CHAPTER ONE: BACKGROUND 1.1. INTRODUCTION Win Mart Investment (Pty) Ltd, herein referred to as the proponent, intends to construct a fuel retail facility (service station) and shopping complex in Otjomuise Extension 5, Windhoek. The proponent identified the need for improved fuel supply services in the area of Otjomuise, as vehicle owners need to travel to neighbouring suburbs such as Khomasdal, Katutura and Hochland Park for fueling of vehicles. Furthermore, the need for a shopping complex has been identified due to the increased urbanisation which has led to the increase in people within various suburbs in Windhoek as well as increased number of informal settlements being established on the outskirts of town. In particular to the west of Otjomuise where more and more people are settling in the area. This increased number of residents contributes to the need for grocery stores, retail stores etc. which are in close proximity to the residents of this area. In this respect the proponent has appointed Junior Baiano Industrial Consultants cc to undertake an Environmental Scoping Assessment (ESA), formulate an Environmental Management Plan (EMP) and apply for an Environmental Clearance Certificate (ECC) to the Ministry of Environment and Tourism (MET): Directorate of Environmental Affairs (DEA) for the intended development. This document forms part of the application to be made to the DEA’s office for an ECC for the proposed fuel retail facility (service station) and shopping complex establishments, according the guidelines and statutes of the Environmental Management Act No.7 of 2007 and the Environmental Impacts Regulations (GN 30 in GG 4878 of 6 February 2012). PROJECT LOCATION The project site is located on Erf 2339 in Otjomuise Extension 5 along Dusseldorf Street of Otjomuise, Windhoek, Khomas Region-Namibia. The erf measures approximately 13 290 m2 in extent. PROJECT DESCRIPTION 1.3.1. DEVELOPMENT PROPOSAL & LAYOUT It is the intention of the proponent to construct and operate a service station and shopping complex on Erf 2339, Otjomuise Extension 5. 1.3.2. SERVICE STATION The service station would be a 6-pump canopy supported by 3 tanks each of 46 000 liters. Two tanks will be storing diesel and one tank will store fuel. There would also be a convenience store. The proposed facilities and services on site entail the following: Paved parking for vehicles, Fuel storage tanks and dispensation bay for refueling purposes, Convenience Store, Offices for administrative and control center personnel, and Ablution facilities. 1.3.3. SHOPPING COMPLEX The shopping complex is proposed to offer opportunities for a grocery store, food court as well as a pharmacy and doctors’ practice. 1.3.4. ACCESSIBILITY The site can be accessed through the existing internal street network of Otjomuise Extension 1.4. INFRASTRUCTURE AND SERVICES The proposed development will be connected to the existing municipal reticulation network of Windhoek. 1.5. NEED AND DESIRABILITY The proposed activity is a welcome development in the Otjomuise suburb, due to the lack of such a facility in the area. Furthermore, a shopping complex is needed as the suburb is growing at an exponential rate thus increasing pressure on the existing shopping centre in Otjomuise. The proposed site is desirable to be developed as proposed due to its location which is ideal for the proposed service station and shopping complex. Though it receives an average of 360mm of rainfall each year, 83 percent of this water evaporates immediately after rainfall. This project focused on the community of Otjomuise, and how various erosion control measures can be implemented to reverse the effects of erosion and utilize rainwater for productive purposes. Working with community members we constructed several structures that served as replicable demonstrations for residents of Otjomuise and surrounding settlements.
