NATIONAL EMERGENCY OPERATION CENTER TROPICAL CYCLONE WINSTON SITUATION REPORT 43 of 01/03/2016 The purpose of this report is to provide the update on the current operations undertaken after TC Winston. This Situation Report is issued by the National Emergency Operation Centre and covers the period from 1600 hours 01/03/2016 to 0000 hours on 02/03/2016. Updates in this report summarise all reports and briefs submitted from various EOC’s in the four divisions. 1.0 HIGHLIGHTS OF LAST 12 HOURS MV Iloilovatu departs Suva tonite (01/3/16) conveying rations for Taveuni at 1000hrs (2/3/16). MV Vatulawa leaving Suva 0800pm ETA at Nabouwalu 1pm (2/3/16) and Savusavu 8pm (2/3/16). Transporting food ration distribution to Nabouwalu/Taveuni [TBC]. Arrival of RANS Canberra for relief assistance today. Honourable Prime Ministers meeting with DAC’s in Rakiraki today. Handing over of 2 Stihl chainsaws by the United Nations Development Programme to the Eastern Division for clearance of debris caused by TC Winston Eastern Division SITREP 35 confirmed new EC at Tikina Mualevu, Vanua Balavu with population of 64 persons. 1.1 STATUS SUMMARY Number of deaths in the four divisions remains the same. There is however an increase in the number of evacuation centres and evacuees after the Div EOC (E) identified the four EC’s on Vanua Balavu. Figures reflect the latest confirmation of numbers from field officers Page 1 1.2 WEATHER BULLETIN Weather outlook for the Fiji Group derived from the Fiji Meteorological Services in Nadi forecast fine weather apart from isolated showers in the afternoon or evenings. Brief showers can be expected over the eastern parts and interior of the larger islands with a moderate to fresh southeast winds. Mariners can anticipate moderate to rough seas. 2.0 DIVISIONAL UPDATES Divisional updates remain mostly unchanged during the evening to midnight shift of the Current Ops. Evacuation Centres matrixi are appended for perusal if necessary. Brief summary of updates are below: 2.1 CENTRAL DIVISION Ration distribution for the division covered 80% of all affected areas. This included areas in coastal Tailevu north, Wainibuka and the hinterland. The uphill regions of Naitasiri including tikina Nagonenicolo and Nabobuco have also been covered with the mid Naitasiri regions of Waima and Muaira tikinas. Naigani Island was also covered during the day. All critical agencies have confirmed expedite works according to timeline to restore services in areas still affected and have no access to water and electricity. 2.2 EASTERN DIVISION The most affected division in the aftermath of TC Winston, the Eastern Division remains the core focus of the NEOC operations. Continued assistance from NGO’s, and overseas donors supplement the effort of Government to stabilize the situations in the islands. Page 2 2016 As of 01/03/16 power has been restored in Levuka town and surrounding areas on Ovalau Island with Vuma and Draiba village having restored access to clean drinking water. Communications to Vanua Balavu Island have also been restored. Ration distribution was completed in Vanua Balavu with assessment ongoing. The Lomaiviti groups of islands Nairai, Gau, Batiki and Koro have also received rations and shelter. 2.3 WESTERN DIVISION Visitations continue by government agencies with assessment team from the Ministry of Women Children and Poverty Alleviation visiting the Divisional EOC at 0900hrs and were briefed by the Divisional Commissioner Western. 3 truckloads of were despatched to Rakiraki for distribution. Honourable Prime Minister was in Rakiraki today to meet with District Advisory Councillors. 2.4 NORTHERN DIVISION STATUS The Northern Division has managed to restore almost all essential services. Government agencies on the ground are coordinating well with Divisional EOC except for Taveuni where the communication is partly restored. The division is working on conveying temporary relief supplies to the worst stricken villages for them to survive for the time being while waiting for the rations to be distributed after the Detailed Assessment is done. There are currently 97 EC’s still active in the division recording a decrease of 14 EC’s. 3062 evacuees still occupy these centres marking a decrease of 166 persons who have returned to their respective villages and communities. Ration distribution is ongoing and is summarised in the appended matrixii. Page 3 3.0 AGENCY UPDATES Below are the agency updates received as of 1600hrs 02/03/2016 to 0000hrs 02/03/16. 3.0.1 Fiji Electricity Authority Central Division: 80% of areas in the division have been restored. Northern Division: Power supplies have been fully restored in Labasa, Seaqaqa and Dreketi areas. Eastern Division: 80% of power poles and lines requiring attention for the Levuka Distribution Network. Western Division: Most of the centres in the division are still being supplied by diesel generation and FEA teams and contractor are working simultaneously in multiple areas to restore normalcy to power supplies. 3.0.2 Ministry of Health Central Division: 17 600 water purification tabs distributed to Dawasamu and Namena Tikina. For Vector Surveillance, Malathion spraying in villages starts today. NO reported cases of Leptospirosis, Dengue or Typhoid so far. Northern Division: PH health team deployed. Team consists of Doctors, Nurses, Allied Health Practitioners, Health Inspectors and support staff. Eastern Division: AUSMAT team left for Levuka today. PH outreach team will be deployed from Levuka to islands in the Lomaiviti group. Western Division: Continuation food surveillance and condemnation in urban centres. 3.0.6 Ministry of Local Government Green Waste collection continuing in all townships this week. Stock supply normal in all supermarkets operating in towns and cities. Supermarket and Hardware store have been allowed flexible operating hours in towns and cities. 186 listed heritage listed properties are currently being assessed by the Department of Heritage in Levuka. 3.0.6 Fiji Military Forces Update from RFMF is appended as Appendix IIIiii 3.0.5 Fiji Roads Authority Page 4 Road Location Status Savusavu Jetty Savusavu Open – Temporary repairs complete to causeway Nabouwalu Jetty Nabouwalu Open – Temporary repairs complete to causeway Taveuni Jetty Blackpoint Open to pedestrian access. Treated water was delivered to the following areas in Ra; Tuaqaqa, Rakiraki Town, FSC, Vatumami/Mid Road, Naqoro, Nadovi, Wairuku, Doqu, Vitawa, Narewa, Rakiraki Village, Naria, Malake Landing and Raravatu.
