ECI/PN/17/2011 dated 1nd March, 2011 the Model Code of Conduct comes into effect instantly in our district and it will be in operation till the election process is over. Our appeal to all concerned that “There shall be no appeal to caste or communal feelings for securing votes. Mosques, Churches, Temples or other places of worship shall not be used as forum for election propaganda” You are requested not to print or publish, or cause to be printed or publish, any election pamphlet or poster which does not bear on its face the names and addresses of the printer and the publisher thereof. MCC Squads at various Block and and RO level are in place with 1(one) Civil Official 1(one) Police Official 1(one) Video Grapher to track all cases of MCC Violation and they are asked to initiate cases thereof as per the ECI Circular no. 3/7/2008/JS-2 dated 07.10.2008 and in consonance with the section 121(4) of the West Bengal Municipal Act, and as per Section 23A of the West Bengal Panchayat (3rd Amendment Act’ 2006) whichever applicable. NOMINATION: We have already discussed the issues regarding nomination with you. Once the FORM I is published by the RO you will know the venue of nomination. For your general information NOMINATION of candidates will be taken in the sub divisional HQs/ District HQ . Format of affidavit in annexure- I was recently revised by the Commission. EPIC COVERAGE: Total Non-Image as on finally published roll 5/1/2011 : 5.99% Non-Image as on 28/2/2011 (after EPIC Campaign) : 2.1% Highest Non-Image : 280 Asansol Dakshin Lowest Non-Image : 259 Khandaghosh(SC) Another Efforts will be taken to cover the residual 2.1% electors . All residual electors without photograph in the rolls are advised to contact their nearest Designated Photography Location (DPL) or Submit Form 001c for inclusion of Photographs in the roll against their names ELECTORAL ROLL & CONTINOUS UPDATION: All the EROs( ERO & RO coterminous) are instructed to dispose off all the applications received up to 28th February 2011 by 15th March as they will be busy afterwards for other statutory works related to conduct of election EVM: We have already completed FLC and first level randomization for 7760 nos. of new generation EVM which will be used for the ensuing Assembly Election’ 2011. Randomized EVMs are kept in the strong rooms as below: For ACs of Kalna ,Sadar(South),Sadar(North)- in the strong room located at DM Bunglow For ACs of Durgapur,Asansol and katwa Subdivision- at the respective SDO office 2 POLLING PERSONNEL: Total requirement of poling personnel for our district is 29439 numbers including the reserve The process of formation of polling parties and assignment of booths will be done through process of randomization utilizing a common software programme approved by the Commission. The Training of Polling Personnel are being organized in 2(two) phases. The 1st one is on hands- on-training of EVM which will be organized in small batches and General Training Central Government Employees of A and B Category will be appointed as Micro Observer and also there will be Assistant Expenditure Observer for all ACs. POLLING STATION & PREMISE WISE BOOTH Total no of polling stations : 6133 Total no of polling premises : 3571 Total no of one booth polling premises : 1806 Total no of two booth polling premises : 1262 Total no of 3 booth polling premises : 296 Total no of 4 booth polling premises : 147 Total no of 5 booth polling premises : 40 Total no of 6 booth polling premises : 14 Total no of 7 booth polling premises : 5 Total no of 8 booth polling premises : 1 EXPENDITURE MONITORING: 1. Ceiling of Expenditure for each candidate has been raised to 16 lakhs from earlier 10 lakhs per candidate 2. All the candidates are requested to open separate bank a/c either in his/her name or jointly with the Election agent. 3. There will be several teams in place at each RO/Subdivision level like Video surveillance team, Video Viewing team, Static surveillance team, Account monitoring team etc. 4. Control room at District level 5. Introduction of shadow expenditure register for each candidate. 6. Assistant Expenditure observer per AC 7. Public are general requested not to carry huge cash without proper document/justification Rates for item already circulated to all political parties for their opinion and till date no observation received, so it is presumed that the rates are acceptable and we are circulating the rates shortly to all concerned. VOTER SLIPS: All the Electors will be provided with Voter Slips by the staff of Election Commission TRAINING: We have already organised training at DEO level to the representative of political parties on MCC, Nomination & Expenditure monitoring. Ajay is one of the most important non-perennial rivers that involves with migration of bank especially Lower part which is very close Katwa Town. At present context, River Ajoy has drastically eroded the sideward portion and through this process river width of Ajoy is gradually increased day by day. Due to the study of River migration, the morphometrical patterns are also identified. For this study, 1927 PS Map, 1968 Topographical Sheet, 1990 Landsat TM, and 2016 Resourcesat LISS-III satellite images are used. All maps are deeply analyzed and calculated to find out the river width and the river bank erosion. Geospatial data is analyzed with the help of ArcGIS Software. By this analysis, we have found the nature of erosion which is mainly highlighted on the confluence point of the river and human activates are also affected due to the changing behavior of this river.     WEST BENGAL EXIT POLL - 2021 Dr. Sajjan Kumar @sajjanjnu 29th April, 2021 PORIBARTHAN HOBE… Peoples Pulse, a Hyderabad based research organisation in association with a leading Hindi News TV Channel ‘INDIA TV’ conducted West Bengal Assembly Elections Exit Poll 2021 in all the 294 Assembly Segments. As per the Exit Poll conducted Peoples Pulse – INDIA TV, BJP will win with comfortable margin in West Bengal. BJP will win 172 – 191, TMC 64 - 88, Left Front+ 7 - 12. Having conducted the pre-poll study in all the 294 Assembly Constituencies in Bengal, where after two reports, underlying the methodology of the study, ground scenario, the shifting political dynamics as well as the expected seat prediction for various parties were mentioned in detail, Peoples Pulse and India TV, undertook a second round of study of the state to come up with Exit Poll predictions. It would be desirable to study this report along with the previous two studies which are available on the website of People’s Pulse. For the sake of coherence, it was decided that rather than doing a sub-region wise study as has been the case in the previously, a phase wise mapping of the political mood at the assembly constituency level would be more useful. The overall finding are not much different from the previous ones, though there are certain shifts which unambiguously reveal a popular mood for change. Therefore, at the outset, it is pertinent to mention the shifts which we observed in the respondents’ articulations as compared to my previous visit. 2 Regime Change as a Positive Phenomenon along with Anti-Incumbency Based on the two round of our field study, it can be confidently inferred that there is a popular mood for change.

The study has been conducted in the Katwa subdivision under the district of Burdwan, West Bengal, where both surface and groundwater are available for irrigation. Katwa subdivision is situated in the Ganga-Brahmaputra alluvial plain. Rice is the most dominant crop covered by 62%, and the remaining 38% by jute, potato, mustard, onion etc. Volume as well as cost of groundwater was maximum in the case of boro-rice and it was minimum in the case of jute. Cost of cultivation per hectare was maximum for onion and it was minimum for jute. The prices of agricultural commodities are usually determined by market factors of demand and supply. However, amount of profit per hectare was a maximum in the case of onion and was a minimum in the case of summer rice. Although, groundwater has played a key role in success of Green Revolution in India, excessive groundwater pumping can lead to the drying up of more shallow wells, requiring deeper tubewells, and increased pumping cost.
