Considerăm că avem o datorie fundamentală de a proteja toţi beneficiarii implicaţi în activitatea noastră, faţă de abuzurile de orice fel. Realizăm acest lucru prin alinierea la legislaţia în domeniu, cât şi prin aderarea la Convenţia Naţiunilor Unite cu privire la Protecţia Copilului (UNCRC) - 1989 ce reprezintă cadrul legal internaţional în ceea ce priveşte drepturile copiilor și tinerilor. Organizația Națională Cercetașii României este hotărâtă să creeze şi să menţină un mediu de îngrijire şi de protecţie care să-i promoveze valorile centrale şi ​care să prevină problema abuzului şi exploatării copilului și tânărului​. Depunem eforturi pentru existenţa unor mecanisme de conştientizare, prevenire, încurajare a raportării şi uşurarea procedurilor de răspuns în cazurile de abuz. Conținutul politicii însumează o serie de metode de prevenire a cazurilor de violență și de intervenție la cazurile suspecte de violență. În acest sens politica dată poate servi drept ghid pentru gestionarea activităților zilnice în lucrul cu grupul nostru țintă. Politica de protecție a copilului, tânărului și a adultului conține și un cod de conduită, care urmează să fie semnat de toți colaboratorii Organizației Naționale Cercetașii României (angajați cu normă plină, angajați temporari sau voluntari adulți). Credem cu tărie că implementarea sistematică a acestei politici reprezintă cea mai bună modalitate de a asigura protecția necesară beneficiarilor, protecție pe care de altfel sunt îndreptățiți să o primească. 1.1 Context general Copiii, tinerii și adulții reprezintă o prioritate pentru Organizația ​Națională Cercetașii României, iar pentru acest lucru, facem tot posibilul ca toată lumea să se simtă în siguranță. Aceștia sunt înzestraţi cu o capacitate nativă şi o dorinţă unică de a schimba informaţii şi idei ce pot fundamenta relaţii şi pot conduce către o schimbare durabilă pentru viitorul lumii. Deși suntem o organizație diversă, în care fiecare centru local își aduce contribuția particularizată în materie de activități desfășurate cu copiii, atunci când vine vorba de siguranța în activități, trebuie să respectăm toți aceleași reguli și protocoale. Nevoia de a avea un ghid complet care să ne îndrume în situații delicate, a dat naștere prezenței lucrări, care este scrisă în conformitate cu legea în vigoare și care este de folos tuturor beneficiarilor organizației. Regiei, nr. 6B, etaj IV, sector 6, 060204, Bucureşti, România, CIF 5990766 3 1.2 Poziția organizației Ne propunem ca această politică să fie aplicată uniform la toate nivelurile organizației, care să asigure un mediu sigur pentru copii, tineri și adulți în absolut toate activitățile în care cercetașii sunt implicați. Avem o politică care este comprehensivă și ușor de aplicat, care să formalizeze bunele practici pe care le avem în prezent și să pună la punct procesele necesare pentru a avea o organizație orientată spre siguranță, ca element definitoriu al întregii activități cercetășești. Această politică propune mijloace care să definească, din punct de vedere al siguranței, minimul necesar pentru (1) activități și (2) adulți care lucrează cu copii. Politica definește criterii necesare pentru ca un adult să poate organiza singur evenimente cu copii / tineri și conține, de asemenea, introduce un ghid de comportament din perspectiva Safe from Harm pentru adulții care lucrează cu copii. Spre exemplu, care sunt situațiile în care trebuie să evite să se pună. Politica definește roluri definite și termene limită clare, care sunt acțiunile care trebuie întreprinse și de către cine, în cazul unei suspiciuni de abuz de orice fel. Politica include o propunere de înființare a poziției de persoană însărcinată cu protecția copilului – atât la nivel local, cât și la nivel național, și trasează modul de organizare a acestei rețele de persoane. This newly built centre is surrounded by Woodlands, Lakes and Rivers. Mount Melleray Scout Centre lies high in the Knockmealdown Mountain range, 7km from Cappoquin, Co. Waterford. This former boarding school, in the ground of the Melleray Monastery has extensive indoor accommodation capacity, sleeping over 300 persons and an adjacent campsite. My name is Aisling Kelly, I have been an adult Scout volunteer for 23 years, previously I was a youth member of Girl Guiding from the age of 9. I am accompanied by Mr. Adrian Tennant, Director of Scouting Ireland, Miss Lisa Barnes, Director of Scouting Ireland, and who resides in Northern Ireland, Dr. John Lawlor, CEO of Scouting Ireland and Mr. Ian Elliott, an independent Safeguarding Consultant, who has been working with us as the interim Safeguarding Manager. I want to tell you about the progress which Scouting Ireland has made since the last time the organisation appeared before you on 9th May 2018. I want to outline too, the challenges we face. When we last appeared before this Committee, an apology was offered for the hurt that has been caused as a result of poor practice on the part of those involved in Scouting. Some of this occurred many years ago but the effects are still causing distress today. I want to reiterate that apology and add to it our sincere regret for what has happened, and our absolute determination to learn from those mistakes and make Scouting Ireland today as safe an environment as we can create for all of our members.
