MEDIA RELEASE July 28, 2020 Public Accounts Committee releases report on its 2019/20 activities VICTORIA – The all-party Select Standing Committee on Public Accounts today released a report on its 2019/20 activities. Government policy is not examined by the committee. Instead, the committee reviews the administration of government programs and due regard for the use of public funds by examining audit reports of the Office of the Auditor General (OAG). The committee reports to the Legislative Assembly on its review of OAG audit reports about the effectiveness and efficiency of government administration and spending. “The committee had a busy agenda in 2019/20 reviewing 16 OAG reports covering the effectiveness of government’s financial statements as well as important programs like emergency health, safe drinking water, and children and youth in care,” stated committee chair, Shirley Bond. “I am grateful for the support provided to the committee by the Office of the Auditor General, the Comptroller General and the many senior public servants who appeared before the committee.” “I very much appreciate the hard work and collaborative approach of committee members as we ensure value for money through the delivery of good quality government services across our province,” added deputy chair, Mitzi Dean. Public consultation and stakeholder engagement plan Maplewood Marine Restoration Project Public consultation and stakeholder engagement plan Introduction This public consultation and stakeholder engagement plan guides the Vancouver Fraser Port Authority’s Habitat Enhancement Program as it undertakes public consultation and stakeholder engagement activities for the proposed Maplewood Marine Restoration Project. This plan is aligned with Project and Environmental Review (PER) ‘Category C’ projects as outlined in Section 5: Consultation Requirements of the Application Submission Requirements document, dated November 3, 2017. This project is required for fisheries habitat offsetting purposes for the proposed Centerm Expansion Project and will be delivered by the port authority’s Habitat Enhancement Program, an initiative focused on creating, restoring and enhancing fish and wildlife habitat. The program consists of projects around the Lower Mainland, through which the port authority ensures the viability and sustainability of new and enhanced habitat. Project background The project is located on the north shore of Burrard Inlet, approximately two kilometres east of the Ironworkers Memorial Bridge. It lies within a large marine tidal area owned by the Vancouver Fraser Port Authority, immediately south of a Wildlife Conservation Area. The upland Maplewood conservation area is also owned by the port authority but is managed and administered by Environment Canada and operated by the Wild Bird Trust of B.C. The project site is located within a deep waterlot basin (up to nine metres deep) that was dredged in the 1940’s to support a gravel extraction business and later used as a log storage facility. This proposed project is anticipated to enhance approximately seven hectares of low-value, deep marine habitat into higher-value marine habitat for fish, birds and other wildlife.

The Minister suggested we follow up with yourself in regards to inclusion of Bowen Island in future transit planning for the North Shore. Background Bowen Island is the only island municipality in the province. It is part of the Islands Trust and a member municipality of Metro Vancouver Regional District. It is in Howe Sound and a 20-minute sail via BC Ferries from Horseshoe Bay; our transportation gateway to the wider Metro Vancouver region. Our island location can result in unique challenges especially when it comes to transit planning and coordination with off island transportation. Key facts about Bowen Island: • According to the 2016 Census, our year-round population is 3,680, an 8.2% growth since the 2011 Census. In the summer, our population increases to over 5,000. In the prior five-year period, population growth was only 1.2%. • 60% of our commuting workforce travels off island and face some of the longest and most expensive commutes in Metro Vancouver. 40% of these commutes are 60 min and over. • 21% of our commuter’s main mode of travel is public transit (Vancouver CMA is 20%).

Our 25-year history at the West Vancouver Seniors’ Centre has paid off in that Keep Well is now the only outside program allowed at the Centre, which needs all its other space for in-house programs. Because of space limitations we are not able to have speakers or monthly parties, so the parties in December and June are very important events that are particularly well attended. Our set-up is quite different from most other Keep Well sites in that the parts of our program take place in two sep- arate rooms. The room for exercise is some distance away from the room used for Hands-On, which results in having not as many of our participants take part in both sections of the program.

I am a mom of three, and my children have been a driving force in my advocacy to improve life in my community. I first entered politics because I wanted to make a difference for my family and other families on the North Shore, and that is why I still care so much about creating opportunity for the future in North Vancouver. The availability of rapid COVID testing is a critical issue for local business as they work to ensure a safe work environment for their staff and customers. Residents are appreciative of the work done by the Province to assist individuals, municipalities, and businesses. As you know, in a letter dated March 23, 2020 to Hon. Premier John Horgan and yourself, a number of Metro Vancouver Mayors including myself asked the Province to expand the Provincial Property Tax Deferment Program to include all property owners. We have yet to receive a formal reply regarding this request. On Monday April 27, 2020 at the City’s Council meeting, Council members shared their concerns regarding the accessibility of the Provincial Property Tax Deferment Program and the current eligibility stipulations. Council and staff have received numerous communications from residents who are facing new financial challenges as a result of the ongoing pandemic, and who are not currently eligible to access the Provincial Property Tax Deferment Program. As a result, Council passed the following resolution unanimously: THEREFORE BE IT RESOLVED THAT the Mayor, on behalf of Council, write to the Provincial government requesting that a Financial Hardship Program be added to the Provincial Property Tax Deferment Program for a limited time, similar to what was introduced in 2009; AND BE IT FURTHER RESOLVED THAT a copy of this resolution be forwarded to all BC local governments, UBCM, LMLGA and North Shore MLAs and MPs.

We applaud the Committee’s Recommendation 20 regarding making culturally appropriate services for Aboriginal children, youth, and young adults a priority for child and youth mental health services. We note with concern that the Report makes no mention of the special needs of immigrant, refugee, ethnocultural and racialized children, and youth. Given the racially and culturally diverse nature of our province, we wish to ensure that this oversight by the Committee is addressed. A 2009 seminal study on this topic undertaken by the Mental Health Commission of Canada entitled Improving Mental Health Services for Immigrant, Refugee, Ethnocultural and Racialized Groups, noted that while healthy child development depends on time, money, and community resources, over one- third of immigrant children live in poverty. As a result, immigrant children are exposed to a host of social and environmental risk factors that can affect their mental health.
