This edited volume is the newest addition to Stimson’s work on the US-Japan security relationship, ably led by Senior Associate Yuki Tatsumi in partnership with the Okinawa Peace Assistance Center (OPAC). This edited volume focuses on the critical case of Okinawa, the site of the largest US military facility in Japan and historic source of controversy and tension in the US-Japan alliance. The volume also weaves a larger tapestry around the Okinawa story, addressing a rich set of Asian security issues. The volume provides an original and provocative context for considering related topics such as the US presence in Korea, and how China factors into the US force realignment in Japan. Ms. Tatsumi assembled an outstanding group of scholars in Japan and the United States, who worked collaboratively to assess these issues, then wrote chapters on distinct topics, some strategic and some deeply detailed about the US decision to realign its forces and the effects of those choices on Okinawa. We hope you find this new book, and our earlier work on Japan and other East Asian topics, of value. We hope that this work will help educate interested citizens in the US and Asia, and provide more depth to policy deliberations in Washington and Tokyo about this key relationship.     e Fukushima Nuclearand Crisis Accident Management e Fukushima The Fukushima Nuclear Accident and Crisis Management — Lessons for Japan-U.S. Alliance Cooperation — — Lessons for Japan-U.S. Alliance Cooperation — — Lessons for Japan-U.S. September, 2012 e Sasakawa Peace Foundation Foreword This report is the culmination of a research project titled ”Assessment: Japan-US Response to the Fukushima Crisis,” which the Sasakawa Peace Foundation launched in July 2011. The accident at the Fukushima Daiichi Nuclear Power Plant that resulted from the Great East Japan Earthquake of March 11, 2011, involved the dispersion and spread of radioactive materials, and thus from both the political and economic perspectives, the accident became not only an issue for Japan itself but also an issue requiring international crisis management. Because nuclear plants can become the target of nuclear terrorism, problems related to such facilities are directly connected to security issues. However, the policymaking of the Japanese government and Japan-US coordination in response to the Fukushima crisis was not implemented smoothly. This research project was premised upon the belief that it is extremely important for the future of the Japan-US relationship to draw lessons from the recent crisis and use that to deepen bilateral cooperation. The objective of this project was thus to review and analyze the lessons that can be drawn from US and Japanese responses to the accident at the Fukushima Daiichi Nuclear Power Plant, and on the basis of these assessments, to contribute to enhancing the Japan-US alliance’s nuclear crisis management capabilities, including its ability to respond to nuclear terrorism.

Satoh2 1Nihon University, Japan 2Nihon Harbor Consultants Ltd., Japan Abstract Okinawa Prefecture marked the 40th anniversary of its reversion to Japanese sovereignty from US control in 2012. Such isolated islands are almost under the environment separated by the mainland and the sea, so that they have the economic differences from the mainland and some policies for being active isolated islands are taken. It is necessary to promote economical measures in order to increase the prosperity of isolated islands through initiatives involving tourism, fisheries, manufacturing, etc. In this study, Ishigaki Island was considered as an example of such an isolated island. Ishigaki Island is located to the west of the main islands of Okinawa and the second-largest island of the Yaeyama Island group. Ishigaki Island falls under the jurisdiction of Okinawa Prefecture, Japan’s southernmost prefecture, which is situated approximately half-way between Kyushu and Taiwan. Both islands belong to the Ryukyu Archipelago, which consists of more than 100 islands extending over an area of 1,000 km from Kyushu (the southwesternmost of Japan’s four main islands) to Taiwan in the south. Located between China and mainland Japan, Ishigaki Island has been culturally influenced by both countries. Much of the island and the surrounding ocean are protected as part of Iriomote-Ishigaki National Park. Ishigaki Airport, built in 1943, is the largest airport in the Yaeyama Island group. The runway and air security facilities were improved in accordance with passenger demand for larger aircraft, and the airport became a tentative jet airport in May 1979.

In fact, the newspapers have rarely changed their subscription prices in recent years, and the three leading national dailies, together accounting for about half the total industry circulation, and thirteen other papers accounting for another one eighth of industry circulation, all have set exactly the same price (3,925 yen per month for combined morning-and-evening editions, and 3,007 yen per month for morning-only). The remaining local papers all set lower prices. Econometric analysis here shows that Japanese newspaper subscription prices are far below the levels that would maximize joint profit, given the newspaper content. The authorized resale price maintenance, and prohibition against prices that vary geographically, seems to have allowed only modest collusive price increases. The parade made its way through thousands of waving bystanders, young, old “A performer from and many mainlanders. Okinawa prepares back- stage for her upcoming number.” What started as a humble idea from Roy Kaneshiro, has evolved into an annual celebration of culture and fellowship that continues to grow. But none of this can be done without the dedication of so many volunteers, the months of planning, discussion and fears. All come together on one weekend demonstrating undeniable conviction, to a culture requiring the assistance of all to accomplish Uchinanchu, Shimanchu, and Uminchu promotion, perpetuation and preservation. So Ippee Nifee Deebiru to everyone and to all please have a great year, for before we all know it, the next Okinawan festival will be here. Let us all hope and believe that together we will always strive, to view the Okinawan Festival as a symbol of Kizuna and keep the dreams of our heritage alive. But many in attendance were anxious, Kapiolani Park beckoned, they all knew that the Okinawan Festival was soon to be awakened.
