The Program was initiated in 1948 by the Secretary of the Treas.ury, the. Director of the Bureau of the Budget, and the Comptroller,Ceneral, and was given statutory authorization inthe Bud ‘et and Accounting Procedures Act of 1950. The Joint Program is’guided by.?, Steering Committee consisting of ke policy officials from each of the CentraLagencies.
