After this august House passed the budget, the Assam Appropriation (No.IV) Act, 2016 was published in the Gazette on 24th of August 2016. It means that exactly after 5 months 13 days after notification of the last budget, I, now rise to present the Annual Financial Statement containing Receipts and Expenditure for the whole year of 2017-18. 1. Sir, I mentioned in my last budget speech that this duty of presentation of budget was solemnly carried out on the basis of three vital teachings from the Upanishads: Reality, Knowledge and Selflessness. Our dynamic and progressive leader, Shri Sarbananda Sonowal, Hon’ble Chief Minister of Assam, too believes in these principles, in letter and spirit. Before I begin my speech, I would like to reiterate that the endeavour of our Government is to serve the 3.25 crore people of Assam.
