Mamata Banerjee-led Trinamool Congress, up against a resurgent Bharatiya Janata Party (BJP), is looking to grab power for the third time in the eastern state. see more The BJP, which made impressive gains in the Lok Sabha elections in 2019, is as confident and has set an eye on over 200 seats in the 294 member assembly. The Trinamool Congress chief has claimed this year it will be a “soft election.” “This is a soft election, a smiley election. We will play, we will fight, we will win,” she told reporters as the TMC released its list of 291 candidates for the upcoming polls. Banerjee, who first became the Bengal chief minister in 2011 and was re-elected in 2016, has pitched herself as the 'daughter of the soil’ and has called the BJP an ‘outsider’ in her poll pitch several times. Her Trinamool Congress was re-elected with 211 seats in 2016, bettering its tally from 184 in 2011. In the last assembly elections in the state in 2016, the BJP won only three seats but got 18 of Bengal’s 42 parliamentary seats, increasing its tally by 16, in Lok the Sabha elections in 2019. The TMC’s share was down from 34 to 22. Experts have said all eyes will be on the Nandigram assembly constituency, which goes to polls on April 1, since the BJP may field Banerjee’s former protege Suvendhu Adhikari again. Adhikari, the former Trinamool heavyweight, joined the BJP in December last year after alleging corruption ‘extremely deep rot’ within the state's ruling party. TMC's veteran leader and state power minister Sovandeb Chatterjee would be contesting from Bhawanipore in south Kolkata, where Banerjee is the sitting legislator. The BJP took a jibe at the chief minister saying that Banerjee has sensed incumbency and hence left her traditional seat Bhawanipore. According to the poll schedule announced by the Election Commission of India (ECI), the state will vote on March 27, April 1, April 6, April 10, April 17, April 22 and April 26. The votes will be counted on May 2 and results will be announced the same day. Member-Secretary FEBRUARY, 2016 BIKASH BHAVAN, SALT LAKE, KOLKATA Preface The Fourth State Finance Commission of West Bengal was set up towards the end of April 2013. However, it was not until October that it got an office space and some minimal support staff to become functional. The five months lying between April and October was spent on informal discussions with academicians and government officials to gather some initial information and form preliminary ideas which helped the Commission in its later deliberations. The Commission had initially started with two members; subsequently the member secretary was appointed in June, 2013 and another member in July, 2014. Apart from commenting on the overall working of local governments in West Bengal and the condition of state finance, the Commission had to undertake three broad exercises. First, the total sum of money to be devolved to the rural and urban bodies that the Commission were to recommend had to be arrived at. Second, given the total recommended sum going to the rural bodies, the Commission had to determine the sharing rule of this sum across the three tiers of Panchayati Raj Institutions, namely the Zilla Parishad, the Panchayat Samiti and the Gram Panchayat. Third, the distribution of devolution within each tier and within the urban bodies had to be decided upon. The Commission’s recommended devolutions to the rural and urban bodies were founded on three basic considerations: (a) the actual amounts devolved in the past as a percentage of the state’s own tax revenue, especially the pattern of devolution made in the recent past; (b) the magnitude and pattern of devolution by the Fourteenth Finance Commission to the local bodies of the state; and (c) the actual requirement of the local bodies for their smooth functioning.

    WEST BENGAL EXIT POLL - 2021 Dr. Sajjan Kumar @sajjanjnu 29th April, 2021 PORIBARTHAN HOBE… Peoples Pulse, a Hyderabad based research organisation in association with a leading Hindi News TV Channel ‘INDIA TV’ conducted West Bengal Assembly Elections Exit Poll 2021 in all the 294 Assembly Segments. As per the Exit Poll conducted Peoples Pulse – INDIA TV, BJP will win with comfortable margin in West Bengal. BJP will win 172 – 191, TMC 64 - 88, Left Front+ 7 - 12. Having conducted the pre-poll study in all the 294 Assembly Constituencies in Bengal, where after two reports, underlying the methodology of the study, ground scenario, the shifting political dynamics as well as the expected seat prediction for various parties were mentioned in detail, Peoples Pulse and India TV, undertook a second round of study of the state to come up with Exit Poll predictions. It would be desirable to study this report along with the previous two studies which are available on the website of People’s Pulse. For the sake of coherence, it was decided that rather than doing a sub-region wise study as has been the case in the previously, a phase wise mapping of the political mood at the assembly constituency level would be more useful. The overall finding are not much different from the previous ones, though there are certain shifts which unambiguously reveal a popular mood for change. Therefore, at the outset, it is pertinent to mention the shifts which we observed in the respondents’ articulations as compared to my previous visit. 2 Regime Change as a Positive Phenomenon along with Anti-Incumbency Based on the two round of our field study, it can be confidently inferred that there is a popular mood for change.

In the year 1863 the Govt. of India decided to establish in Calcutta and Central Press in which administration reports, codes and miscellaneous work could be printed. The Secretariate Printing Offices then in existence confining themselves to current despatches and proceedings. In January, 1864, the orders of the various department of Govt. of India and the Acts and Bills of Governor General’s Council which were formerly published in Calcutta Gazette were transferred to a new publication, the Gazette of India to which was appended a supplement containing official correspondence on the subject of interest of officers and to the general public. In 1876 a system of payment of piece rates was introduced in the composing Branch and subsequently in the distributing, printing and book binding Branches. In June, 1885, the presses of the Home and Public works Department were amalgamated with the Central press. The expansion of the Central Press from a strength of 109 employees, 1863, to that 2114 in 1889 necessiated the provision of additional accommodation pending the building of the Secretariate, the press was located from 1882 to 1885 at 165, Dharmatala Street. On completion of the Secretariate Building the Composing, Machine, press and warehouse, with the administration, Accounts and computing Branches were removed to 8, Hastings Street in 1886. During the World War II, work mostly in Connection with the war increased by leaps and bounds and to cope with the increases of volume of work the minimum strength of additional staff was recruited as a temporary measure and Night Shift was started in the year 1944 with the advent of Independence and consequent expansion of Govt.
