Chanderi is a traditional handloom cluster located in district Ashok Nagar of Madhya Pradesh. At present Chanderi comprises of around 10000 artisans and since the last 500 years the cluster has been producing products like sarees, safa, dupatta, pagdis. Artisans mainly work on traditional pit looms. Lately some technological improvements have occurred in the various processes of production through various interventions. Due to small scale the backward linkages with raw material suppliers are not competitive and market linkages are restricted. Moreover, the firms are not able to enjoy economies of scale, upgrade technology, improve productivity and diversify markets & products for greater value realisation. Lack of quality and adequate support infrastructure is another critical bottleneck adversely affecting the industry. Therefore, the need of the hour is to organize them in specific locations supported by market linkages and good quality infrastructure in the form of a cluster park with common facilities for production, product design and development, processing and marketing. With the objective of addressing these constraints, a project for development of Chanderi Handloom cluster was sanctioned by Department of Industrial Policy & Promotion (DIPP), Government of India under Industrial Infrastructure Up gradation Scheme (IIUS) in March 2008. An SPV, in the name of Chanderi Development Society for Handloom Weavers, set-up to implement the project. The execution of components related to water supply and internal roads is envisaged to be through State Government agencies (PHED). The State Government has identified a 10 acre plot of land at Chanderi for common facilities. IL&FS suggested the possibility of developing an integrated handloom park by combining the components (other than water supply and roads). Such an integrated approach was felt to be useful in having a sustainable impact and thereby enhancing the competitiveness of the cluster. As per the guidelines IL&FS hired as Project Management Consultant (PMC) to develop a holistic development of the Chanderi handloom weaving cluster. The above approach would be strategized towards including the following as probable components of the Development Program –technology induction upgrading physical infrastructure –skill, design & market leveraging the tourism potential of the area -economic empowerment of the weavers Activities/developments/highlights/ in 2012-13 As per the requirement transfer or the land (10 acre) in the name of SPV i.e. Chanderi Development Society for Handloom Weaver was done on May 2011 for construction of Handloom Park. IL&FS Pvt. Ltd New Delhi (PMC) prepared the DPR and which was approved by SPV. In next step they prepared the estimate and drawings for the construction. State government suggested taking approval on the estimates from Government agency. State Government sent the proposal to Ministry of Urban Development and CPWD for technical sanction or wetting the estimate prepared by IL&FS. CPWD informed that they used to provide TS on those cases only which are prepared by them. On 30th May 2012 SPV took the decision to issue the work order to CPWD for construction of Handloom Park. CPWD’s team visited the site and had meetings with IL&FS expert’s team and handed over the design drawings and details of the estimates prepared by them. On the basis of that CPWD prepared and submitted the estimates of Rs.2490.58 lakhs. Where as in scheme funds are Rs.1574.24 lakhs. Request for scale downing the project was sent to DIPP, Ministry of commerce and Industry New Delhi. Ministry advised that if project is scale down in similar ratio grant will be reduced, so state government or SPV can arrange the deficit amount. Water Supply: Work order is given to Public Health Engineering Department for Augmentation water supply scheme Chanderi from Rajghat Dam at a distance of about 14 Km from Chanderi Town. Till now Rs. 688 Lakhs were spent. For construction of RCC intake well at Rajghat, Betwa RIver Board is doing the work. Followings are the main components of the project: RCC intake well, installation of raw water pumps & raw water pumping main in 1000 mts. Length. 85 % work is completed. Intake well Bridge & Pump house Laying and jointing balance work of pumping main from intake well to treatment plant and treatment plant to service Reservoir Design construction testing commissioning and trial of water treatment plant: 90% work completed, trial run to be done. Water Filtration Construction of RCC ground level service reservoir: Completed. GLR Internal Roads: To retain the cultural heritage of the Chanderi, It was decided that twelve different roads of weaver’s community will be constructed with cobble stone roads. Which is around 10Kms. will this will improve the basic amenity for weaver’s mohallas and will help to attract tourist to visit the cluster. Work order is given to MP Housing Board Guna. Selected areas for the stone cobbled roads (Rs.188.43 Lakhs) are as follows: Stone cobbled Roads 1.Bunker Colony : 800 mts. around 720 2.Harkund to HauzKhas : 1200 mts.- 720 is done 3. Madina- Malankho : 622 mts. 4.BunkerColony (Tele.Exh):720 mts. Repairing of stone paving roads: 7 Nos. (Rs.64.07 Lakhs) Repairing of 7 roads 1. Kanch Mandir -67 mts- 67 Mts. is done 631 2.Pakhan to Tapbadwai -: mts – 100 is done 3.Khirki-PK- 244 Mts. 5.Dholiya Gate -Bahar Sahar- 622 mts. – 195 mts is done. 6.Pakhan-Nzm- 631 mts 100 is done 7.Indira Park-KT-: 366 mts.- 366 mts done .
