COMUNE DI TORREANO ESERCIZIO FINANZIARIO 2017 RELAZIONE DELL’ORGANO ESECUTIVO Art. 151, comma 6, D.Lgs. 267/2000 CONTO CONSUNTIVO ESERCIZIO FINANZIARIO 2017 RELAZIONE ILLUSTRATIVA DELLA GIUNTA COMUNALE L’art. 151 del D.Lgs. 267/2000, comma 6°, prescrive che al rendiconto dei Comuni sia allegata una relazione della Giunta sulla gestione che esprime le valutazioni di efficacia dell'azione condotta sulla base dei risultati conseguiti. Anche l’art. 231 del D.Lgs. 267/2000 prescrive: “La relazione sulla gestione è un documento illustrativo della gestione dell'ente, nonché dei fatti di rilievo verificatisi dopo la chiusura dell'esercizio, contiene ogni eventuale informazione utile ad una migliore comprensione dei dati contabili, ed è predisposto secondo le modalità previste dall'art. 11, comma 6, del decreto legislativo 23 giugno 2011, n. 118, e successive modificazioni”. La presente relazione è quindi redatta per soddisfare il precetto legislativo, per fornire dati di ragguaglio sulla produzione dei servizi pubblici e per consentire una idonea valutazione della realizzazione delle previsioni di bilancio. Questo Comune al 31.12.2017 conta n. 2129 abitanti residenti nel capoluogo e nelle frazioni di: Reant, Masarolis, Canalutto, Costa, Ronchis, Montina, Prestento e Togliano Il Comune di Torreano si caratterizza per le modeste dimensioni geografiche e demografiche, per la montuosità del territorio e per l'insediamento sullo stesso di un'economia in cui vi è una distribuzione piuttosto omogenea delle varie attività (agricola, industriale, artigianale e terziaria). Particolarmente conosciuta è l'attività della lavorazione della pietra Piasentina. Nel corso del 2017 il Comune di Torreano ha visto ulteriormente ridurre il personale in servizio a seguito della cessazione per quiescenza di un proprio dipendente. -

SOCIOECONOMIC STRUCTURE OF THE SLOVENE POPULATION IN ITALY Ales Lokar and Lee Thomas Ethnic Structure of FPiuli-Venezia Giulia ~n Italy, the Slovenes live almost exclusively in the region of Friuli-Venezia Giulia, which is divided politically into four provinces. Ther are, from west to south-east, Pordenone, Udine (Viden), Gorizia (Gorica) and Trieste (Trst), named after the respective provincial capitals. The regional capital is Trieste, which is also the largest city, having approximately 300,000 inhabi tants. The provinces are subdivided into comuni, roughly corresponding to American counties. Data in this study are by comuni, since they are the smallest political divi sions for which population and socioeconomic data are available. 2 The region Friuli-Venezia Giulia is inhabited by four different ethnic groups: Italians, Friulians, Slo venes and Germans. Officially, however, the ethnic com position of the region is not clearly established, as the official Italian census, carried out at ten year inter vals, does not report data by ethnic groups. This is true for the region as a whole, except for the comuni of the Trieste province, where the last two censuses (1961, 1971) did include data on the Slovene population. For the other comuni of the region only estimates are avail able, based on the work of various researchers,3 but there are no official statistics. The members of the non-Italian groups do not accept the validity of the re sults of these investigations, nor do they believe the census data where those are available. Their argument is that the census data are biased for political and socio economic reasons, that Italians are the so-called "state nation" and are politically, economically and socially dominant in the region, while the other three groups may be considered as dominated minorities. -

Chapter 7 Development of tourism and second homes in the area of Sviščaki in southwestern Slovenia Gregor Kovačič, Miha Koderman Abstract The hamlet Sviščaki is located in the Municipality of Ilirska Bistrica and is one of the largest mountainous second home ar- eas in southwestern Slovenia. It lies in the close vicinity of Veliki Snežnik Mountain (1,796 m a.s.l.), the highest mountain in south- ern Slovenia. In this chapter, we present the development of Sviščaki in the context of the tourism development on Snežnik Plateau. We analyse the current condition of tourist infrastruc- ture, while focusing on spatial analysis of second homes and other communal and tourism infrastructure in Sviščaki. We also eval- uate future perspectives for the tourism development of Sviščaki according to the Municipal Detailed Spatial Plan for the Sviščaki Tourist Centre. Spatial analysis of second homes was carried out with the help of the Real Estate Registry and the Public Insight into Real Estate website, which is managed by the Surveying and Mapping Authority of the Republic of Slovenia. The evaluation of the future development of the area as a tourist centre was based on professional documents related to the process of implementa- tion of the aforementioned spatial plan for the Sviščaki Tourist Centre. The announcement offers four residencies, with the aim of supporting artistic production in the first half of September 2017 in the Natisone Valleys area. Article 3 - LOCATIONS The Natisone Valleys are located in the eastern part of the Friuli-Venezia Giulia region (Italy), on the border with Slovenia. The peculiar fan-shaped valley system is composed by the valleys of the Natisone river and its tributaries Alberone, Cosizza and Erbezzo. It is dominated by Mount Matajur: from its grassy peak the Adriatic Sea is visible. Land of strong migrations, the Valleys saw the passage of Venetians, Celts, Romans, Lombards and Slavs. The tight relationship between man and environment, the peculiar geographical position and the blending of different cultures make this area unique from a historical, cultural and geomorphological point of view.
