Net toll revenues for the first quarter of 2006 surpassed $46.3 million and realized a strong 4.3% increase over the first quarter of 2005. The Turner and Will Rogers Turnpikes continued steady growth of 4.6% and 5.0% in net toll revenues with over $12.3 million and $11.0 million in net toll revenues, respectively. The Chickasaw Turnpike closed to traffic in early March to undergo major pavement rehabilitation; construction is anticipated to be completed in late September. Toll transactions during the first quarter of 2006 surpassed 31.5 million, a significant 4.7% increase over the first quarter of 2005. Box 11357 Oklahoma City, OK 73136-0357 405/425-3600 Fax: 405/427-8246 www.pikepass.com Dear Oklahoma Turnpike Authority Bondholders: Unlike the mild winter weather experienced in the later part of 2012, there were several winter storms at the end of 2013. The degree of travel impairment varied across the state, as certain areas received more precipitation than others. Creating a positive impact to the Turnpike System, the fourth quarter also marked the opening of the much-anticipated expanded lanes on the John Kilpatrick and Creek Turnpikes. For the quarter ended December 31, 2013, net toll revenues reported just under $58.4 million, a .5% increase when compared to the 2012 fourth quarter net toll revenues of $58.1 million. Even with the extreme weather, traffic growth on the urban John Kilpatrick and Creek Turnpikes increased 9.1% and 2.2%, respectively, for the fourth quarter when compared to the fourth quarter of the previous year. Overall, during the fourth quarter, passenger traffic on the Turnpike System increased 2.9% when compared to the same period last year, and heavy truck traffic grew 1.4%. Year-to-date net toll revenues for 2013 came in above $232.7 million, remaining relatively flat when compared to the previous year of $233.5 million.

OKLAHOMA TURNPIKE AUTHORITY Comprehensive Annual Financial Report For The Year Ended December 31, 2010 A Component Unit of the State of Oklahoma This report is dedicated to the memory of Oklahoma Highway Patrol Captain George Green. Captain George Green was a highly esteemed, 31-year veteran of the Oklahoma Highway Patrol. Captain Green’s most recent duty was as Troop Commander for troops on the Cimarron, Turner and Kilpatrick Turnpikes. Captain Green will be greatly missed. COMPREHENSIVE ANNUAL FINANCIAL REPORT For the Year Ended December 31, 2010 Oklahoma Turnpike Authority A Component Unit of the State of Oklahoma Oklahoma City, Oklahoma Prepared by the Controller Division About the OKLAHOMA TURNPIKE AUTHORITY The Oklahoma Turnpike Authority (OTA) is an instrumentality of the State of Oklahoma created by the State Legislature by statute in 1947 for the purpose of constructing, operating and maintaining the Turner Turnpike. In 1953, the original purpose was statutorily redefined to allow the construction of additional turnpikes and to change the Authority’s membership to include a representative from each of six Oklahoma districts specifically defined in the OTA’s bylaws and Oklahoma Statute. These changes were ratified by a statewide referendum in January 1954. The Oklahoma State Legislature has the exclusive right to authorize turnpike routes. Subsequently, the OTA has the responsibility to complete engineering and economic feasibility analyses of the authorized routes before any turnpike can be constructed. Turnpike bond sales must be approved by the Council of Bond Oversight and must comply with all rules and regulations of the United States Treasury Department and the United States Securities and Exchange Commission.
