NATIONAL EMERGENCY OPERATION CENTER TROPICAL SITUATION REPORT 67 of 09/03/2016

The purpose of this report is to provide the update on the current operations undertaken after TC Winston.

This Situation Report is issued by the National Emergency Operation Centre and covers the period from 1600hrs - 2400 hours, 09/03/2016. Updates in this report summarise all reports and briefs submitted from various EOC’s in the four divisions.

1.0 NATIONAL HIGHLIGHTS  Further to the current overall national damage assessments conducted by the four divisions and sectoral agencies, damage incurred quantified to a magnitude of $476.8m, however progressively this is subject to change after a series of progressive detailed assessments across all sectoral agencies and the outcome of damage assessments by the DDA Teams deployed by the four divisions.  A total of 545 active evacuation centers exist nationwide with the Eastern Division recording the highest with a record of 325 evacuation centers, Western Division has 196 evacuation centers while the Northern Division has 34 evacuation centers.  A total of 17953 national evacuees population is recorded as the current total number of evacuees nationwide  A total of 306 schools is affected with 23 schools closed for repairs and  A total of 16 schools are currently used as evacuation centers occupied by 666 evacuees nationwide. 7 schools in the Western Division in the Ra Province and 9 schools in the Eastern Division, 8 in Lomaiviti and 1 in the Lau Province.  Local donations assistance received, quantify to a tune of $4m while internationally we have received more than $50m in cash and kind.  The Australian Government has provided more than $23m (FJD) in humanitarian assistance to in response to TC Winston to date  The Australian Defence Force (ADF) in the next 24 hours is intending to complete engineering support tasks on and deliver relief supplies to , and . They are working in joint ops with Fiji Engineers to repair or rebuild schools, health centers, community structures and road infrastructures.  HMAS Canberra has received 45 tasks from NDMO, it has completed 22 and 23 are on- going.  HMAS Canberra will move from South West of Koro (current location) to just outside Harbour tonight.

4.1.2 Gau/Batiki and Nairai Updates:

 Gau circuit in the delivered Root Crops and other household items today [09/03/16] for Naigani and Manuku village.  8 Think Pacific personnel are currently on Batiki Island assisting with the clean-up at Naigani village.  Manuku village is still activated as an Evacuation Centre for Naigani village.

4.1.3 Vanuabalavu Updates:

 NZAF focusing on: 1. Repairing Adi Maopa Secondary School boys’ and girls’ dorms. 2. Repairing work at the Lomaloma hospital dispensary. 3. Clearing of roads and repair work at Mualevu Primary School.  HMS NZ – unloaded relief supplies [wash kits] for distribution to communities.  5000litres of clean water pumped from sea water has been filtered, purified and is ready for distribution to communities.  The NZ Fire and Rescue technical team commenced repair at Mualevu Medical Centre and Lomaloma maternity ward with the inclusion of assessments.  MoH and Medical Services- continue to conduct community health awareness and outreach clinical services.  MoA – distributed seeds and planting materials to villagers including Government employees at the Lomaloma Government station.  MoE & UNICEF: a) HMAS Canterbury have offloaded school materials aid which have been stocked at Adi Maopa Secondary School. b) Stock will be ready for distribution when classes commence while MoE rep continues to assess schools on the island.  Tongan Navy – are continuing with cleaning up in the Schools and Government station.  Sub – Divisional Health Inspector inspected Vanuabalavu Airstrip and advised that it is not fully functional due to unavailability of shelter which is a requirement of local airline services. However, chartered flights are currently using the airstrip.

4.2 NORTHERN DIVISION

4.2.1 Highlights • Water carting was done for Navatu Junior Secondary School, Naweni, Vunisavisavi, Vucivuci settlements and Tuniloaloa Primary school. • 11 Agricultural Quarters were damaged during the cyclone. • Rehabilitation work in progress by the Corrections Team for all schools for Vuna District. • Health Inspector and his team were deployed to Yatabu, Vurevure, Virimaria and Dala settlements for mosquito spray fumigation. • MV Sigavou departed this morning for ration supply to Island with a team of five Officers • MV Iloilovatu will also serve loading and distribution of ration in the division • Engineering teams have been deployed to evacuation centres this morning to build temporary shelters. • The Army camp evacuation centre has been closed. • Agricultural Officers have started with their rehabilitation program in Bua. • Distribution of water purification tablets and washkits to Naqelelevu village was done. • Areas energised today are Korovei, Raviravi, Navobua, and Naveria

4.3 CENTRAL DIVISON 4.3.1 Highlights  Strength is needed in the coordination of DISMAC OPERATION to ensure that service by the organisation is delivered to those affected by Tropical Cyclone Winston.  DHI has confirmed 4 cases of typhoid and 19 are suspected in the village of Qelekuro, Tailevu.  DFO has requested these items to be airlifted to Koro Island -2 chainsaw -20 litres of fuel  PM toured these areas today; -Naitavuni Catholic School/Waidina District -Vunidawa and Tikina Waidina of Naitasiri  Provincial consultation continues in some villages  Water request received from communities is quite high  Continuation of spraying around communities  Consultation in Colo-i-Suva to mediate in relation to FEA Officials being obstructed by villagers in the course of their duty

Rations and reliefs continue to be shifted and cleared from Vunimono Hall to the Agro Marketing Authority Warehouse

4.4 WESTERN DIVISION

4.4.1 Highlights

 The Divisional Commissioner Western conducted a meeting with PAs, DOs, Roko’s regarding Operation processes at 0830hours.  Minister for Fisheries and Forests, Hon. Osea Naiqamu and Minister for Labour and Industrial Relations, Hon. Semi Koroilavesau visited DIVEOC West at 0900hours  Meeting was joined by the Assistant Minister for Rural and Maritime Development, Hon. Joeli Cawaki.

4.5 AGENCY UPDATES 4.5.1 Ministry of Agriculture MOA is mandated to help the farming communities especially those that rely on the sector for their livelihood. The Hon. Assistant Minister and Acting Permanent Secretary for Agriculture launched the seed, feed, agro inputs and planting materials distribution program for Tropical Cyclone Winston.

5.0 CONCLUSION

The report concludes that divisions coordinated relief efforts are concurrently pursued with structural damage assessments and sectoral damage assessments. Local and international donation efforts continue with strong participation shown by our regional counterparts in Pacific Island states.

Evacuations centers and evacuees population continue to decrease which is a positive reflection of effective relief efforts directed to the affected population nationwide. Foreign

Troops deployment relief efforts have positively contributed to the recovery process in the maritime affected areas of the Eastern Division.

6.0 RECOMMENDATION

Analysis of divisional statistics must be submitted to allow effective reporting at national level as it is critical at this stage to ensure appropriate planning functions and informed decisions are done at the strategic level.
