The Clinton administration killed it; shifting funding from research on “Star Wars”-like projects to missile defense systems like the Patriot. Instead of building a shield that would protect all of America, the United States would henceforth try to construct only limited defenses that could protect troops deployed in a future battleground. Yet ten years later, the George W. Bush administration has broken ground on new testing sites for a planned national missile defense, and billions of dollars annually are flowing into research and construction of a nationwide missile shield. The Bush administration could claim, were it so inclined, that it was merely following its predecessors; the basic parts of the Bush system are the same as those President Clinton proposed to use in his national missile defense. Why did U.S. policy toward missile defenses shift so dramatically? How did National Missile Defense survive its apparent death in 1993? These questions are important. National missile defense, in all of its guises and architectures, is among the most complex technical challenges humans have ever attempted to solve. Setting aside the nature of the weapon (which is clearly an assault rifle whose only purpose beyond target shooting is to kill people), the image is startling because of the political content. As a “single-purpose citizen’s organization” the NAGR proclaims itself dedicated to preserving the Constitutionally protected right to bear arms. The NAGR espouses an “aggressive” program to mobilize public opposition to anti-gun legislation. Most telling, the NAGR is offering in sweepstakes style an assault weapon to a lucky subscriber to the Townhall Spotlight. There is a populist anti-government wave that has been rising for over forty years in American politics, and nowhere is this more obvious than at the virtual Townhall. Populism in the 21st century of American politics has many faces. There are versions of both the Right and the Left of the political spectrum. All the same, it is from the Right, and the several competing forms among conservatives and libertarians that we find the most powerful voices of anti- government ideas.

Introduction At the Madrid Summit, held in July 1997, the then sixteen members of the North Atlantic Treaty Organisation (NATO)1 invited Poland, Hungary, and the Czech Republic to begin accession talks with NATO, therewith offering them the prospect of becoming full members of the Alliance in 1999. The United States played a very important role in the period leading up to the decision to enlarge NATO. Since the end of 1993, NATO enlargement had become one of the key components of the Clinton Administration’s foreign policy. The US also played a leading role in the period after ‘Madrid’ in which NATO member countries were to ratify the Protocols of Accession. Most NATO members did not commence their respective ratification processes until the US did2, as it was generally thought to be wise to wait and see how the debate on NATO enlargement in the country that so far had been the driving force behind NATO enlargement would develop.3 For this reason, the US debate on NATO enlargement that took place in Congress, and more specifically in the Senate in the period after the Madrid Summit is a very important matter to analyse in depth.

To make us all proud again of the way free people govern themselves.****On the first day of the 104th Congress the new Republican majority will immediately pass the following major reforms aimed at restoring the faith and trust of the American people in their government.... --“The Contract With America” (September 27, 1994) Introduction If a revolution is, by definition, “a sudden, radical or complete change,” or the “complete overthrow of the established government and the substitution of another by the governed,” then the electoral upheaval against the U.S. Congress in 1994 certainly qualifies as a political revolution. The American voters effectively overthrew the long-established Democratic Party regime in Congress and installed in its place a controlling Republican majority in both houses for the first time in 40 years. The victorious Republicans picked-up 52 seats in the House, in part by defeating 34 incumbent Democrats (House Speaker Tom Foley and two committee chairmen included), while sparing every sitting Republican. The newly empowered Republicans even had their own revolutionary manifesto called “The Contract with America” in which they promised to change the direction of the country and the way things are done in Washington.
