It is a modern rapidly developed European city with high rates of economic growth. The capital of the Republic of Belarus is a promising and profitable place for capital investments and business arrangement. Municipal authorities are interested in attracting of investments, open for cooperation and willing to implement investment projects. General The first historic reference on Minsk dates 1067 (The Tale of Bygone Years). Territory of Minsk City is 348 km2, population – more than 1.9 million. Administrative territorial division of the city is presented by 9 districts: Zavodsky, Leninsky, Moskovsky, Oktyabrsky, Partizansky, Pervomaiskyi, Sovetsky, Frunzensky, Tsentralny. Minsk is situated at the intersection of the key transport routes connecting Western Europe and Asia, and is a large transport, industrial, scientific, trade and financial centre. Investment Prospects Being the capital of the Republic of Belarus, Minsk has a number of competitive advantages as compared to other regions of the country in the investment sphere. Flow of foreign investments to the capital is assured primarily due to the following basic advantages: - advantageous economic and geographical location; - concentration of highly skilled work force; - considerable scientific technical and production potential; - reliable legal working conditions; - highly developed infrastructure; - state policy oriented to innovations, modernization and effective cooperation. To favorably assure investment conditions, the city has created a successfully functioning system of benefits and preferences, which are granted for the residents of Minsk free economic zone, Hi-Tech Park, Regional Technical Park. Moreover, there is a potential to conclude investment agreements with benefits and preferences with the Republic of Belarus represented by Minsk City Executive Committee within Decree of the President of 3 the Republic of Belarus dd. 06.08.2009 No. 10 “On creation of additional conditions for investment activities in the Republic of Belarus” (hereinafter the Decree No. 10) in order to implement the most significant investment projects, among which the following can be mentioned: - grant of land plots without auction; - exemption from charges for rent agreements; - exemption from rent during the period of project implementation; - exemption from import customs duties and VAT for imported process facilities to implement an investment project and a number of other benefits. At present, Minsk City Executive Committee on behalf of the Republic of Belarus has concluded more than 140 investment agreements totaled to more than USD 4 billion, about 60% of this amount is foreign investments. List of more than 100 land-plots for investors to implement investment projects in the city of Minsk in accordance with Decree No. 10 has been formed. This list is given at the official site of Minsk City Executive Committee in Investment Atlas Section. On Social and Economic Development of Minsk over January-September, 2013 Gross regional product (hereinafter the GRP) of Minsk over January- September, 2013 totaled to BYR 106.7 trillion. Growth rates of the GRP achieved the level of the relevant period in 2012: 100% with positive dynamics as compared to the first half of the year 2013 (growth rate of the GRP over January-June was 99.5%). Irrespective of effect of activities in the sphere of production and turnover of oil products, potassium fertilizers, growth rates of the GRP in Minsk over January-September, 2013 were calculated at the level of 107.9%. Growth of the GRP was primarily stipulated by gross value added (hereinafter the GVA) by economic activities “trade, repair of cars, household appliances and personal demand items” (ratio 21.6%, growth rate 111.5%), “processing industry” (22.6% and 81.6%, respectively) and “operations with immovable property, rent and provision of services for consumers” (18.1% and 113.2%). Growth of the GVA by economic activities “hotels and restaurants” (growth rate was 115.4%) and “provision of municipal, social and 4 personal services” (growth rate was 107.5%) was observed. Growth of the GVA by economic activities “construction” was 101.5%. The following positive dynamics in the growth of the GVA as compared to the first half of the year 2013 was observed: industry (growth by 1.1 pp), construction (by 0.7 pp), transport and communication (by 1.9 pp), hotels and restaurants (by 1.7 pp), financial activities (by 2.1 pp), education (by 0.3 pp). Along the above, decrease in the growth rates of GVA was evident in trade (by 0.5 pp), health care (by 0.6 pp), production and power, gas and water distribution (by 5 pp). Industrial production index, as one of the most critical component of the GRP in Minsk, over January-September, 2013 was 81.7% net of oil production processing – 101.9%. Decrease in the volume output at the following major GDP generating republican enterprises in Minsk was evident (ratio of republican organizations in industrial output volume in Minsk – 73.5%): MAZ OJSC – managing company of BELAVTOMAZ Holding – trucks (80.9%), trailers and semi-trailers (93%); Minsk Tractor Works RUE – tractors for agriculture and forestry (90.2%); Minsk Motor Works OJSC – internal combustion engines (85.4%); Plant of Electronics and Household Appliances “Horizont” PE (51.7%); Minsk Plant of Heating Facilities OJSC – central heating radiators (88.4%); Elema OJSC – outer garment except for knitwear (89.5%); Kommunarka OJSC – chocolate and products thereof (96.5%); Minsk-Kristall RUE – distilled spirits (87.4%); Milavitsa JV CJSC – underwear except for knitwear (89%). Beginning from August of the current year, a trend to decreasing finished stock to monthly industrial production volume ratio was observed: as of 01.07.2013 – 125.4%, as of 01.08.2013 – 118.8%, as of 01.09.2013 – 116.8%; as of 01.10.2013 – 115.7%. For organizations subordinate to the Minsk City Executive Committee, finished stock per monthly industrial production was 32.8% at the target of 32% as of 01.10.2013. In January-September, 2013, ratio of innovation products dispatched in the total volume of products dispatched in Minsk (net of E Section) was 28.2% at yearly target 20%. For foreign economic activity: export of goods amounted to USD 1,416.9 million with growth rate 65.5% (net of solvent rate, growth rate was 110.2%); balance was negative: USD - 6,544.8 million. Over January-September 2013, Minsk achieved the target for the balance of foreign service trade according to monthly targets approved by the minutes of the Council of Ministers of the Republic of Belarus dd. 14.06.2013 No. 2. Export of services over January-September 2013 amounted to USD 1,905.8 million (target USD 1,960 million) with 5 growth rate 119.8%; balance – USD 799.1 million at target USD 723 million for January-September 2013. For diversification of foreign sales markets, export of public utilities and legal persons without departmental subordination is carried out to 116 countries of the world (enterprises of all types of ownership – to 125 countries). Export deliveries to the following countries increased significantly: Congo (54-fold, motor vehicles), Lebanon (119-fold, oil gas), Albania (66-fold, oil gases), Vietnam (113-fold, radio equipment), Cyprus (65-fold, oil gases). Geography of deliveries expanded due to Laos (electron lamps and tubes made by Tetraedr Scientific Production Private Unitary Enterprise), Iceland (costumes, overalls made by Alliance Design LLC), Rwanda (measurement and control devices made by Technoton JV CJSC). Deliveries to Salvador and Burkina Faso were resumed. Over January-September 2013,237 “net” importers in Minsk organized export deliveries totaling to USD 14.9 million. Over January-September 2013, capital investments (including BYR 29,936.5 billion) with growth rate 97.5% (at target 104%) amounted to BYR 26,677.4 billion. Growth rate of investments by organizations subordinate to the Minsk City Executive Committee which comprise about 41% of all city investments was 118.3%. Priority growth rates are typical for investments into construction and assembly works (100.5% by 9 months of 2012 at comparable prices). Their proportion in the total investments was at the level of 62.4% which is stipulated by large-scale construction works within measures concerning preparation for the World Hockey Championship 2014. Over January-September 2013, 17.9% of the total capital invest- ments – BYR 5,351.5 billion (January-September, 2012 – 17.6%) was directed to reconstruction and modernization of the existing items of fixed assets. In January-September, 2013, investments directed for purchase of machines, facilities, vehicles totaled to 87.3% as compared to the corresponding period in 2012 (ratio 29.6% in the total investment volume). Over January-September 2013, 838.2 thousand m2 or 83.8% of those established for 2013 were put into operation due to all sources of financing. Focused efforts concerning improvements in investment prospects and positioning of Minsk, improvements in operation order with investors allowed for raising, over January-June, 2013, direct foreign investments on net basis (net of indebtedness to direct investors for goods, works, 6 services ) totaled to USD 962.4 million and exceeded the annual target (USD 950 million). Growth rate of retail goods turnover and catering, through all channels of realization in Minsk, over January-September, 2013, totaled to 121.3% (at target 108.5%) as compared to January-September, 2012. Growth in goods turnover was due to trade network growth. Over 9 months of 2013, 343 trade and catering facilities were opened of which 235 shops 58 thousand m2 in trade area and 105 catering facilities for 6,596 persons as well as 3 trade centers (49.5 thousand m2). Ratio of domestic goods sale by trade organizations in retail goods turnover over January-September, 2013 totaled to 58.7%, with decreasing trend by the beginning of the year 1.9 pp (at yearly target 63%). Wholesale goods turnover January-September, 2013 totaled to BYR 257.4 trillion or 108.2% as compared to the similar period in 2012, at yearly target 112%. Network of payment terminals in trade and service organizations in Minsk is expanding. Ratio of retail goods turnover obtained by payments using plastic payment cards, over January-September, 2013, totaled to 18.9%, with increasing trend by the beginning of the year 2.9 pp. Over January-September 2013, energy saving index amounted to -4.3% at yearly target -4.5%. January-August, 2013 is characterized by decreasing certain financial indices as compared to the similar period 2012: decreased receipts from products sales (goods, works, services), all types of incomes and profitability as well as increased number of unprofitable organizations. Low growth rate of receipts from sales (98.3%) is stipulated by structural changes in the sphere of oil products processing and sales. Net of activities of the largest oil traders (Triple LLC, Energo-Oil CJSC, Belneftegas ALC, Uniwest-M FE), receipts growth rate over January- August, 2013 amounted to 112%. Increase in receipts from sales was observed for the following economic activities: communication – 140.7%, construction – 133.8%, trade, repair – 111.8%, transactions with immovable property – 118.4%. Growth rate from sales in industry totaled to 79.6%, transport – 89.7%. Income from sales in January-August, 2013 decreased 39.9%, net income – 39.1%, respectively, as compared to the corresponding period of the previous year for the relevant organizations. Decrease in sales profitability is observed in the whole in Minsk and all regions (from 10.9% over January-August, 2012 to 6.7% over January- August, 2013). For organizations subordinate to the Minsk City Executive Committee, growth in the following indices is observed: income from sales – by

7 43.1%, net income – by 12%, sales profitability – from 3.6% to 4.1%. Over January-August, 2013, 225 or 13.1% organizations achieved net income amounted to BYR 1,417.4 billion. In addition, number of unprofitable organizations increased 51% and net loss amount increased 2.1-fold as compared to January-August, 2012. Beginning from 2013, a tendency to increased population income is evident: average monthly accrued nominal wage, starting from April, 2013, exceeds the yearly target (BYR 6,005.0 thousand), and in January- September totaled to BYR 6,440.9 thousand including in September – BYR 6,910.4 thousand. As compared to the similar period on 2012, nominal wage increased 42.9%, actual wage – 19.8%, respectively (including index of growth in consumer prices). In January-August, 2013, average monthly wage of public sector workers amounted to BYR 4,591.0 thousand including BYR 5,004.7 thousand in September. As compared to the corresponding period of 2012, nominal wage in the budget sphere increased 32.1%, actual wage– 10.7%, respectively (including index of growth in consumer prices). Wages of workers in such socially significant spheres as health care, education, provision of municipal, social and personal services, over January-September, 2013, totaled as follows: health care – BYR 4,497.3 thousand Including September – BYR 4,764.3 thousand; growth in nominal wage – 28.5%, actual – 7.7%); education – BYR 4,066.4 thousand (September – BYR 4,229.4 thousand, 29.7 and 8.7%, respectively); provision of municipal, social and personal services – BYR 5,398.5 thousand (September – BYR 5,836 thousand, 35.9% and 13.9%). Economy of Minsk in January-September, 2013, engaged 1,077.4 thousand persons which was virtually at the level of January-September, 2012 (1,077.2 thousand persons). As of 01.10.2013, unemployment level in the city exceeded 0.1% of economically active urban population and was the lowest one among the republican regions.

Industry of Minsk "Economy Modernization - Priority of Social Economic Development of Belarus" To assure potential economic growth in 2013-2015, the municipal authorities require qualitative modernization of economy. Due to this, 8 Minsk City Executive Committee developed a plan of modernization of operating organizations and creation of new high performance working places which envisages increased receipts per person engaged, added value per person engaged not below target indicators as to the relevant economic activity over 2013-2015 which a reliable basis for undoubted growth in average monthly wage. At present, the plan of modernization includes industrial, construction, transport and communication organizations. Next in turn – organizations of service sphere. Complex modernization of enterprises should be interpreted as follows: technical modernization (introduction of up-to-date technologies, scientific and technical progress, organization of production of novel goods and services competitive in the world markets) in combination with, based on of out-of-date world experience, simultaneous modernization enterprise management system, systems of material and moral incentives for wage workers and managers, optimization of number of employees, the relevant price policy in the foreign markets.

Multifunctional Recreation Centre with a Hotel, Offices and Underground Parking in the Area of Denisovskaya-Mayakovskaya St. in Minsk

Conceptual project solution of site development in Denisovskaya- Mayakovskaya St. has been worked out based on the task of the Committee for Architecture and Urban Planning of Minsk City Executive Committee. Conceptual project solution has been developed by the corporate authors of Minskgrado UE consisting of:

V. 11 Analysis of the Territory Projected. The area under consideration is situated in Leninsky administrative district of Minsk, Central planning zone, South-East planning zone and, according to the general plan of Minsk, is situated at the site designed for projecting unique multifunctional public services facilities of the urban level of occasional use. Site area is 3.2 ha. The territory is restricted by Denisovskaya St., Melnichny Per., Semyonov St., construction site of a trade complex with an administrative building. At present, the site is built up with residential allotments, two-storey multifamily residential buildings. Truck Fleet No. 1 CJSC, Minskstroi State Production Association is situated at this site. The territory being projected adjoins the key traffic arteries which create stable connection both with the centre of the city in Mayakovsky street and other city districts through the second city ring. The site is supported with engineering services. Key Purpose and Idea of the Concept. The key purpose of the concept is to develop new prestigious building-up at this site taking into account its advantageous location. For this, it is proposed to locate a multifunctional recreation centre with a hotel, offices and underground parking. Multi-storey building of offices and the hotel are connected with the recreation centre including casino, night club with a restaurant and dance floor, and is a unified complex. The hotel separates the recreation centre from residential development, and the office block serves as a screen from the parking of the facility being built at the adjoining site. Space planning solution envisages casino entry from Denisovskaya street and its opening towards aqueous green diameter of Minsk along the Svisloch River. The administrative building and hotel envisage separate entries from Semyonov street, which isolates pedestrian flows, assures comfortable pedestrian connections. Inside the complex, administrative rooms envisage entry into the restaurant, cafe, fitness centre, etc. from the hotel – various rooms of the recreation centers, offices. For the personnel and visitors, guest parking is envisaged for 162 and 46 parking units, underground parking for 405 parking units. The center building fits well into the existing and perspective build- up of this territory. Taking into account the adjacent complex with a flat solution, this project envisages the facility focusing on the junction critical for the city.

From the south- east part of this site, flow discharge is carried out into the rain collector 300-500 mm in diameter in Semyonov street; - main collector of the domestic sanitary sewerage 1,440 mm in diameter goes along Denisovskaya street, street collector 300 mm in diameter - in Semyonov street; - heating main TM26 325x2 mm in diameter in Denisovskaya street and locally; - in the territory under consideration, ТП2612 is located powered from Worsted Integrated Works SS 110/10 kW; - telephone conduit goes along Denisovskaya street, TC-4 - Semyonov street; In the territory of the site under consideration, facility No. 03.87.4 External Water and Sewerage Lines of Minskengproject UE includes a perspective rain collector Centre 2,700 mm in diameter. This work takes into account solutions concerning engineer support developed in facility No. 01-9/2011 of Proestos Projectai CJSC (Complex development of the territory within Mayakovsky-Denisovskaya streets, Landscape and Recreation Territory – Semyonov street, in the territory of Minsk) and implemented to date. Site layout allows for the required engineer support of the facility being designed with connection to the existing city engineer utilities: - water mains in Semyonov street 150 and 300 mm in diameter, Melnichny Per. – 200 mm in diameter; 14 - rain water drainages are to be directed to the collector 600 mm in diameter in Denisovskaya street, then 1,000 mm in diameter locally with perspective outflow into collector Centre; - domestic waste waters are to be directed to the collector 300 mm in diameter in Denisovskaya street; - heat supply from the central heating systems from the existing heat main HM26 325x2 mm in diameter; - electric supply with connection to the existing 10 kW cable lines or from the transformer substation with switch gear in facility No. 01-09/2011 of Proestos Projectai CJSC and with construction of two transformer substations; - installation of telephone system from TC-4 in Semyonova street.

Concept of Business Centre Development in K. Tsetkin Street

Architectural situation. The site for a business centre is situated in Moskovsky District, in the territory of the block localized by K. Tsetkin st., K. Libknekht st., Minsk- Molodechno railway and the territory of the street being designed and reserved for laying a perspective tramway Per.. The territory is of a high architectural value, and characterized by advantageous location and close position both to traffic arteries and administrative business and cultural recreational facilities and other public functions of the city centre. In the space and planning structure of the city, the territory under consideration has a significant effect on the city appearance. Individual sites of development have already had new appearance, new construction is in progress, and there is a high architectural potential and investment attraction for further development of this territory in which the previous general plans of Minsk envisaged City erection. Contemporary use of the territory. The territory of the block under consideration is built up and occupies with facilities primarily of municipal purpose (production bases of enterprises, food bases, warehouses, garages, motor workshops, 15 energy substation 110/10 kW) as well as partially with institutional development, an industrial enterprise (billiard plant) and an allotment. List of facilities (land users) is presented in the legend to the Basic Plan Scheme. Description of land uses by right type is presented in the Land Use Scheme. Transport support of the development is carried out due to sur- rounding arterial streets - K. Tsetkin st., Kalvariyskaya st., local streets- K. Libknekht st., Zapadnaya st., Drozd st., Korolya st., using local railways to support a number of enterprises. Dimensions of the current red lines of streets along the perimeter of the block under consideration (those existing and previously designed) are subject to specification and ad- justment during further designing this block development. Landscape features of this territory are worth to be mentioned. Mark variation between northern and southern parts of the block is about 10 meters which is evident in Hypsometry Scheme and taken into account when developing a project solution. The territory being projected is subject to significant transformations by changing the existing production territories according to the public functions of the city centre except for the following persistent facilities: No. 24 – buildings and constructions (BELTRANSSPETSAVTO Automobile State Institution of the Department of Presidential Affairs of the Republic of Belarus, and No. 15 – SS 110/10 kW “K. Libknekht” (Minskenergo Minsk Republican Unitary Power Enterprise). The area within the block under consideration is 19.0 ha, thereof – the site being designed for invest- ments is 13.6 ha. Engineering support. The area within the block under consideration is supported by all main city engineer utilities: - water main is extended to Tsetkin street 600 mm in diameter, K. Libknekht street and locally – 150 mm in diameter; - water conduit 200 mm in diameter of the service water supply line goes along Tsetkin street and locally; - rain collectors 500 mm in diameter in Tsetkin street, K. Libknekht street, and then combine in the collector 1,000 mm in diameter in Tsetkin street. From the northern part of the site under consideration, flow discharge is carried out into the on-site rain collector 400-500 mm in diameter and then in the collector 500-600 mm in diameter in Tsetkin street-Kalvariyskaya street; - collectors of the domestic sanitary sewerage 300 mm in diameter go along Tsetkin street, 500 mm in diameter - K. Libknekht street, then into the collector 600 mm in diameter - in Tsetkin street-Nemiga street; - heating main TM35 1,020x2 mm in diameter locally and in Tsetkin 16 street; - heating main TM35 1,020x2 mm in diameter locally and in Tsetkin street; - in the territory under consideration, SS 110/10 kW “K. Libknecht” is located with 10 and 110 kW cable corridors; - telephone conduit TC-12 goes along Tsetkin street; Site layout allows for the required engineer support of the facility being designed with connection to the existing city engineer utilities: - water mains in Tsetkin street 600 mm in diameter, K. Libknekht street – 150 mm in diameter and the existing local water mains preserving their laying along the local passways: 300 mm in diameter along the railway station, 200 mm in diameter along the top limit of the site and local water mains 150 mm in diameter; - drain water drainages are to be directed to the collector 1,000 mm in diameter in Tsetkin street with relaying the existing collector 500 mm in diameter and diameter enhancement up to 600-800 mm as well as laying along the local passway along the railway collector 300-500 mm in diameter; From the northern-eastern part of the territory under consideration, to the on-site collector 500 mm in diameter with laying submain sewer 300-400 mm in diameter; - domestic waste waters are to be directed to the collector 500- 600 mm in diameter in K. Libknekhta street with laying along the local passway along the railway collector 300-400 mm in diameter, to the existing collector 300 mm in diameter – in Tsetkin street; - heat supply from the central heating systems from the existing heat main HM35 1,020x2 mm in diameter with laying submain heat networks; - electric supply from SS 110/10 kW “K. Libknekht” with construction of a distribution station (DS) and seven TS. If required, reconstruction of SS 110/10 kW “K. Libknekht” is to be envisaged; - installation of telephone system from TC-4 in Tsetkin street with expansion of the existing ATS-220 for 1,240 numbers and laying submain telephone conduit TC-3. Concrete solutions concerning engineer support of the facility are to be determined after receiving technical conditions from the relevant maintenance organizations and developing project documentation.

The territory of the business centre being designed in Tsetkin street is located in the public zone 22 O (code per general plan) – zone of multi- functional development of the city centre with facilities of international, national and regional importance and with maximum development for the city centre. Development designing of the city centre should be car- ried out as facilities of public zone O1 in compliance with the relevant regulations. Conceptual project solution. In the territory of the block being transformed in K. Tsetkin st., loca- tion of a business centre is offered. It is formed by individual complexes of public facilities located laterally enclosing streets. Sites of the devel- opment being designed are combined by a zone of landscaped submain recreation with the key pedestrian connections. Effect of outer factors –

19 traffic arteries and railway station – on the frontal development is com- pensated by comfortable landscaped inner space, leisure areas for per- sonnel and visitors. Business centre development includes a complex of bank institutions (bank block), a hotel complex and two office complexes. By functional composition, each complex fulfills associated functions and provides the relevant services. Architectural and space solution of the complexes is stipulated by their functional specificity and location conditions as well as requirements of the general plan for high-level dominants. Compo- sition of high-level accents focuses on the central zone of the block being designed. Dominating accent is envisaged in the hotel complex– 26 floors and supported by multistoried development within the office complex – 17-15 floors and bank block – 14 floors. Business development of the office complexes is characterized by a long frontal composition along the railway station, protects submain space. Associated facilities (catering, fitness centers, trade) are oriented to the closed yard territory towards the landscaped area and key pedes- trian connections. The bank block is closed space restricting the territory of the given professional activity. The area adjoins K. Tsetkin street and is supported by comfortable transport approaches and pedestrian connections to public transport stops. The hotel complex is isolated from the business development. A tall residential building encloses the composition of the block inner space. The complex development envisages cultural recreation and fitness zones. Recreation zone is oriented towards K. Tsetkin street. Around the perimeter of the block under consideration, the following is envisaged: reconstruction of traffic artery K. Tsetkin street and the street of local importance K. Libknekht, construction of new street Project No.1 – supporting the streets along the railroad and street Project No.2, reserved for laying a perspective tramway Per.. Transport support of the complexes is carried out from the enclosing streets and arranged for each facility individually. At the sites of the facilities being designed, open visitor parks and ground/underground parks are envisaged. Buildings have entrances both from the direction of outer streets and the inner (yard) area. Inner pedestrian connections combine the development of all the complexes and have exits to the outer area distributing the flows towards the attraction facilities and public transport stops – ground (bus, trolleybus, tramway), underground (underground stations Bogushevich Square, Frunzenskaya, Molodezhnaya) and railroad (Minsk-Severny station). Preserved municipal facilities are taken into account in the design 20 solution proposed within land uses assigned. Due to high intensity of utilities to the power station, a landscaped territory around it serving as a technical zone is isolated. Key technical economic indices. The territory of the block under consideration within K. Tsetkin st., K. Libknekht st., railroad – 19.0 ha. The territory of the site being designed for location of a business centre – 13.6 ha. Conceptual Design Solution of Development of Keramin OJSC Territory (Brick Works) at 16 Asanaliev st.

Conceptual design solution of development of Keramin OJSC territo- ry (brick works) at 16 Asanaliev st., Minsk has been worked out according to the state contract for design works dd. 24.05.2012 No. 107/2012 and task of the Committee of Architecture and City Development of Minsk City Executive Committee. The project aims at transforming the existing production territory to bring its technical economic indexes to the parameters established by the General Plan of Minsk. Initial materials: - Adjustment of the General Plan of Minsk approved by Decree of the President of the Republic of Belarus No. 234 dd. 05.05.2010; 21 - Detailed plan of the territory within Road No. 9 “Ring road around Minsk” – Lieutenant Kizhevatov St.-Serov St.-railroad Minsk-Osipovichi (27/2011); - Topographical survey of the territory being designed at a scale of 1:500, 1:2,000. Actual use of the territory. The site being designed is located in the southern planning sector of the median zone in Oktyabrsky district, in the planning frame of the city. From a western perspective, this territory is restricted by Lieutenant Kizhevatov st., from eastern - Asanaliev st., from northern – Osipovich- skaya st., from southern - Serov st. The territory within the project is 17.0 ha. Development occupies 100 and 400 m zone of the planning frame in Kizhevatov st. At present, within Keramin OJSC territory (brick works), production buildings, warehouses, railway approaches, railway substation 2067, ad- ministrative and household buildings, company store of Keramin OJSC are located. Garage construction cooperatives, fire station, Minsk-Lada OJSC car centre and display area of Autosalon-AV JV are very close to the works territory. The territory is subject to transforming to residential multifamily development with a public multifunctional centre primarily with facili- ties of regional importance. City development regulations according to the general plan. According to the regulations of the general plan of Minsk with adjacent territories within the perspective city limit, the territory under consideration is located in the area of residential multifamily develop- ment (zone code – 144 RMF), in the southern planning sector of the me- dian zone. Type of territory development – transformation of production territories (T7). The project envisages the following measures - carrying out brick works (Keramin OJSC); - carrying out the railway substation No. 2067; - preservation of Keramin OJSC specialized store; - construction of complex multifamily development; - construction of a multifunctional public centre; - landscaping the sanitary protection zone (at least 60% of its terri- tory); Transport support of the territory. Transport connections of the territory being designed are carried out by means of an arterial road of city importance, Osipovichskaya, Serov, 22

Asanaliev, Kizhevatov streets - arterial road of city importance (A), main radial arterial road of the city southern sector, by its parameters and traf- fic capacity complies with the arterial road class and does not require reconstruction. In perspective, construction of the third line of the underground is envisaged along the street with a depot between Kizhe- vatov st. and Asanaliev Per. According to the detailed plan developed for the adjacent territory, Project St. No. 2 (the 4th ring) – intersectoral arterial road of city impor- tance (A) assuring transport connections of the city remote districts. Transport support of the area being designed will be carried out as follows: - bus and trolleybus routes through Kizhevatov and Osipovichskaya streets; - the third line of the underground stations of which is located at the intersection of Kizhevatov and Osipovichskaya streets and Kizhevatov and Project No. 2 streets; - tramway and trolleybus routes through Project St. No. 2 (the 4th ring). Design solution. The design solution envisages location of a residential complex with a multifunctional public centre at the investment site. Pedestrian axes are boulevards at the intersection of which there is a multifunctional public centre and a group of buildings for preschool children (nursery, studios). Architectural planning solution of the complex. Architectural planning solution of the complex envisages arrange- ment of entrance rooms from the direction of Kalvariyskaya-Gusovsky- Pinskaya streets. Key approaches to the territory have been designed from the direction of Project st. (trade centre, multilevel parking), Pin- skaya st. (administrative trade centre), Gusovsky st. (hotel). The complex being designed is in the zone of walking accessibility to Molodezhnaya underground station. At the intersection of Kalvariyskaya-Gusovsky streets, a pedestrian underpass has been designed. A covered pedes- trian overpass has been designed across Kalvariyskaya st. from the direc- tion of the administrative business centre to the public development at the opposite side of the street. According to the functional zoning of the territory, the project design envisages a unified city development ensemble within the existing city environment. The buildings of functional zones are maximally blocked and connected with the covered walkways. In the central part, a green- field recreation area has been designed. Architectural dominant of the complex is a 25-30 floor building of the hotel which forms a general city arterial road. It is well perceived from the direction of road junction in the first transport ring. Total area is 45.0 thousand 2m . The development ensemble of Kalvariyskaya st. is complemented with 20-floor buildings of the administrative business centre. Total area is 44.0 thousand m2. The trade centre has been designed at the place of the key production building and the building of project organization with their preservation and adjustment to the new function. Total area of the trade centre is 33.0 thousand m2. It should be noted that total area of the buildings preserved is about 16.0 thousand m2 or 50% of that projected. Multi-level parking has been designed at the intersection of Gusovsky and Project streets from the direction of industrial develop- ment in Project street. Capacity of 8-level parking is 1,000 car spaces. Transport support of the territory. Transport connections of the territory being designed are carried out by means of an arterial road of city importance, Kalvariyskaya st., streets of regional importance – Gusovsky and residential street Pinskaya sup- porting the adjacent development. Kalvariyskaya street is a key radial 25 axis of the western planning sector of the city, Gusovsky street is a district arterial road supporting the adjacent development. The car- riageway width is 14.0 m. All intersections of the streets are projected at a single level. Supporting the district with mass passenger transport is carried out as follows: the second underground line, with Molodezh- naya station at the intersection of Kalvariyskaya st. and Pervyi Zagorod- nyi Per.; - bus and trolleybus routes passing through Kalvariyskaya and Gusovsky streets. The project envisages the street connecting Gusovsky and Pinskaya streets, with carriageway width is 7.0 m; Pinskaya st. has been designed to be expended to 14.0 m. General. Conceptual design solution of the administrative trade complex with a hotel in the territory of the production site of Minskprojectmebel OJSC at 7 Kalvariyskaya st. in Minsk has been developed according to the task of the Committee of Architecture and City Development of the Minsk City Executive Committee. The project aims at reconstructing the existing production development to use for the facilities of public im- portance according to the regulations of the general plan and detailed planning project “City Development Project of Detailed Planning within Kalvariyskaya-Kharkovskaya streets – Minsk-Molodechno railroad pre- cinct”. Conceptual design of the administrative-trade complex with a hotel 26 in the territory being designed envisages as follows: - demolition of pro- duction supporting and maintenance buildings of Minskprojectmebel OJSC; - preservation of 3-floor production building and 4-floor adminis- trative building with adjustment to the trade centre; - carrying out sec- ondary school No. 21; - construction of administrative business, trade facilities, hotel, multilevel parking. The facility is a place for leisure, extra procedures related to health and beauty. Space-planning structure of the complex is stipulated by the exist- ing surrounding. The facility is in confined area, inside the development forming Melnikaite and Oboinaya streets. Therefore, the facility is re-

29 quired to be presented to consumers by means of architecture, layout design, territory improvement, advertising. The key entrances are car- ried out to Melnikaite and Oboinaya streets, through which visitors are “tempted” into the central light spacious recreation. In the recreation, one may spend time waiting for a visit on reading, drinking coffee, com- municating with friends. Also, in the recreation hall, a zone for public viewing sports competitions on large screens is envisaged.
