The property takes full advantage of its fabulous setting and the excellent nearby road and rail links. Junction 5 of the M11 lies about 1.5 miles to the south-east, providing access to London City Airport (14 miles), Canary Wharf (16 miles) and the City of London (16 miles). Junction 26 of the M25 lies 3.3 miles to the north-west giving access to all areas of the Home Counties and the major motorway network, with the M11 serving London Stansted Airport 25 miles to the north. For those who prefer to commute by the London Underground network, a Central Line station can be found in the village. There are many well-regarded schools in the area including Coopersale Hall and Oaklands at preparatory level and Chigwell School and Bancroft’s at secondary level. A little further afield boarding is available at Brentwood School, Felsted and Bishop’s Stortford College The original Debden Hall dated back to 1715 and consisted of a very large manor house and an extensive range of outbuildings. Henry Holland designed substantial alterations to this Hall and it is believed that Lancelot ‘Capability’ Brown designed the gardens and grounds. The second phase of Debden Hall was the demolition of the main building following a fire in 1929 and a new hall erected in 1936. This hall was not as grand as the original, but was still a very substantial building. The third phase was the demolition of Debden Hall following a major fire in 1936. 10 houses were later erected in the early 1960’s which now forms Ripley Grange under application 383/61. Phase four consists of the re-creation of a new Debden Hall and betterment schemes for the surrounding area. This will leave a legacy for Debden and the surrounding area for future generations. The site is a substantial irregular shaped piece of land with a wide frontage along England’s Lane. The area shown within the yellow boundary extends to about 3.4 acres and has been given to Epping Forest Countrycare for it to be made public land. The remainder measures approximately 7 acres. The main gates to Debden Hall were Grade II listed on the 29th May 1984. The Official listing states “Gateway, C19, formerly to Debden Hall (demolished). The gates and piers are in a poor state of repair. Within the land are a number of historic and interesting features. These include: • Waterfall. This has eroded over time and sections are still in location. • Kitchen Garden. This is now fully overgrown by mature trees. Such trees play an important part of the landscape for the new Debden Hall. • Tree Lined Historic Driveway. Such an iconic driveway, the trees need to be managed by retaining the most significant and healthy, whilst removing those which are causing damage to others. The new hall will appear grand in stature and set within the grounds of Debden Hall will leave a legacy for years to come. It is highly likely, the gardens to Debden Hall were designed by Lancelot ‘Capability’ Brown. It is proposed to use about an acre of the grounds for domestic amenity space. This area is shown on the submitted drawings to the rear of the proposed new Hall. The proposed domestic garden area is in proportion with the Hall and retains the natural aesthetics of the very large remainder of the grounds which is to be left forested. Significant woodland encompasses the grounds and this is to be maintained. They agreed that some young people were taking drugs and that drugs were easily accessible locally, online and in schools. There was concern about the misuse of nitrous 1 oxide (NO2) and the effect it had on the community and environment. Nitrous oxide gas canisters are easily purchased online and although illegal for under 18s to purchase, no proof of age checks are required for online shopping. The drugs project included a pupil survey, drug awareness poster campaign and a clean-up day. 1 3 Nitrous oxide is also referred to as NO2, balloons, laughing gas and as a ‘legal high’. 3 Background To set the scene, the threat posed by the misuse of psychoactive substances2 has forced the government to launch a ban on these substances under the Psychoactive Substances Act 2016.

Natural England, the Government’s advisor for the natural environment in England identified the need for a strategic approach or RAMS, to understand the likely increased recreational impacts on coastal Sites of Scientific Interest and to identify effective avoidance and mitigation measures. Consequently the 11 Essex Local Planning Authorities (LPAs) who lie wholly or partly within Impact Risk Zones of coastal Sites of Scientific Interest (SSSI), have worked with Natural England in preparing the Essex RAMS Strategy. During this process it was found that the Zone of Influence (ZoI) for the Blackwater Estuary Special Protection Area (SPA) and Ramsar site includes a small part of Uttlesford District in Felsted parish. Uttlesford has therefore joined the other local authorities as a partner for the delivery phase of the Essex Coast RAMS. 2. The purpose of this report is to approve the RAMS Strategy Document (Technical Report and Mitigation Report) (Enc. 1) and to approve the Essex Coast Recreational Disturbance Avoidance & Mitigation Strategy (Essex RAMS) draft Supplementary Planning Document (SPD) (Enc.2) for consultation. 3. Essex County Council Place Services were commissioned to prepare the RAMS and SPD on behalf of the partners. RAMS have been successfully implemented throughout other areas of the country for example, in the Solent, Thames Basin Heaths and North Kent. 4. The RAMS aims to avoid and mitigate bird and habitat disturbance from recreational activities through a series of management measures which encourage visitors to enjoy their visits responsibly.
