The authors consider the global trends that are likely to determine the situation of Russia and the Siberian macro-region in the long term. It is shown that the demand for natural resources of Siberia and Russian Far East will be determined by the economic development of Asian countries, the processes of urbanization and the growth of urban “middle class”. When determining possible scenarios, the authors use a method of conceptual scenario planning that was developed under the framework of foresight technology. Three groups of scenario factors became the basis for determining scenarios: external constant conditions, external variable factors, internal variable factors. Combinations of scenario factors set the field for the possible variants of the future of Siberia and Russian East. The article describes four key scenarios: “Broad international cooperation”, “Exclusive partnership”, “Optimization of the country”, “Retention of territory”. For each of them the authors provide “the image of the future” (including the main features of international cooperation, economic and social development), as well as the quantitative estimation of population and GDP dynamics: • “Broad international cooperation” – the population of Russia will increase by 15.7 % from 146.5 million in 2015 to 169.5 million in 2050; Russia’s GDP will grow by 3.4 times – from 3.8 trillion dollars (PPP) in 2015 to 12.8 trillion dollars in 2050. -

Forest Area Key Facts & Carbon Emissions Russia’s Boreal Forests from Deforestation Forest location and brief description Russia is home to more than one-fifth of the world’s forest areas (approximately 763.5 million hectares). The Russian landscape is highly diverse, including polar deserts, arctic and sub-arctic tundra, boreal and semi-tundra larch forests, boreal and temperate coniferous forests, temperate broadleaf and mixed forests, forest-steppe and steppe (temperate grasslands, savannahs, and shrub-lands), semi-deserts and deserts. Russian boreal forests (known in Russia as the taiga) represent the largest forested region on Earth (approximately 12 million km2), larger than the Amazon. These forests have relatively few tree species, and are composed mainly of birch, pine, spruce, fir, with some deciduous species. Mixed in among the forests are bogs, fens, marshes, shallow lakes, rivers and wetlands, which hold vast amounts of water. They contain more than 55 per cent of the world’s conifers, and 11 per cent of the world’s biomass. Unique qualities of forest area Russia’s boreal region includes several important Global 200 ecoregions - a science-based global ranking of the Earth’s most biologically outstanding habitats. Among these is the Eastern-Siberian Taiga, which contains the largest expanse of untouched boreal forest in the world. Russia’s largest populations of brown bear, moose, wolf, red fox, reindeer, and wolverine can be found in this region. Bird species include: the Golden eagle, Black- billed capercaillie, Siberian Spruce grouse, Siberian accentor, Great gray owl, and Naumann’s thrush. Russia’s forests are also home to the Siberian tiger and Far Eastern leopard. -

BAKER III INSTITUTE FOR PUBLIC POLICY RICE UNIVERSITY – APRIL 1998 CENTRAL ASIA: CONFRONTING INDEPENDENCE Introduction After the euphoria of gaining independence settles down, the elites of each new sovereign country inevitably stumble upon the challenges of building a viable state. The inexperienced governments soon venture into unfamiliar territory when they have to formulate foreign policy or when they try to forge beneficial economic ties with foreign investors. What often proves especially difficult is the process of redefining the new country's relationship with its old colonial ruler or federation partners. In addition to these often-encountered hurdles, the newly independent states of Central Asia-- Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan-- have faced a host of particular challenges. Some of these emanate from the Soviet legacy, others--from the ethnic and social fabric of each individual polity. Yet another group stems from the peculiarities of intra- regional dynamics. Finally, the fledgling states have been struggling to step out of their traditional isolation and build relations with states outside of their neighborhood. This paper seeks to offer an overview of all the challenges that the Central Asian countries have confronted in the process of consolidating their sovereignty. The Soviet Legacy and the Ensuing Internal Challenges What best distinguishes the birth of the Central Asian states from that of any other sovereign country is the incredible weakness of pro-independence movements throughout the region. -

The EU-Asia Connectivity Strategy and Its Impact on Asia-Europe Relations Bart Gaens INTRODUCTION The EU is gradually adapting to a more uncertain world marked by increasing geo- political as well as geo-economic competition. Global power relations are in a state of flux, and in Asia an increasingly assertive and self-confident China poses a chal- lenge to US hegemony. The transatlantic relationship is weakening, and question marks are being placed on the future of multilateralism, the liberal world order and the rules-based global system. At least as importantly, China is launching vast con- nectivity and infrastructure development projects throughout Eurasia, sometimes interpreted as a geostrategic attempt to re-establish a Sinocentric regional order. The Belt and Road Initiative (BRI) in particular, focussing on infrastructure devel- opment and investments in over 80 countries, including some within Europe, has been causing concern at regional as well as global levels. At the most recent BRI summit in April 2019 Chinese President Xi Jinping announced that China had signed new deals amounting to 64 billion USD, underscoring Beijing’s continuing cheque book diplomacy.1 It is clear that these ongoing dynamics potentially have important ramifica- tions for Europe’s own prosperity, in terms of trade and economy but also security. Overall however, the EU has been slow to react, in particular in formulating a re- sponse to connectivity challenges. In September 2018 the EU published its first coordinated attempt to formulate the European vision on connectivity and infra- structure development, in the form of a European connectivity strategy for Asia, officially entitled a Joint Communication on “Connecting Europe and Asia – building blocks for an EU strategy”. -

CHAPTER FOUR EASTERN CENTRAL ASIA KASHGAR TO KHOTAN I. INTRODUCTION The early history of Central Asia is gleaned primarily from three major sources: the Chinese historical writings, usually governmental records or the diaries of the Bud dhist pilgrims; documents written in Kharosthl-an Indian script also adopted by the Kushans-(and some in an Iranian dialect using technical terms in Sanskrit and Prakrit) that reveal aspects of the local life; and later Muslim, Arab, Persian, and Turkish writings. 1 From these is painstakingly emerging a tentative history that pro vides a framework, admittedly still fragmentary, for beginning to understand this vital area and prime player between China, India, and the West during the period from the 1st to 5th century A.D. Previously, we have encountered the Hsiung-nu, particularly the northern branch, who dominated eastern Central Asia during much of the Han period (206 B.C.-220 A.D.), and the Yiieh-chih, a branch of which migrated from Kansu to northwest India and formed the powerful and influential Kushan empire of ca. lst-3rd century A.D. By ca. mid-3rd century the unified Kushan empire had ceased and the main line of kings from Kani~ka had ended. Another branch (the Eastern Kushans) ruled in Gandhara and the Indus Valley, and the northernpart of the former Kushan em pire came under the rule of Sasanian governors. However, after the death of the Sasanian ruler Shapur II in 379, the so-called Kidarites, named from Kidara, the founder of this "new" or Little Kushan Dynasty (known as the Little Yiieh-chih by the Chinese), appear to have unified the area north and south of the Hindu Kush between around 380-430 (likely before 410). -

Russia's Arctic Cities
? chapter one Russia’s Arctic Cities Recent Evolution and Drivers of Change Colin Reisser Siberia and the Far North fi gure heavily in Russia’s social, political, and economic development during the last fi ve centuries. From the beginnings of Russia’s expansion into Siberia in the sixteenth century through the present, the vast expanses of land to the north repre- sented a strategic and economic reserve to rulers and citizens alike. While these reaches of Russia have always loomed large in the na- tional consciousness, their remoteness, harsh climate, and inaccessi- bility posed huge obstacles to eff ectively settling and exploiting them. The advent of new technologies and ideologies brought new waves of settlement and development to the region over time, and cities sprouted in the Russian Arctic on a scale unprecedented for a region of such remote geography and harsh climate. Unlike in the Arctic and sub-Arctic regions of other countries, the Russian Far North is highly urbanized, containing 72 percent of the circumpolar Arctic population (Rasmussen 2011). While the largest cities in the far northern reaches of Alaska, Canada, and Greenland have maximum populations in the range of 10,000, Russia has multi- ple cities with more than 100,000 citizens. Despite the growing public focus on the Arctic, the large urban centers of the Russian Far North have rarely been a topic for discussion or analysis. The urbanization of the Russian Far North spans three distinct “waves” of settlement, from the early imperial exploration, expansion of forced labor under Stalin, and fi nally to the later Soviet development 2 | Colin Reisser of energy and mining outposts.
