By Adam Robert Green Prime Minister of the Palestinian Authority Salam Fayyad wants to build the insti- tutional foundations of a Palestinian state by 2011. Improved security in the West Bank, and Israel’s easing of some checkpoints, has boosted the effort by strengthening the West Bank’s economy. This Policy Brief asks whether this muted economic re- vival can be deepened and sustained in the absence of a peace agreement with Israel or a unified Palestinian leadership. For more than 60 years, the Middle East Institute has been dedicated to increasing Americans’ knowledge and understanding of the re- gion. MEI offers programs, media outreach, language courses, scholars, a library, and an academic journal to help achieve its goals. Economic Peace in the West Bank and the Fayyad Plan: Are They Working? There can be a democratic, de facto Palestinian state by 2011, according to Salam Fayyad, the Prime Minister of the Palestinian Authority (PA). The goal was outlined in an eloquent two-year plan entitled “Ending the Occupation, Establishing the State,”1 published in August 2009, which called for the formation of the institutional founda- tions of statehood prior to, and independent of, an agreement with Israel. The so-called “August plan” is breathlessly ambitious. It envisions the building of a Palestine International Airport in the Jordan Valley, the reconstruction of Gaza Port, and a passage connecting Hamas’ battered province with the West Bank. -

From Defeating Denormalization In the last few years, Palestinians who have met face-to-face with Israelis and Palestinian scholars cooperating in joint academic and educational projects have encountered threats, intimidation, and outright violence at the hands of BDS and denormalization activists. My personal experience with Palestinian efforts to denormalize relations with Israelis demonstrates how this movement is ideologically bankrupted, bellicose, antagonistic, and even anti-Semitic in nature. Certain estimates indicate that as much as 25 percent of the area’s wealth is concentrated in the hands of the top one percent.1 Key stakeholders that manage significant oil reserves such as Saudi Arabia have managed to amass vast amounts of wealth while others, who do not have access to oil reserves, have not amassed any comparable levels. The results of such severe inequality are obvious. In the Palestinian Territories, one of the poorest areas in the Middle East, per-capita Gross Domestic Product (GDP) is only 2,000 USD.2 In Yemen, the crushing poverty caused by years of political corruption, high unemployment, and poor economic management helped fuel the protests and insurgencies that culminated in the Member States civil war. This conflict has resulted in the largest cholera outbreak in human history with more than 1.1 million suspected cases, 70 percent of its population facing food shortages, and millions facing famine conditions.3 The rise of ISIL in 2014-2015 is, according to some sources, at least partially attributable to this economic inequality.4 Inequality represents only part of the equation that poses a threat to the region’s stability. Member States with large proven oil reserves face an additional challenge in the form of the Resource Curse: their dependence on a single, nonrenewable resource for nearly all their economic output.
