2. Tribute On behalf of Parliament, the President paid tribute to the memory of Phillip Whitehead MEP, who had died on 31.12.2005. Parliament observed a minute's silence. Under Rule 4(1) and (7) Parliament established the vacancy with effect from 01.01.2006 and notified the Member State concerned thereof.

10. Signature of acts adopted under codecision

In addition, the Council had informed Parliament that it approved:

— the position adopted by Parliament at first reading on 6 July 2005 with a view to the adoption of a regulation of the European Parliament and of the Council concerning the establishment of a European Pollutant Release and Transfer Register and amending Council Directives 91/689/EEC and 96/61/EC (3648/5/2005 — C6-0011/2006 — 2004/0231(COD)).

In light of the modifications that had been made by Council to the text forwarded to Parliament, the Presi- dent had consulted the ENVI Committee, as the committee responsible for that matter, in accordance with Rule 66(2). Since the ENVI Committee was of the view that the modifications did not affect the substance of the text, the President announced that he would also sign that act on Wednesday.

11. Setting-up of a committee of inquiry and a temporary committee

Following a request by 213 Members and under Rule 176, the Conference of Presidents had decided to propose setting up a committee of inquiry into the collapse of the Equitable Life Assurance Society (B6-0050/2006).

The Conference of Presidents had also decided, under Rule 175, to propose setting up a temporary committee on the alleged use of European countries by the CIA for the transportation and illegal detention of prisoners (B6-0051/2006).

Deadline for tabling amendments to the two proposals for decision: Tuesday 17.01.2006, 10.00.

Vote: Wednesday 18.01.2006, 12.00.

Deadline for tabling proposals on membership of the committees: Thursday 19.01.2006, 08.00

The Conference of Presidents would take a decision on the membership of the committees at 10.00 on Thursday and would announce its decision at once.
