Inside Spain 34 William Chislett Foreign Policy Spanish and Cuban Governments Re-open Political Dialogue After Four-Year Gap Spain and Cuba reached an agreement outside of the EU’s common policy and re- established full co-operation with the government of Fidel Castro. An institutional mechanism was also put in place to discuss all political issues including human rights, although Felipe Pérez Roque, the Cuban Foreign Minister, reiterated Havana’s well- known position that those in prison were ‘mercenaries paid by the US government’ and not political prisoners. The visit by Miguel Ángel Moratinos to Cuba was the first by a Spanish Foreign Minister since 1998 and the first by an EU Foreign Minister since 2003 when Brussels imposed diplomatic sanctions against the regime, following the summary execution by firing squad of three people who hijacked a ferry in an attempt to flee the country, and the round-up of 75 dissidents. The agreement was denounced by Spain’s conservative Popular Party (PP), the main opposition to the Socialists, and by dissidents inside Cuba. The former PP Prime Minister, José María Aznar, was a prime mover behind the EU’s sanctions. It was also criticised by Thomas Shannon, the US Assistant Secretary of State for Western Hemisphere Affairs. Eastern European EU members (and former communist countries), particularly the Czech Republic, were especially unhappy about it. While it seemed that Spain was going out on a limb, the agreement was not that surprising as Moratinos had long made it clear that the government wanted to end the diplomatic freeze and restore dialogue, which it views as more constructive than continuing to ostracise the Cuban regime. -

Our agenda for work during these three days has allowed us, first of all, to see the Spanish system of autonomous communities from up close with a visit to the Community of Valencia. Talks with the president of the community, Eduardo Zaplana, the two deputy presidents and associated councillors showed the value modern and democratic Spain attaches to a local, decentralised and autonomous society in the framework of the territorial unity of nation. Autonomy has transferred full territorial powers to the communities in areas such as education, health, housing, tourism and regional channels. The vibrancy of Valencia shows the confidence of the people in their system and the possibility of achieving the highest standards of well-being. In Benidorm, in addition to the heartfelt tribute by residents of the municipality to Colombia, we met with business figures in the local chamber of commerce who reiterated their confidence in our country and their desire to develop bilateral economic links. The agenda continued in Madrid, where we had an informative session on the operation of the Spanish social security system, headed by the Director General of the Social Security Institute, Fernando Gómez Ferreiro and members of his staff. The Spanish system is an advanced social network, with funding and clear benefits in areas such as employment, pensions and healthcare. -

Parties are divided into state-wide parties, operating at both national and regional levels, and non state-wide parties. The latter are most important in the historic nations of Catalonia, the Basque Country and Galicia. Autonomous elections are generally second order elections, with lower turnout and with results generally following the national pattern. In certain cases, the presence of non-state wide parties challenges this pattern and in Catalonia a distinct political arena exists with its own characteristics. Autonomous parliaments and governments have provided new opportunities for both state-wide and non-state-wide parties and served as a power base for political figures within the parties. 2 Introduction The reconfiguration of Spain as an Estado de las autonomías (state of the autonomies) has produced multiple arenas for political competition, strategic opportunities for political actors, and possibilities for tactical voting. We ask how the regional level fits into this pattern of multilevel competition; what incentives this provides for the use of party resources; how regionalisation has affected the development of political parties; how these define their strategies in relation to the different levels of party activity and of government; how these are perceived by electors and affect electoral behaviour; and whether there are systematic differences in electoral behaviour at state and regional levels. -

Foreign Policy Spain aims to use Brexit to change Gibraltar’s ‘unfair’ economic model… The government sees a chance in the Brexit negotiations to exert pressure on the UK overseas territory of Gibraltar, which voted 96% in favour of remaining in the EU, to change its low-tax model which it regards as a ‘tax haven’ that engages in ‘unfair competition’. Following the European Council’s approval of the Brexit negotiation guidelines, which among other things condition any future relationship between Gibraltar and the EU to prior agreement between the UK and Spain, Spain’s Foreign Ministry set out its position in a document sent to parliament. Spain entered the EU in 1986, 13 years after the UK and along with it Gibraltar, and had to accept the Rock’s special regime. But since then Gibraltar’s position has allegedly ‘led to a situation of unjust privilege’. Madrid points out that Gibraltar enjoys the four EU freedoms (free movement of people, goods, services and capital), yet is not part of the customs union or subject to British law. As a result, ‘it has developed its own regime that is extremely permissive on issues such as tax, customs and business creation, which, in practice, has turned it into a tax haven’. -

Convertido ya en el presidente de su formación pero aún bajo la sombra vigilante de Aznar, Rajoy cuestionó su fama de político moderado, dialogante y pragmático al practicar una oposición muy agresiva e ideológica al Gobierno socialista de Rodríguez Zapatero, al que acusó de hacerles el juego a los nacionalismos periféricos y a ETA, y de minar la arquitectura constitucional y territorial de España. Presionado por el ala derechista liberal y la vieja guardia aznarista del PP ?cuya ideología estatutaria es la centrista-, abonó las sugestiones de algún tipo de complot contra ellos en los atentados del 11- M e impugnó el matrimonio homosexual, donde coincidió con la Iglesia Católica. El Pacto Antiterrorista quedó virtualmente roto y PP y PSOE fueron incapaces de consensuar en las grandes cuestiones de Estado. Esta dinámica de confrontación y desgaste a toda costa y sin perfilar un proyecto alternativo no dio sus frutos en los comicios de 2008, vueltos a ganar por Zapatero.Al comenzar su segunda legislatura como líder de la oposición, Rajoy dio un volantazo interno: resistió los intentos de descabalgadura de sus críticos, que amenazaron con fracturar el PP, y modeló la cúpula con dirigentes fieles en el XVI Congreso del partido, saldado con victoria del oficialismo marianista. -

REPORT OF THE 27TH SESSION OF THE IPCC Valencia, 12-17 November 2007 1. OPENING OF THE SESSION The Session was held in the Principe Felipe Science Museum in the City of Arts and Science, Valencia, Spain, under the kind invitation of and with outstanding facilities offered by the Government of Spain. Dr Rajendra K. Pachauri, Chairman of the IPCC, called the Session to order at 10:00 hours on 12 November 2007. He expressed IPCC’s gratitude to the Government of Spain for hosting the 27th Session of the IPCC, and briefed the Assembly on recent events, including his participation in the high level event “The future in our hands” convened by the UN Secretary General in September 2007 and the recognition achieved by IPCC through the Nobel Peace Prize. He summarized the latest advances in the preparation of the Synthesis Report, looking forward to achieve agreement by all on its final formulation. The delegates were welcomed by Señora Rita Barbera Nolla, Mayor of Valencia. Mr Janos Pasztor, on behalf of UNEP, and Prof. Hong Yan, on behalf of WMO, confirmed the commitment of IPCC’s sponsors to its activities and successes, stressing the importance of the Fourth Assessment Report, thanking its authors, the IPCC Chair and Working Group Co-chairs, and looking ahead to the usefulness of IPCC messages for the Bali meeting. Mr Yvo de Boer, Executive Secretary of the UNFCCC, further congratulated the IPCC for its achievements including the Nobel Peace Prize, highlighting the informational role of the Panel and the challenges facing the international community at the upcoming Conference of the Parties in Bali. -

Els encarregats de salvar el PP pertanyen a la vella guàrdia del partit i estan vinculats a diversos casos de corrupció Text: Guillem Carreras ls han batejat com els tres tenors, però més Eaviat són llops a càrrec del ramat. Els tres barons terri- torials del PP valencià, líders provincials del partit i presi- dents de les corresponents dipu- tacions, han rebut l’encàrrec de la direcció de Génova de redre- çar la situació interna. La implicació de Francisco Camps i del seu entorn en la tra- ma de corrupció liderada per Francisco Correa i Álvaro Pérez, àlies El Bigotes, la mala gestió de la crisi i, sobretot, les mentides continuades a Mariano Rajoy en l’afer de la destitució de Ricardo Costa, han trencat definitiva- ment els ponts que hi havia en- tre Génova i el Palau de la Gene- ralitat, produint un buit de poder que està sent ocupat pels vells barons teritorials, els quals han trobat una oportunitat d’or per aprofundir la seua influència. La paradoxa és que els encar- regats de salvar el partit dels efectes del cas Gürtel no són uns altres que l’exzaplanista José Jo- aquín Ripoll, el polèmic Alfonso Carlos Fabra es manté en un segon pla, però ja busca un home de la seva confiança per pilotar la direcció dels populars a la Comunitat.
