physical or mental condition of any person, without having at the time of so doing a valid, unrevoked, or unsuspended certificate as provided in this chapter or without being authorized to perform the act pursuant to a certificate obtained in accordance with some other provision of law is guilty of a public offense, punishable by a fine not exceeding ten thousand dollars ($10,000), by imprisonment pursuant to subdivision (h) of Section 1170 of the Penal Code, by imprisonment in a county jail not exceeding one year, or by both the fine and either imprisonment.” *This bulletin supersedes the following previously posted industry bulletins: 12/15/2014 – Lash Extensions; 7/2015 – Lash/Brow Tinting; 2/7/2017 – Lash Perming 2 | Page .

    Broad Band Light (BBL™) / LASER HAIR REMOVAL Pre- and Post-Care Instructions Please read the following carefully, as this information will prepare you for BBL / Laser Hair Removal, what to expect, and how to care for the treated area. PRE - LASER INSTRUCTIONS 1. Shave the site/s to be treated the evening before each treatment session. (Avoid waxing for 2 weeks before and throughout treatment course – as waxing diminishes laser target.) 2. Also, minimize sun exposure, as best as possible, for at least 1 month before and after treatment. Wear protective clothing (hat, etc.) and a high SPF (at least SPF 30) sunblock to protect the treated area/s from direct sun exposure. 3. Also, do not use aspirin, aspirin containing medications or alcohol for at least 1 week before and for the first 2 days after treatment. Take Tylenol or another pain reliever which contains no aspirin or ibuprofen, if needed. 4. Apply EMLA / ELA-Max / Topicaine (or other topical anesthetic) at least 1 hour before treatment under saran wrap, if needed. WHAT TO EXPECT ♦ BBL/Laser-treated hairs will still be visible / present after your treatment. However, they are now injured or destroyed at the level of the hair follicle (“root”) and will soon fall out (usually, within the next 2-5 days up to 2 weeks). ♦ The treated area may redden and/or swell somewhat. A mild sunburn sensation may be noticed for up to several hours after treatment. This is caused by the BBL/laser energy, and represents inflammation, and not infection. It is normal and expected part of healing process.

    Lashes and Brows Care Instructions Eyelash Perming Care Instructions Eyelash perming is a great way to achieve the curl you’ve always dreamed of that eyelash curlers and even heated eyelash curl- ers won’t give you the same results. Eye lash perming is much like perming your hair, except in a smaller dosage and application to make it safe for your eyes. A patch test is required 48 hours prior to application to ensure solution sensitivity. Patch test can be applied on arm or back of neck and can be done during consultation. When perming eyelashes, a client who wears contacts should come in wearing glasses or bring a pair to wear after. Contacts cannot be worn during procedure and cannot be put back in until 24 hours after procedure. Client should not get eyelashes wet for 24 hours so that solution can fully develop. If they do get wet, perming process will not reach full effect and can lose most or all of curl. Client can take a shower or a bath but a dry wash- cloth should be put over eyes to avoid water from hitting eyelashes. Perm should last 1-2 months depending on how lash takes to perm. Example: straight downward positioned lashes may need to be repermed sooner that someone who already has a slight curve to their lash due to how the natural lash grows out. BEER, MD,* HILLARY JULIUS, PA,* MONICA DUNN, RN,* AND FRED WILSON,MS BACKGROUND The Food and Drug Administration has approved bimatoprost ophthalmic solution (0.03%) for the treatment of eyelash hypotrichosis. Previous reports of its efficacy in eyebrow hypotrichosis are anecdotal. OBJECTIVE To assess the efficacy and safety of bimatoprost 0.03% ophthalmic solution applied to the eyebrows in a randomized, double-blind, vehicle-controlled study. METHODS Subjects (n = 20) with mild to moderate eyebrow hypotrichosis enrolled in the study. One group (Bim) applied bimatoprost to each eyebrow daily for 9 months, and another applied vehicle nightly to each eyebrow for 5 months. Subjects in the latter group were re-randomized to apply bimatoprost (Veh-Bim Group) or vehicle (Veh Group) daily to each eyebrow for 4 months. The primary end point was investigator-assessed eyebrow appearance; secondary end points were subject-reported outcomes. RESULTS Investigator assessments showed significant improvements from baseline to 6 (p = .002) and 7 (p = .005) months for the eyebrows treated with bimatoprost. p-Values for the Veh-Bim and Veh groups were not significant at any time point. End-of-study subject satisfaction with eyebrow fullness or thickness and darkness or color was greater in the Bim group than in the Veh group. Adverse effects were not observed. CONCLUSION Bimatoprost 0.03% ophthalmic solution applied daily for 9 months improves the appearance of eyebrows noticeably more than vehicle, without side effects. This study was funded with a research grant by Allergan, Inc.
