Journal of Military and Strategic VOLUME 14, ISSUE 1, FALL 2011 Studies A Stepping Stone to Success: Operation Battleaxe (June 1941) and the Development of the British Tactical Air Doctrine Mike Bechthold On 16 February 1943 a meeting was held in Tripoli attended by senior American and British officers to discuss the various lessons learned during the Libyan campaign. The focus of the meeting was a presentation by General Bernard Montgomery. This "gospel according to Montgomery," as it was referred to by Air Chief Marshal Arthur Tedder, set out very clearly Monty's beliefs on how air power should be used to support the army.1 Among the tenets Montgomery articulated was his conviction of the importance of air power: "Any officer who aspires to hold high command in war must understand clearly certain principles regarding the use of air power." Montgomery also believed that flexibility was the greatest asset of air power. This allowed it to be applied as a "battle-winning factor of the first importance." As well, he fully endorsed the air force view of centralized control: "Nothing could be more fatal to successful results than to dissipate the air resource into small packets placed under the control of army formation commanders, with each packet working on its own plan. The soldier must not expect, or wish, to exercise direct command over air striking forces." His books include The RAF and Trade Defence 1919-1945 (1995), Air Power in the Age of Total War (1999) and Monty’s Men: The British Army 1944-5 (2013). His history of the RAF (co-authored with Paul Beaver) will be published by Oxford University Press in 2018. Abstract: From 1939 to 1945 RAF Coastal Command played a crucial role in maintaining Britain’s maritime communications, thus securing the United Kingdom’s ability to wage war against the Axis powers in Europe. Its primary role was in confronting the German U-boat menace, particularly in the 1940-41 period when Britain came closest to losing the Battle of the Atlantic and with it the war. The importance of air power in the war against the U-boat was amply demonstrated when the closing of the Mid-Atlantic Air Gap in 1943 by Coastal Command aircraft effectively brought victory in the Atlantic campaign. Coastal Command also played a vital role in combating the German surface navy and, in the later stages of the war, in attacking Germany’s maritime links with Scandinavia. The British Defence of Egypt 1935–1940 This book offers a comprehensive and challenging analysis of the British defence of Egypt, primarily against fascist Italy, in the critical lead-up period to the Second World War. The security of Egypt, a constant of British imperial strategy, is a curiously neglected dimension of the still burning appeasement debate. Yet it was a factor which demanded constant consider- ation by British policy-makers and figured in the crises of the period over Abyssinia, Czechoslovakia, Albania and Poland. By giving equal weight to the perspectives and assessments of the men on the spot, Steven Morewood adds to the originality of his interpretation by suggesting the old view should be reinstated: that Mussolini should and could have been stopped in his empire-building at the Abyssinian hurdle. Thereafter, as Nazi Germany tore the Versailles peace settlement to shreds, the drift to war accelerated as British resolve and credibility were brought into question. The fascist dictators in Rome and Berlin held no respect for weakness and Mussolini became the conduit through which Hitler could apply pressure to a sensitive British interest through reinforcing Libya at critical moments. A History of Bentley Priory Open Space
Some Notes on the History of Bentley Priory Open Space When the Bentley Priory estate was broken up in 1926, Middlesex County Council bought 90 acres of the site for use as public open space. The land was subsequently transferred to the GLC and then, in 1968, it came into the ownership of the London Borough of Harrow. The Harrow Natural History Society (HNHS) was formed in 1970 and the following year its members began to survey the area and record the flora and fauna. In 1973 they designed a nature trail to guide visitors around the site, at that time known as Bentley Priory Common or Park, which did not include Summerhouse Lake. The first journal of the HNHS, produced in 1973, contained a map and description of the nature trail. There was also an account of the flora of the common and the first of two articles by Alan Tinsey, describing the results of his survey of Boot Pond. Alan’s second article, and an updated description of the nature trail, appeared in the 1974 journal. A list of the birds that had been recorded in Harrow included observations made on Bentley Priory Common and on Summerhouse Lake. By 1973 plans were afoot to have the area around Summerhouse Lake declared a Nature Reserve. These finally came to fruition in 1975 and an article in the HNHS society journal of 1976 describes how this happened. Here are some extracts from this article. There had been much controversy concerning the fate of the lake. The lake was just a lake as far as the maps were concerned and it did not possess an official name. -

TRENCHARD’S DOCTRINE Trenchard’s Doctrine: Organisational Culture, the ‘Air Force spirit’ and the Foundation of the Royal Air Force in the Interwar Years ROSS MAHONEY Independent Scholar Email: [email protected] ABSTRACT While the Royal Air Force was born in war, it was created in peace. In his 1919 memorandum on the Permanent Organization of the Royal Air Force, Air Marshal Sir Hugh Trenchard outlined his vision for the development of the Service. In this strategy, Trenchard developed the idea of generating an ‘Air Force spirit’ that provided the basis of the RAF’s development in the years after the First World War. The basis for this process was the creation of specific institutions and structures that helped generate a culture that allowed the RAF to establish itself as it dealt with challenges from its sister services. This article explores the character of that culture and ethos and in analysing the early years of the RAF through a cultural lens, suggests that Trenchard’s so-called ‘doctrine’ was focussed more on organisational developments rather than air power thinking as has often been suggested. In 1917, during the First World War and in direct response to the challenge of the aerial bombing of Great Britain, the British government decided to create an independent air service to manage the requirements of aerial warfare. With the formation of the Royal Air Force (RAF) on 1 April 1918, the Service’s senior leaders had to deal with the challenge of developing a new culture for the organisation that was consistent with the aims of the Air Force and delivered a sense of identity to its personnel. -

It consists of a narrative report, a Borough map with our proposed ward boundaries and a spreadsheet which includes the electorate forecast figures for each proposed ward. This submission was approved at a meeting of the Council’s Licensing and General Purposes Committee held on 4 October 2018; the Committee has delegated authority to determine matters related to electoral arrangements in the Borough. As required by the procedures established by the Commission, the submission is based on the Council size of 55 councillors, the figure the Commission agreed it was “minded to” recommend. However, at the meeting, certain Members expressed their concerns at the proposed reduction in the number of councillors and, in particular, its implications for the democratic representation of local residents in the future. The Committee resolved to request the Commission to reconsider its view on the appropriate Council size and agree to retain the current number of 63 councillors for Harrow Borough. Air Power Review Air Power and the British Anti-Shipping Campaign in the Mediterranean, 1940-1944 By Dr Richard Hammond During the Second World War, the British conducted a sustained campaign of interdiction against Axis supply shipping in the Mediterranean Sea. Air power became a crucial component of this campaign, but was initially highly unsuccessful, delivering few results at a heavy cost. However, a combination of factors, including technical and tactical development, a greater allocation of resources and a higher level of priority being accorded to the campaign, led to vast improvements. By the end of the campaign, the British were conducting highly effective anti-shipping operations, and air power was vital to this in both intelligence gathering and strike roles. 50 British Anti-Shipping Campaign in the Mediterranean Introduction hen Italy declared war on the Allies on 10 June 1940, it placed a heavy burden on Wtheir shipping to supply men and materiel (such as fuel, vehicles, ammunition and food) for their war in North Africa. The Italians and, later, Germans actually required a far greater network of maritime supply in the theatre than just this, however. Positions in Albania and later Greece were supplied through the Adriatic Sea, while territories in the Dodecanese islands required supply in the Aegean. The Aegean was also the route through which tanker traffic brought oil to Italy from the Ploesti fields in Romania.1 Other island territories such as Sardinia, Corsica and Lampedusa were also sustained by maritime supply. Finally, coastal shipping plied routes along the various coasts of North Africa, Italy, France and the Balkans. -

ABSTRACT This thesis examines the development of RAF high command of the Metropolitan Air Force (MAF) during the Second World War. It sheds new light on the re-organisations of the Air Ministry in 1934, the RAF Command structure in 1936, and the tri-service debate in 1937 concerning the RAF proposal to establish a Supreme Air Commander (SAC). It reveals that while frontline expansion created an impetus for re-organisation, it was operational readiness that was the dominant factor in the re-structuring of the RAF. It examines the transition in RAF frontline organization from the mono-functional command system of 1936 to the multi- functional organisation that emerged after 1943 by looking at command structure and practice, personalities, and operational thinking.
