Mr Ian RITCHIE Immediate Past President The Royal College of Surgeons of Edinburgh

It is with great pleasure that I write to congratulate you on completing 25 years of great achievement as a College of Surgeons. The original intention of institutions such as Colleges was to protect its Fellows and Members and, while that is part of the role of any Guild or College, surely the most important part is to support the development of surgery as part of the armamentarium of care that we can deliver for our patients.

My personal experience of the College of Surgeons of Hong Kong over the past 15 years is that the College has helped to maintain and develop standards in surgical practice in Hong Kong. It is true to say that the standards of surgical practice and the levels of care in surgery delivered in Hong Kong are amongst the highest in the world and that is in no small measure due to the activities of the College of Surgeons of Hong Kong.

The Royal College of Surgeons of Edinburgh congratulates the College of Surgeons of Hong Kong on 25 years of development and exemplary activity.

Prof. David AK WATTERS President Royal Australasian College of Surgeons

It was a great pleasure for me to be present to celebrate your 25th Anniversary of the founding of the College of Surgeons of Hong Kong. I was honoured to represent the RACS as its President on such an auspicious occasion, and to participate in the convocation, and subsequent celebration. The commemorative plate we gave you was crafted by Indigenous artists of the Wathaurong tribe, who live on West side of Corio bay in the Geelong region of Victoria. The symbols stand for wind and water. It represents Australia and New Zealand’s rich indigenous history, and its red color the red earth of the centre of Australia. Indigenous Health has been a particular focus of our College during 2015.

It was particularly special for me to share in your Anniversary because I have also been a fellow of the College of Surgeons of Hong Kong for most of those 25 years, having spent the year 1991 at the Chinese University of Hong Kong and the Prince of Wales Hospital, Shatin.

You can be proud of what your College has achieved in a short time. The RACS has had, and will continue to have, many opportunities to collaborate with neighbouring countries in the SE Asian region, many of which are less fortunate than ourselves, and look to us to support their efforts to champion surgical standards, and build capacity in surgical education and training. Now that your College has ‘come of age’ you will also find increasing opportunities to contribute to the development of surgery in the ASEAN region as well as your ongoing support to other regions of China.

Thank you for your hospitality to myself and my wife, Olga, during the meeting. It was a truly memorable occasion and we enjoyed sharing it with you officially.

Yours sincerely

Prof. Michael GRIGG Immediate Past President Royal Australasian College of Surgeons

It is difficult to believe that its only twenty-five years since the College of Surgeons of Hong Kong came into being. So much has been achieved in such a short period including the prominent position that CSHK has come to occupy in the international arena of surgical colleges and professional organisations.

The Royal Australasian College of Surgeons (RACS) has long regarded the CSHK with special affinity, not least because so many of our fellows have gained valuable post fellowship surgical experience in Hong Kong and established lasting friendships and relationships. Indeed the opportunities to share surgical education, surgical training and surgical experiences with CSHK are very much cherished by the Australasian College.

The Royal Australasian College of Surgeons has traditionally held its Annual Scientific Congress in either Australia or New Zealand but in 2008 it chose to have its meeting “off-shore” for the first time. It was an easy choice and the ASC was held in Hong Kong. It was an enormous success not least because of the participation of the CSHK. There was palpable mutual respect at this meeting between our two Colleges and that has firmly cemented the CSHK in the heart of the RACS.

There is little doubt that the world is changing and threats to professionalism abound. The roles of professional organisations in maintaining standards of training and practice are challenging but possibly never more important. It should be abundantly clear to all that CSHK has responded to these difficult challenges in meaningful and effective ways.

On behalf of all within RACS – the Council, the fellowship and the staff – may I express very best wishes for your 25th year celebrations. May I also express congratulations on your many achievements to date. The RACS looks forward to the future with CSHK with confidence, respect and friendship, and in the expectation of even greater achievements in the years ahead.

Yours sincerely

CONGRATULATORY REMARKS f r o m Dr The Honorable Edward Che-Hung LEONG Founding President The College of Surgeons of Hong Kong

I write as the Founding President to congratulate our prestigious College on her 25th Anniversary. In extending my congratulations I like to express my appreciation, as a fellow, to the successive Councils for their leadership in bringing the College to what it is today.

Much has changed in this quarter of a century for the better; we see a much gel cohesive College with Council comprising members from every factions of surgical practices in Hong Kong – the universities, the public and private sectors; we see a continuous cooperation with surgical bodies nationally and internationally; we see the College taking up the role of setting standards for new and senior fellows and a move towards credentialing – all for public good. Needless to say, the role of the College will become more complex – with ever enlarging fellowship members and with the need to catch up with the rapid advances of medical science.

Yet the 2 basic mottos of the College cannot be shaken: • To set and determining structured training programmes for trainees and to assess their standards for acquisition of Fellowship, a stepping stone for specialist status and qualifications; • To be totally vigilant as a bearer of standards be it the ethics, the moral or the practise of surgery and her specialties.

Today, more than ever, the College must embarked on designing and providing training programmes and facilities for fellows to develop and to be competent in the rapidly advanced technologies of surgical practices. No fellows should be barred from the practise of modern techniques, yet each must be properly trained and assessed. The college has a responsibility to provide such facilitations.

It is only with these that the College can and will march triumphantly into the next 25 years and beyond.

It gives me great pleasure to offer my congratulations to the College of Surgeons of Hong Kong on the occasion of its Silver Jubilee.

A professional body entrusted with the overall advancement of surgical training, education and practice in Hong Kong, the establishment of the College in 1989 is a major landmark in the history of surgical development in the territory.

In the 25 years that ensue, the growth of surgical knowledge in breadth and depth has been phenomenal, the curriculum of medical schools the world over has been revamped many times, new surgical techniques and equipment have been introduced, and a lot of changes have taken place in medical and health care. Meantime the College has spared no effort in disseminating new knowledge and pioneering new directions through international collaboration and sharing. It has set rigorous standards for local practitioners to follow. It has organised continuous education and training programmes to keep surgeons in Hong Kong abreast of the state of the art. It has promoted the development of surgical sub-specialties to improve patient care. Most of its activities have been duly recorded in different issues of the Cutting Edge, the College's official newsletter, published during the same period.

Now an internationally-recognised leader in the field of surgery, the College has come a long way in the past quarter of a century. I take great pride in its many accomplishments and feel privileged to be part of this glorious heritage. I wish the College continued success in the years to come.

Significant developments

The underlying principle of the Academy and for that matter the Colleges is to set standards — standards not just to satisfy local needs but standards that are universally recognized. It is imperative therefore that fellowship of the College be internationally accepted and the flag of College of Surgeons of HK flutter high and proud in the international world of surgery. It is a daunting task, but it MUST be done!

This “infant” College must look for an international acclaimed partner to introduce and support us in the international surgical brotherhood. We were therefore most fortunate and grateful to have the Royal College of Surgeons of Edinburgh agreeing to hold “conjoint” fellowship examination with us, such that any trainee who succeeded in the exam becomes both a fellow of the College of Surgeons of HK and the Royal College of Surgeons of Edinburgh. Internationally, therefore the Fellowship and therefore the standards of the HK College is equivalent to that of an ancient Edinburgh College with heritage and repute. This, “fairy godmother” was a “god send”, but it also reflects the fruition of close bondage between the surgical forefathers of HK and should those from Scotland. To them, we should be forever indebt.

Promoting the College at its infancy is essential. As the Founding President, I attended most international surgical meetings to “sell” our College, including the International Association of Colleges and Academies Presidents (IACAP) meetings and manage to host one of the meetings in Hong Kong. I am grateful to many of my successors who carried on these traditions and became a seasoned “salesman” of the College. International recognition, international connections and international networking remain the single most important element for our College to succeed, and for that matter for the Academy and for Hong Kong.

My thought ahead

With solid foundations set, the College must move ahead, we should not be just living in past laurels.

YES, the College is charged to set standards, to accredit training and to vet bona fide surgeons and to provide facilities for conferences, education and professional developments that fellows are required to comply, but these are only the basic. The College must do more:  Influence government on surgical manpower needs;  Provide training facilities for fellows; in particular in “new” procedures;  Set training and practice guidelines for “new” procedures; and  Influence hospitals in the provision of satisfaction facilities for the practice of surgery and its different subspecialties and ensure that only bona fide surgeons would be allowed to practice surgery.

These and many others are tall orders for the future leaders of the surgical brotherhood; yet there is no turning back, nor could we shy away from such challenges. The Academy of Medicine and the different Colleges were approved by the people of Hong Kong on the premise that we are the bearers of standards. This, we have to do. Furthermore, the society expects standards to be more stringent as medical developments progress.

The College of Surgeons of HK, as one of the major College of the Academy, must take a leadership role. It is only through this, that we are not just “taking off” but “taking off with flying colours” as we march into our next 25 years and beyond.

Younger Fellows held the mace during WHAT the Diploma Conferment Ceremony DO YOU KNOW about the College

Travelling Mace Mace?

Why the mace was produced? The production of the College mace was initiated by the Council in 1996 and finished by the end of 1998 after thorough discussions. Following the long- lasting British tradition, large organizations will have a mace which represents the symbol of the organization. How the mace was designed? The mace weighs approximately 80 pounds with 1m long. The mace costed HKD300,000 at the time of production. The College mace and the Medallion were donated by our Past Presidents. The mace was produced in solid brass with Gold/Silver Plating. It consists of a central shaft carrying a gold (plated) dragon and surmounted by badge of office. The badge has areas of red enamel. There was matte silver plated shaft and polished silver sphere at base. Lower end of the shaft fitted with sphere embossed with titles in raised letters. The crest represents a house. The dragon represents Chinese, while the dragon and the knife represent Chinese surgeons. This College crest was originated from the Hong Kong Surgical Society, with minor add-on at the moment the College logo was produced. When the mace is used? The mace is usually used during formal and official occasions of the College, including the Diploma Conferment Ceremony. It is used in any meetings to mark the presence of the College by leading the procession or putting on or in front of the stage. The mace is a symbol representing the authority of the College since a new President of the College will take office in every three years. Who is the mace bearer? There was no appointment for mace bearer. The Council requests a young and strong Councilor as the bearer, occasion by occasion. This is due to the weight of the College Mace as it follows the British tradition, which the mace is more representable with heavy weight. In recent years, the College appoints the representative from the Younger Fellows Chapter as the mace bearer. A travelling mace in lower weight has been produced recently for easier carriage.

Moreover, doctors have the chance to meet people from all social classes. By speaking and interacting with them, we have the opportunity to understand our society.

Doctors should not be deteched from the society like in the old times, and more involvement in the community work is encouraged. Participation into public work enables us to learn more about our society and look things with different perspectives.

When surgeons participate in the public services, EQ is very important. There may have conflict of interest between different parties, so we have to listen to opinions from different stakeholders, and with discussion base on objective evidence, figures and data. Yet history should not be forgotten, and I would like to reminisce two items during the Members and formation of our College, to take stock as we march into the future. No new professional institution could be formed with dignity and in a commanding Trainees position and consider its representativeness unless it has the participation from every factions of that professions discipline. I was blessed that as the Founding President the inaugural Council has the ownership of the private practicing surgeons, the different surgical departments of the public hospitals, and the departments of surgery of our two medical schools. A newly borne College would find great difficulties sanding on her own feet unless it has the care and support of many more senior Colleges. The College of Surgeons of Hong Kong was fortunate to have many fairy god mothers, in particular the Royal College of Surgeon of Edinburgh, who had catapult us into the international surgical arena. To them we should be forever grateful. I am confident that the College will advance from strength to strength as we march into the next quarter of a century and beyond. My heartfelt congratulations to everyone at the College of Surgeons of Hong Kong, past and present, who have supported the College’s tremendous work in transforming surgical practice and training. It is a great privilege to be a Fellow of the College and I look forward to many more years of Prof. Lord Ara DARZI successful collaboration to come!
