Sú fyrsta var stjórnarskráin 1874 sem veitti Alþingi löggjafarvald og aðskildi þar með löggjafarvaldið í málefnum Íslands að nokkru leyti frá því danska þótt konungur hefði að vísu neitunarvald í löggjafarmálefnum og skipaði helming efri deildar þingsins. Aðra stjórnarskrá sína fengu Íslendingar árið 1920 í kjölfar þess að íslenska ríkið hafði orðið fullvalda árið 1918. Sjálfstæði Íslands að alþjóðalögum var þar með staðreynd þótt ríkið væri áfram í konungssambandi við Danmörku og ríkin tvö hefðu samstarf um ýmis mál. Í samræmi við ákvæði sambandslagasamningsins árið 1918 ákváðu Íslendingar síðan að rjúfa samband ríkjanna að tilskildum

His parents moved to the Laxnes farm in nearby Mosfellssveit parish when he was three. He started to read books and write stories at an early age. Þar hafa þeir fjallað um íslenska sögu og menningu og hlutverk þessa tvenns fyrir íslenskt samfélag. Hátíðarræðurnar hafa sáralítið breyst á lýðveldistímanum, hvorki að formi né inntaki, þó að sjá megi nokkurn blæbrigðamun á hvað varðar hina ráðandi söguskoðun íslenskrar þjóðareiningar. Söguskoðunin ber sterkan svip af sjálfstæðisbaráttu Íslendinga, enda varð hún til samhliða henni og gegndi m.a. þeim tilgangi að sýna fram á sérstöðu Íslendinga og á grundvelli þess réttlætingu sjálfstæðs lýðveldis á Íslandi. Þrátt fyrir að allar ræðurnar hafi verið fluttar eftir fullnaðarsigur í sjálfstæðisbaráttunni lýsa forsætisráðherrarnir áframhaldandi framvindu sögunnar sem ævarandi, eða eilífri, sjálfstæðisbaráttu. Henni hafi alls ekki lokið þann 17. júní 1944 heldur standi Íslendingar stöðugt frammi fyrir ógn við sjálfstæði sitt. Þessi ógn er til að mynda sundurlyndi þjóðarinnar og erlent vald. Ástæður þess hversu keimlíkar ræðurnar hafa verið frá upphafi liggja fyrst og fremst í því frá hvaða sjónarhorni ráðherrarnir hafa litið íslenska sögu og hvaða tilgangi hún gegnir í samtímanum. Þjóðernisstefnan er þar í fyrirrúmi, sem og atvinnu- og efnahagslíf Íslendinga.

ORFIELD* Because of its connection with Norway from its first settlement in 874 up to 1814 and because of its connection with Denmark from 1380 to 1944 Iceland is of peculiar interest to all Scandinavians.' As Arnold J. Toynbee has so beautifully phrased it, "the finest flowering of an oversea Scandinavian polity was the republic of Iceland, founded on the apparently unpromising soil of an Arctic island, five hundred miles away from the nearest Scandinavian point d'appui in the Faroe Islands."2 The same author states that "it was in Iceland, and not in Norway, Sweden or Denmark, that the abortive Scandinavian Civilization achieved its greatest triumphs in literature and in politics.'' 3 Iceland is of no less interest to the United States. Many Icelanders have settled in the United States during the past century. Our troops were stationed in Ice- land during World War II and even a half a year before the United States entered the war.

Three theoretical approaches - a party identification approach, a rational approcah, and a social-structural approach - are used. A special effort is made to compare the Icelandic findings to voting behaviour in Norway and Sweden. Direct party switching (23% in 1983 and 36% in 1987) is shown to be the main reason for the major changes in election results, while the impact of new voters and mobilization and demobilization of voters was small.

A THEORY OF COALITIONS AND CLIENTELISM 2 Abstract This paper serves a dual purpose. First, it considers the effects clientelism has on coalition politics through the inflated importance of the particularistic benefits the executive office offers. The patterns of coalition politics in the Nordic countries are compared to offer preliminary evidence in support of the theory. Secondly, it provides detailed information about coalition formation and termination in Iceland from 1945-2000 following closely the format of Müller and Strøm’s, eds., (2000), which contains analysis for each of the other Western European democracies.
