TTC Paper No. 5/2019 (for discussion on 21.1.2019) Southern District Council Traffic and Transport Committee Traffic & Transport Committee Progress Report on Previously Discussed Items (as at 31.12.2018) (A) Traffic Management Scheme Project Description Agency Progress 1. Multi-Storey Carpark and ArchSD / TD TD and ArchSD are currently reviewing the design of the proposed Stanley Multi-storey Public Transport Terminus at Carpark, with an aim to provide the required parking spaces and transport facilities to Stanley Village Road, Stanley cope with the latest demand in the area. We are also bidding resources for conducting traffic review for the proposed project. 2. Works of Replacement and WSD Contract No. 12/WSD/10, which consists of construction works in Eastern District and Rehabilitation of Water Mains Southern District, commenced in July 2011. The progress of works was affected by Stage 4 Phase 1 traffic, congested underground utilities, conflict with other utility undertakers or other circumstances stated below. Current works fronts and details of works in the District are as below: (a) Bisney Road Footpath and Carriageway (Completed) [100%] [Status: The valve cover abandonment works is target to be completed in January 2019.]; (b) Area in the vicinity of Aberdeen Water Treatment Works (Completed) [100%]; (c) Wah King Street Footpath and Carriageway (in progress) [97%] (to be completed in April 2019) [Reason: One of the TTAs for connection work would be implemented 1 (A) Traffic Management Scheme Project Description Agency Progress outside Pok Fu Lam Fire Station and the vehicular access for private cars would be affected. Extra time was required for coordination with Pok Fu Lam Fire Station and application for associated traffic advice and gazette.]; (d) Victoria Road Footpath and Carriageway (near Sandy Bay Fire Station) (Completed) [100%]; (e) Repulse Bay Road Carriageway (near Belleview Drive) (in progress) [95%] (to be completed in February 2019) [Reason: Leakage was found on the newly laid pipe, extra time was required for rectification works.]; (f) Aberdeen Praya Road Carriageway (nearby sitting out area at Ap Lei Chau Bridge and nearby Wu Nam Street Public Toilet) (in progress) [55%] (to be completed in March 2019) [Reason: As the works is located in a traffic sensitive route, carrying out the works during daytime is not allowed. Extra time is required to coordinate with TMLG members for carrying the works in daytime. The excavation permit was expired during this coordination period. Extra time for application of new excavation permit is required.]; (g) Kai Lung Wan Fresh Water Service Reservoir (in progress)[97%] (to be completed in April 2019) [Reason: As Kai Lung Wan Fresh Water Service Reservoir involves a large water supply zone including Wah Fu Estate, schools, Pok Fu Lam Fire Station, commercial centers, etc., additional time was required to liaise with local residents and DC members. Moreover, in order to reduce the frequency of planned water suspension and minimize impacts to the residents of Wah Fu Estate, it is planned to carry out the connection work jointly with the connection work at Wah King Street (item c above) in April 2019.]; (h) Aberdeen Main Road (near Fung Tin Street) and Aberdeen Praya Road (near 2 (A) Traffic Management Scheme Project Description Agency Progress Bayshore Apartments) (tunneling works in progress) [96%] (to be completed in March 2019). [Reason: Tunneling works at Aberdeen Main Road were completed [100%] and main laying works were in progress [60%]. Tunneling works at Aberdeen Praya Road were in progress [96%].]. Contract No. 3/WSD/12, which consists of construction works on Hong Kong Island, commenced in March 2013. Current works fronts and details of works in the District are as below: (a) Tin Wan Street Footpath and Carriageway (near the junction of Shek Pai Wan Road and Tin Wan Street) (completed) [100%]; (b) Wong Chuk Hang Road Footpath and Carriageway (near the junction of Tong Bin Lane and Yip Hing Street) (completed) [100%]; and (c) Nam Long Shan Road (near Remex Centre, No.42 of Wong Chuk Hang Road) [32%] (to be completed in March 2019) [Status: The excavation permit has expired. New excavation permit application is required. Also, due to heavy traffic, the works have to be carried out within restricted working hours. The progress of works was thus affected.]. 3 3. Proposed Addition of Lifts to HyD Progress for addition of lifts to footbridges and subways in the Southern District: Existing Footbridges and Type Location Progress Subways in the Southern (Structure No.) District (a) across Aberdeen Praya Footbridge Exit A & B: The Works Contract Road and Tin Wan Praya (HF134) commenced on 25 November 2015. In Road order to avoid in conflict with major underground utilities, the original proposed locations for both lifts were revised. The information paper with details of the revised lifts location was presented and considered at the T&TC meeting of the South District Council on 24 July 2017 and received support from the DC members. Construction works for HF134 Lift-1 and -2 have commenced and targeted to complete by end 2019. (b) Across Wong Chuk Hang Flyover (H107) The proposed lift 1 and lift 2 (near the Road, Ap Lei Chau Sitting-out Area at Aberdeen Main Road/Ap Bridge Road Lei Chau Bridge Flyover and near the Ap Lei Chau Bridge (North) Children’s Playground respectively) are in conflict with major underground utilities. HyD tried to develop an alternative scheme but it would involve closure of one slow lane at the Ap Lei Chau Bridge (North), as well as one lane of Wong Chuk Hang Road Westbound. This would cause major traffic implication and is not feasible. 4 Since there is no feasible alternative scheme, HyD issued a letter to the T&TC on 12 October 2017 proposing not to further take forward the retrofitting proposal at the flyover (H107). Wong Chuk Hang Road to (c) Flyover (H115) The Works Contract commenced on 25 Toll Gate of Aberdeen Tunnel November 2015 and the lift retrofitting works was completed and opened to public on 29 November 2018. The reinstatement works for surrounding landscaping works is in progress. (d) Wong Chuk Hang Road Flyover (H116) The Works Contract commenced on 25 near Nam Fung Road November 2015. The ramp retrofitting works were in conflicts with an existing 600 fresh watermain. Revised design was circulated to relevant government departments for comments. In the meanwhile, the staircase will be reinstated to minimize the nuisance to public. 5 4. “Universal Accessibility” CEDD Progress of the three prioritized items for Southern District under the project are as follows: Programme Provision of Universal Access Type Location Progress Facilities at Public Footbridges, (Structure No.) Elevated Walkways and Subways (a) Flyover connecting Elevated Walkway The construction contract commenced Package 1 – Investigation, Design Tin Wan Praya Road (H186) in April 2015. The lift at Exit B (near and Construction and Tin Wan Hill Tin Wan Praya Road) was completed Road and opened to public on 20 March 2018. Lift installation works were almost completed at Exit A (near Aberdeen Praya Road). After statutory testing, the lift would be opened for use in February 2019. Street Construction of lift shaft at Exit A (near the Aberdeen Centre) was completed and construction of link deck and pillar box were in progress. Lift shaft construction at Exit B (near the Aberdeen Promenade) and assembly of the pre-fabricated steel frame at fabrication yard were in progress. (c) Footbridge across Footbridge The construction contract commenced Aberdeen Praya (HF105) in November 2015. Lift installation Road near Ocean works of the two lifts were in progress. 6 Court The lifts at Exit A (near Jing Hui Garden) and Exit B (near Ocean Court) would be completed in early 2019. 5. Second Phase of the “Universal HyD Progress of the three items for Southern District for the implementation under the second phase Accessibility” Programme of the UA Programme are as follows: Type Location Progress (Structure No.) (a) Across Ap Lei Chau Bridge Footbridge HyD had reported to the T&TC on 13 September 2018,the Road near Yue On Court (HF175) findings of the feasibility study which revealed that there is no feasible option for provision of lift facilities at this footbridge. (b) Across Lei Tung Estate Road Footbridge The consultants have been carrying out the investigation for near Tung Sing House Lei Tung (HKS01) this lift retrofitting item, which Estate, Aberdeen is anticipated to be completed by Q4 2018. HyD would report findings of the investigation to DCin Q1 2019. (c) Across Tin Wan Street near Tin Footbridge HyD had presented the preliminary design scheme of Wan Shopping Centre (HKS02) provision of lift facilities at this footbridge to the T&TC on 13 September 2018 and gained the T&TC’s support to the proposed scheme. The consultants have been carrying out the local consultation for the proposed scheme. 7 6. Request to add a pedestrian MTRCL MTRCL has no objection to the installation of the pedestrian sign to direct pedestrians to the crossing facility between Ocean existing pedestrian crossing. As the area concerned is yet to be handed over to the Park Road and Aberdeen Sports Government from MTRCL, the department will study the feasibility on adding a pedestrian Ground crossing subsequent to the handing over of the site. 7. Traffic Report of Ocean Park Ocean According to the 2nd Meeting on 5 April 2016, the Committee requested the Ocean Park to Park Co. submit traffic report at alternate meetings, and that they should actively explore how to enhance the traffic management measures for implementation in the vicinity of the Park in collaboration with the government department concerned.
