In the Bandidos Motorcycle Club, the term “OUT IN BAD STANDINGS― is their version of being banished to motorcycle club member hell, for an ex-member that has been deemed “OUT IN BAD STANDINGS― is no longer allowed to associate with any member of the Bandidos nor attend any Bandido function.In this expose of his life as a member of the Bandidos Motorcycle Club, Edward “Connecticut Ed― Winterhalder allows the reader a rare look into how major decisions were made by Bandido leaders all over the world, how the Bandidos expanded into the worldwide dynasty they are today, and how the Bandido machine operates on a day-to-day basis. While a member of the largest 1%er motorcycle club in the world, Connecticut Ed was privy to much information about the inside workings of the club and what the future held for it. Regularly assigned projects by the club’s international leader, he was responsible for defusing the war between the Hells Angels and Rock Machine in Canada, establishing new Bandido and support club chapters worldwide, organizing the club into a well-oiled machine, and mediating internal power struggles between club members. As founder, President and Secretary of the Bandidos’ Oklahoma chapter, for the first time in history, Connecticut Ed is your personal guide as you learn what it takes to establish a new Bandidos chapter and keep it running for the first few years of its life. In his thirty years of riding and/or associating with various 1%er outlaw motorcycle clubs, he gives the reader a unique inside look into the world of today’s 1%er motorcycle clubs. In his last few years with the Bandidos, Connecticut Ed realized that the club’s ideology was changing due to the fact that methamphetamine use was now becoming an accepted part of everyday club life. After failing to alter the destructive course the club was on, he left the Bandidos Oklahoma chapter in September 2003 “OUT IN GOOD STANDINGS―. (U//FOUO) Intelligence in this assessment is based on data from 125 local, state, tribal, and federal law enforcement agencies through statewide intelligence meetings, adjudicated cases, and open source information. Specific gang data was collected from 71 law enforcement agencies through questionnaires disseminated at the statewide intelligence meetings and the 2017 Mississippi Association of Gang Investigators (MAGI) Conference. The intelligence meetings, sponsored by the MSAIC, occurred in the nine Mississippi Highway Patrol (MHP) districts. Law enforcement agencies provided current trends within their jurisdictions. This paper examines the role of war mentality in the biker subculture and how it has changed overtime. Specific exemplary and noteworthy events are discussed to illustrate critical ideas.     Klaus von Lampe and Arjan Blokland Outlaw Motorcycle Clubs and Organized Crime ABSTRACT Outlaw motorcycle clubs have spread across the globe. Their members have been associated with serious crime, and law enforcement often perceives them to be a form of organized crime. Outlaw bikers are disproportionately engaged in crime, but the role of the club itself in these crimes remains unclear. Three scenarios describe possible relations between clubs and the crimes of their members. In the “bad apple” scenario, members individually engage in crime; club membership may offer advantages in enabling and facilitating offending. In the “club within a club” scenario, members engage in crimes separate from the club, but because of the number of members involved, including high-ranking members, the club itself appears to be taking part. The club can be said to function as a criminal organization only when the formal organizational chain of command takes part in organization of the crime, lower level members regard senior members’ leadership in the crime as legitimate, and the crime is generally understood as “club business.” All three scenarios may play out simultaneously within one club with regard to different crimes. Fact and fiction interweave concerning the origins, evolution, and prac- tices of outlaw motorcycle clubs.
