    UNIVERSITY OF PADOVA European Master’s Degree in Human Rights and Democratisation A.Y. 2018/2019 Space, street prostitution and women’s human rights The effects of spatial segregation in the perpetuation of violence against women in prostitution Author: Clara Ferrerons Galeano Supervisor: Lorenza Perini ABSTRACT This thesis analyses the role of Italy in fostering violence against women in street prostitution. Since the National Law 125/2008 on urgent measures on public security was passed in this country, city councils have applied municipal ordinances at the local level that prohibit the practice of outdoor prostitution in the public space, thereby criminalising it. Feminist geographers and urbanists argue that spatial arrangements in the city play a key role in the experience of violence against women in urban spaces. As a socially marginalised group, women in prostitution are extremely vulnerable to violence, which is further emphasised when criminalisation of this practice obliges women to move to peripheric and isolated areas of the city or to start working indoors. Taking Padova as a paradigmatic example of the typology of municipalities that have legislated the most on street prostitution, this thesis critically engages with international women’s human rights standards and argues that two ordinances passed in this city in 2011 and 2014 represent a failure of the State to act with due diligence in preventing, protecting and prosecuting all forms of violence against women as provided in CEDAW and the Istanbul Convention. In addition, this thesis argues that violence against women in prostitution should not be regarded as a side-effect of this activity but rather as a structurally mediated gender-based discrimination that needs to be decidedly recognised as such at the international level if the universality of human rights is to be applied rigorously to all individuals.

    Estud. fem. vol.4 no.se Florianópolis 2008 Tropical sex in a European country: Brazilian women’s migration to Italy in the frame of international sex tourism Adriana Gracia Piscitelli ABSTRACT In Fortaleza, one of the main cities linked to sex tourism in the Northeast of Brazil, young low-income women leave the country either with or invited by ‘sex tourists’. While some become engaged in the sex industry in Europe, others leave prostitution when they marry European men. Focusing on the universe of couples made up of women from the Northeast of Brazil and Italian men, this paper addresses the specificities that emerge when these relationships, formed in an ambiguous terrain where sexuality, economic interest and romance intermingle, unfold in the Italian context. I analyze the cultural, political and economic implications of that migration. The study investigates the relationship between gender and economic negotiations within these couples, reflecting on the meanings that “tropical sexuality” takes on through migration to this country of the North. Key words: migration, sex tourism, sex industry, marriage market TRANSNATIONAL DESIRES: THE MIGRATION OF BRAZILIAN WOMEN TO ITALY WITHIN THE FRAMEWORK OF INTERNATIONAL ‘SEX TOURISM’ INTRODUCTION In this text I discuss the migration of Brazilian women to Italy within a context of ‘sex tourism’ in Brazil. In the latter country, the relationship between sex tourism and migration has raised concerns since the beginning of the 1990s. According to commonly- held opinion, Brazilian women, attracted by promises of marriage or employment offered by international visitors, are forced to prostitute themselves in Europe. Some studies endorse the idea that, within those contexts, middlemen contact Brazilian women offering work in prostitution in Europe (Piscitelli, 2006).

Italia [email protected] Abstract This study shows a descriptive work on the rellevance of foreign prostitution in Italy in the last years. It starts by addressing the various admission phases into prostitution and quantitative data on the issue. Secondly, it covers the definition and the typologies of for- eign female prostitution. Thirdly, it addresses the ways of quitting prostitution and the future prospects of social intervention in this field. Contexto de partida Este estudio muestra un trabajo descriptivo sobre la importancia de la prostitución extran- jera en Italia durante los últimos años. Comienza distinguiendo las diferentes formas de entrada a la prostitución, así como los datos cuantitativos sobre su presencia. En segundo lugar, cubre también la definición y las tipologías de la prostitución de las mujeres extran- jeras. En tercer lugar, trata las vías para salir de la prostitución y las perspectivas de futuro en la acción social en este campo. Nel corso del 2016, i lavori sono stati finalizzati in un meeting svoltosi a Vienna dal 27 al 28 ottobre 2016, al quale la Polizia Stradale Italiana ha partecipato con un proprio funzionario. - PARTECIPAZIONE A GRUPPI DI LAVORO IN SENO ALLE ISTITUZIONI UE Un rappresentante della Polizia Stradale, con provata esperienza nello specifico settore e ottima conoscenza della lingua inglese, partecipa quale “esperto nazionale” al Comitato di esperti per l’armonizzazione dell’applicazione delle regole sociali nel trasporto su strada, in sede UE, istituito ai sensi dell’articolo 24, comma 1, del Regolamento (EC) 561/2006, presso la DG MOVE (ex DG TREN Energia e Trasporti) della Commissione Europea, e al Gruppo di esperti sulla sicurezza nel trasporto terrestre, istituito con la Decisione della Commissione il 31 maggio 2012 (20127286/EU), presso lo stesso Organismo. La Polizia Stradale, partecipa altresì, con un proprio funzionario al gruppo di lavoro del progetto europeo URSA MAJOR2, organizzato dalla “EIP- European ITS Platform” all’interno delle iniziative Easy way, finanziate dalla Commissione Europea. Nel corso del 2016 è stata organizzata a Fluelen (Svizzera), una riunione operativa svoltasi dal 17 al 18 maggio 2016, alla quale il Servizio Polizia Stradale ha assicurato la presenza di un proprio funzionario Direttore Tecnico Principale, in considerazione della specificità degli argomenti di discussione del tavolo di lavoro. Il Servizio Polizia Stradale aderisce al Sottogruppo tematico CARPOL (rete dei punti di contatto nazionali per il traffico di auto rubate), istituito in ambito comunitario nel novero del Law Enforcement Working Party –LEWP del Consiglio dell’Unione Europea.
