G.N. 4267 TOWN PLANNING ORDINANCE (Chapter 131 G.N. 4267 TOWN PLANNING ORDINANCE (Chapter 131) AMENDMENTS TO THE APPROVED TAI TAM AND SHEK O OUTLINE ZONING PLAN NO. S/H18/2 Under section 12(1)(b)(ii) of the Town Planning Ordinance (the Ordinance), the Chief Executive in Council has on 30 November 1999 referred the approved Tai Tam and Shek O Outline Zoning Plan No. S/H18/2 to the Town Planning Board (the Board) for amendment. The Board has made amendments to the Plan. The amendments are set out in the Schedule of Amendments. Pursuant to section 12(3) of the Ordinance, the draft Plan No. S/H18/3 showing the amendments is exhibited under section 5 of the Ordinance for public inspection for a period of two months from the date of the first publication of this notice, that is until 7 September 2000, during normal office hours at the following locations:— ii(i) the Secretariat of the Town Planning Board, 15th Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong; i(ii) the Hong Kong District Planning Office, 14th Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong; and (iii) the Southern District Office, Ground Floor, Ocean Court, 3 Aberdeen Praya Road, Aberdeen, Hong Kong. In accordance with section 6(1) of the Ordinance, any person affected by the amendments so exhibited may object within the said period of two months by sending to the Board a written statement of his objection to the amendments and address it to the Secretary, Town Planning Board, 15th Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong. A person may only object to the amendments. In accordance with section 6(2) of the Ordinance, a written statement of objection shall set out:— i(i) the nature of and reasons for the objection; and (ii) if the objection would be removed by an alteration of the draft plan, any alteration proposed. Copies of the draft Tai Tam and Shek O Outline Zoning Plan No. S/H18/3 incorporating the amendments are available for sale at the Survey and Mapping Office, Map Publications Centre (Hong Kong), 23rd Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong; and the Survey and Mapping Office, Map Publications Centre (Kowloon), Ground Floor, 382 Nathan Road, Kowloon. SCHEDULE OF AMENDMENTS TO THE APPROVED TAI TAM AND SHEK O OUTLINE ZONING PLAN NO. S/H18/2 MADE BY THE TOWN PLANNING BOARD UNDER THE TOWN PLANNING ORDINANCE (Chapter 131) Amendments pursuant to section 12(1)(b)(ii) I. Amendments to Matters Shown on the Plan The plan has been converted from manually drawn format into digital format. The plan in digital format and the one in manually drawn format are generally identical. There are only minor discrepancies in cartographic presentations which include minor adjustments of the calculated areas of various land-use zones, road alignments and zoning boundaries. Item A—Rezoning of a large area covered by the Shek O Country Park from ‘Green Belt’ to ‘Country Park’. Item B—Zoning amendments to two Sites of Special Scientific Interest (SSSI) to ‘Site of Special Scientific Interest’ zone:— Item B1—Rezoning of the areas covered by the Tai Tam Harbour (Inner Bay) SSSI from ‘Green Belt’ to ‘Site of Special Scientific Interest’. Item B2—Rezoning of the areas covered by the Hok Tsui (Cape D’Aguilar) SSSI from ‘Green Belt’ and ‘Other Specified Uses’ annotated ‘Radio Communication Station’ to ‘Site of Special Scientific Interest’. Item C—Rezoning of a small piece of land to the west of Big Wave Bay Road and covered by the Shek O Country Park from ‘Government, Institution or Community’ to ‘Country Park’. Item D—Zoning amendments to three areas to ‘Green Belt’ zone:— Item D1—Rezoning of an area to the east of Big Wave Bay Road near Kwun Yam Shan from ‘Residential (Group C)4’ to ‘Green Belt’. Item D2—Rezoning of an area at the junction of Big Wave Bay Road and Shek O Road from ‘Residential (Group C)4’ and ‘Road’ to ‘Green Belt’. Item D3—Rezoning of an area to the north of Tai Tam Road near the junction with Stanley Gap Road from ‘Residential (Group C)5’ to ‘Green Belt’. Item E—Rezoning of two strips of land at the junction of Big Wave Bay Road and Shek O Road from ‘Road’ to ‘Residential (Group C)4’. Item F—Rezoning of two strips of land to the east of Big Wave Bay Road near Kwun Yam Shan from ‘Other Specified Uses’ annotated ‘Sports and Recreation Club’ to ‘Residential (Group C)4’. Item G—Rezoning of an area to the east of Shek O Road near Rocky Bay Beach from ‘Residential (Group C)4’ to ‘Other Specified Uses’ annotated ‘Sports and Recreation Club’. II. Amendments to the Notes of the Plan (a) Revision of Clause (iii) of the covering Notes concerning conformity of existing uses. (b) Revision of Clause (vi) of the covering Notes concerning exemption of certain uses, except within ‘Site of Special Scientific Interest’ zone, from planning permission. (c) Incorporation of a set of Notes for ‘Site of Special Scientific Interest’ zone. (d ) Incorporation of a set of Notes for ‘Country Park’ zone. (e) Inclusion of ‘Child Care Centre’ and ‘Kindergarten’ uses under Column 1 and ‘Social Welfare Facility (not elsewhere specified)’ and ‘School (not elsewhere specified)’ uses under Column 2 of the Notes for ‘Commercial’ zone. ( f ) Transfer of ‘Residential Institution’ use from Column 1 to Column 2 of the Notes for ‘Government, Institution or Community’ zone. (g) Inclusion of ‘Park and Garden’ use under Column 1 of the Notes for ‘Other Specified Uses’ annotated ‘Sports and Recreation Club’ zone. (h) Amendments to the Notes for ‘Residential (Group B)’ and ‘Residential (Group C)’ zones by making provision to exempt certain facilities from plot ratio and site coverage calculations. (i) Addition of a remark under the Notes for ‘Village Type Development’ zone to specify the maximum building height for development or redevelopment within the zone and to make provision for minor relaxation of the building height restriction. 7 July 2000 P.     Annex IV Environmental Hygiene Problem in Stanley and Shek O During Holidays Responses by Relevant Government Departments (a) Agriculture, Fisheries and Conservation Department (AFCD) The Agriculture, Fisheries and Conservation Department (AFCD) has all along been committed to keeping country parks clean and promoting the protection of countryside to the public. AFCD launched the “Take Your Litter Home” publicity and education programme in 2015 in collaboration with a number of local partner organisations to encourage the public to nurture a good habit of taking away their own waste after hiking or visiting country parks, and all litter containers and recycling bins along the hiking trails within country parks have been removed by the end of 2017. Since the launch of the “Take Your Litter Home” publicity and education programme, it has been effective in enhancing the public awareness towards waste reduction and environmental conservation during their visit to the countryside. Noting that many members of the public visited the country parks recently, AFCD has agilely deployed manpower to step up site inspections and cleansing, and provided litter containers of large volume at specific sites for the use of visitors where necessary. Regarding the situation of Tai Tam Country Park and Shek O Country Park, AFCD has deployed staff and cleansing contractors for carrying out daily cleansing at recreational sites and hiking trails inside the concerned country parks. If serious litter problem is found at individual locations, AFCD also stepped up cleansing effort as appropriate. In addition, AFCD has also strengthened education and publicity efforts through various channels, including displaying banners and posters in country park areas with high visitor flow, urging visitors to maintain environmental hygiene through radio programmes and advertisements at MTR, further promoting “Take Your Litter Home” and good hiking manners, and publicising relevant messages through the networks of non-governmental organisations and partner organisations.

Delang* and Yu Yi Hang Department of Geography and Resource Management, The Chinese University of Hong Kong, Shatin, NT, Hong Kong Abstract: This paper estimates the amount of carbon sequestered by vegetation and soil in the country parks of Hong Kong from 1978 to 2004. It does so by comparing satellite images of each country park from 1978, 1991, 1997, and 2004, and calculating the area of woodland, scrubland, and grassland in each image. The amount of carbon sequestered in both vegetation and soil is then estimated using aggregate data from other studies. This study shows that there was little overall ecological succession in the country parks from 1978 to 2004, but the amount of carbon sequestered doubled during that period. The paper concludes that limitations in the quality of the satellite images and in the data used to quantify the carbon sequestered by vegetation and soil call for more research before this method is used for policy planning.     Let’s Walk against SARS Let’s "Walk for Health" Objectives Recently, Hong Kong people have become anxious, agitated and depressed with the outbreak of SARS (severe acute respiratory syndrome). The confidence of Hong Kong people is further weakened by the negative effects on the economy and the community as a result of the imposition of quarantine policies and travel advisories. To break through the existing mood and to highlight the plight of marginalised groups in their efforts to protect themselves against SARS, Oxfam Hong Kong is launching the “Arm in Arm for a Healthy Community” Campaign. One of the activities of the Campaign is the “Walk for Health” jointly organised by Oxfam Hong Kong and the Hong Kong Medical Association. The “Walk for Health” on Thursday, 1 May is aimed at encouraging Hong Kong people to go hiking in the countryside on 1 May, as a way to relax, to get in touch with nature, and to support marginalised groups. The Walk can also remind people of the importance of exercise to maintain their health. The organisers, Oxfam Hong Kong and the Hong Kong Medical Association, are inviting different organisations to join and support the “Walk for Health”. In addition, we welcome participants to raise funds through the Walk, which will be used in Oxfam’s work in assisting marginalised groups in preventing SARS.
