    INTERLOCAL SERVICES AGREEMENT BETWEEN THE CITY OF SEDRO-WOOLLEY AND THE CENTRAL SKAGIT RURAL PARTIAL COUNTY LIBRARY DISTRICT This Interlocal Services Agreement (the "Agreement"), is by and between the City of Sedro-Woolley, (hereinafter "City") and the Central Skagit Rural Partial County Library District (hereinafter "District"). A.
