Jetzt aber legt der amerikanische Journalist Ben Norton Beweise vor, dass der Westen einen Regimewechsel in Minsk seit Langem plant und mit lokalen Helfern ins Werk zu setzen trachtet. Darunter ist auch jener Roman Protasewitsch, der in Minsk verhaftet wurde und darüber zum Liebling des Westens avancierte. Hier ist eine deutliche Warnung auszusprechen. Wir haben es nicht mit Anfängern zu tun. Die Gefahr eines Putsches gegen Lukaschenko ist real, die Ähnlichkeiten mit dem Ukraineputsch von 2014 sind nicht zu übersehen (3). Mai 2021 in einer irischen Verkehrsmaschine der Ryanair unterwegs, als diese den weißrussischen Luftraum erreichte und von den Luftfahrtbehörden des Landes zum Landen aufgefordert wurde. Nach der Landung wurde Protasewitsch aus dem Flugzeug geholt und verhaftet. -

A Study of Militarization and Use of Force

However, very little is known about its relationship with use of force. At the same time, there has been a growing focus on community policing. Given the concurrent establishment of both of these trends, it is problematic that we do not know how these two tactics interplay with one another, especially in regard to use of force. Additionally, though force is thought to be a mechanism of social control that is unequally distributed in nonwhite communities, studies examining the link between militarization and use of force have yet to include race/ethnicity into their analysis. This paper attempts to address this important gap in the literature by examining the relationship between militarization and use of force through the lens of minority threat theory. I use data from Law Enforcement Management and Statistics 2013, American Community Survey 2009, and Uniform Crime Reports 2013, as well as item response theory and multivariate regression techniques to study this relationship. Results show that militarization is positive and significantly related to the number of use of force incidents recorded by an agency. Additionally, community policing shares a positive and significant relationship with use of force. However, neither racial demographics nor community policing moderate the relationship between militarization and use of force. -

A peaceful protest in Mott Haven on June 4, 2020 stands as one of the most egregious examples of the NYPD’s excessive response. 3.! It also illustrates the direct responsibility that the leaders of the City and the NYPD bear for the NYPD’s conduct. 4.! Before curfew went into effect for the evening, police in riot gear surrounded peaceful protesters and did not give them an opportunity to disperse. 5.! The author not only recalls some biographical data but also analyses the role of each of them in the development of Belarus. And there is another very important point. The articles collected in this book were written at different times, so today some changes can be introduced to dates, facts and opinions but the author did not do this INTENTIONALLY. People are not less interested in what we thought yesterday than in what we think today. especially in Gomel and Brest region. It was connected with so called “iodine blow” on the background of iodine deficiency in environment. The aim of this work was to study the levels of incidence of thyroid cancer in the town of Pinsk and Pinsk district and compare them with levels in Brest region and Belarus. Comparative evaluation of statistical data of the incidence of thyroid cancer in the population of Pinsk and Pinsk district, Brest region and the Republic of Belarus in the period 2009–2016 has been done. During analyzing period, we can see tendency for growth of the incidence of thyroid cancer in the population of Pinsk and Pinsk district (236 per 100 thousand in 2009 and 390 per 100 thousand in 2016). The difference between 2009 and 2016 years was not significant. 22 cases of TC were registered during 2012–2016 years. in children of Pinsk and Pinsk district. We didn’t reveal significant difference in the incidence of TC in children during this period (0,13 per thousand in 2012 and 2013; 0,2 per thousand in 2014; 0,03 per thousand in 2015 and 0,1 per thousand in 2016). We revealed steady significant growth of TC morbidity during 2009–2016 years in Brest region (244 per 100 thousand in 2009 and 399 per 100 thousand in 2016). The incidence of TC in the population of Pinsk and Pinsk district was significantly lower, than in Brest region in 2006 (p < 0,05), in, in 2014 and 2016 (p < 0,01) and in 2013 (p < 0,001). -

Militarization and Perceptions of Law Enforcement in the Developing World: Evidence from a Conjoint Experiment in Mexico Gustavo Flores-Macías Jessica Zarkin Cornell University Cornell University [email protected] [email protected] DRAFT June 5, 2020 Abstract Although a growing body of research suggests that the constabularization of the military for domestic policing is counterproductive, this increasingly prevalent policy has nonetheless enjoyed widespread support in the developing world. This study advances our understanding of the consequences of militarization for perceptions of law enforcement: whether visual features shape perceptions of effectiveness, respect for civil liberties, proclivity for corruption, and acceptance of militarization in one’s own neighborhood. Based on a nationally representative, image-based, conjoint experiment conducted in Mexico, we find that military weapons and uniforms enhance perceptions of effectiveness and respect for civil liberties. We also find that gender shapes perceptions of civil liberties and corruption, but we find no effect for skin color. The findings suggest that a central feature of militarization linked to greater violence—military weapons—is paradoxically a key factor explaining favorable attitudes, and that women can play a crucial role in improving perceptions of law enforcement. Across the world, governments have increasingly militarized law enforcement. Although in the developed world militarization has taken place in the form of police adopting characteristics of the armed forces—as with the proliferation of SWAT teams and the use of military gear in local police departments—in broad parts of the developing world it has also taken the form of constabularized militaries taking on domestic law enforcement roles. -

REVIEW-CHRONICLE OF THE HUMAN RIGHTS VIOLATIONS IN BELARUS IN 1999 2 REVIEW-CHRONICLE OF THE HUMAN RIGHTS VIOLATIONS IN BELARUS IN 1999 INTRODUCTION: GENERAL CONCLUSIONS The year of 1999 was the last year of Alexander Lukashenka’s original mandate. In 1994 having used the machinery of democratic procedure he was elected president of the Republic of Belarus for five years term. But in 1996 A.Lukashenka conducted illegal, non-free and unfair referendum and by it prolonged his mandate to seven years. Constitutional Court’s judges and deputies of the Supreme Soviet that resisted to A.Lukashenka’s dictatorial intentions were dismissed. Thus provisions of the Constitution of the Republic of Belarus were broken. Attempt to conduct presidential elections done by the legitimate Supreme Soviet of the 13th convocation was supported by the most influential opposition parties and movements. But Belarusan authorities did their best to prevent opposition from succeeding in presidential elections and subjected people involved in election campaign to different kinds of repressions. Regime didn’t balk at anything in the struggle with its opponents. Detentions and arrests, persecutions of its organisers and participants, warnings, penalties and imprisonment followed every opposition-organised action… Yet the year of 1999 became a year of mass actions of protest of Belarusan people against a union with Russia imposed by the authorities to the people. In 1999 the OSCE Advisory and Monitoring Group in Belarus made an attempt to arrange talks between Belarusan authorities and opposition. This year will go down to history as a year when some of prominent politicians and fighters against the regime disappeared, when unprecedented number of criminal proceedings against opposition leaders and participants of mass actions of protest was instituted.. -

It was not only political rights » that were violated but social, economic and cultural rights as well. These viola- tions are constant and conditioned by the authoritys voluntary policy, with Lu- kashenka at its head. At the same time, human rights violations are not merely VIASNA a side-effect of the authoritarian state control; they are deliberately used as a « means of eradicating political opponents and creating an atmosphere of intimi- dation in the society. The negative dynamics is characterized by the growth of the number of victims of human rights violations and discrimination. Under these circums- tances, with a high level of latent violations and concealed facts, with great obstacles to human rights activity and overall fear in the society, the growth points to drastic stiffening of the regimes methods. Wedding Rituals in the Belarusian Palesse 43 Wedding Rituals on the Territory of Belarusian Palesse Iryna Charniakevich Department of Humanities Hrodna State Medical University Grodno, Belarus Abstract The article traces the local peculiarities of historical and ethnographic distribution of wedding rites in Belarusian Palesse. It is based on the analysis of a wide range of published sources, archival materials, and unpublished ethnographic field studies. This work was conducted in the context of Belarusian regional studies and concerns only the Belarusian part of Palesse, the territory which was subject to Belarusian ethnic processes in the early twentieth century and, in the second half of the twentieth century, was included in Belarusian territory; it does not apply to the entire region, that is Russian Poles’e, Ukrainian Polisse, and Polish Polesie. The analyzed rituals include all three stages of an East Slavic wedding ceremony: before the wedding, the wedding itself, and after the wedding. The common features and local differences of West and East Palesse weddings are discussed. This article is a part of my research entitled “Historical and Ethnographic distribution of wedding rites in Belarusian Palesse.” It is based on the analysis of a wide range of published sources, archival materials, and unpublished ethnographic field studies, including my own. Most of the sources used in this paper are from the first half of the twentieth century. However, taking into account the relative stability of traditional culture (at least prior to recent modernization) the use of published sources from the second half of the XIX century seems possible in a study like this. -

REVIEW-CHRONICLE OF THE HUMAN RIGHTS VIOLATIONS IN BELARUS IN 2004 2 REVIEW-CHRONICLE OF THE HUMAN RIGHTS VIOLATIONS IN BELARUS IN 2004 PREAMBLE: CONCLUSIONS AND GENERALIZATIONS In 2004 the political situation in Belarus was distinguished by further worsening of the situation of human rights and the relations between the state and individuals. Regular and deliberate human rights violations became a necessary condition for the strengthening of the unlimited dictatorial power – infringements of human rights served as the funda¬ment for authoritarianism and were a favorable environment for the development of totalitarianism. One of the main factors that influenced the public and political situation in Belarus in 2004 was the Parliamentary election and the nationwide referendum concerning the possibility to prolong Aliaksandr Luka¬shenka’s presidential powers. The need for the liquidation of the cons¬ti¬tutional restriction of the number of possible presidential terms defined the state policy and influenced it in all circles of public life. This factor ma¬nifested in the sphere of human rights with the aggravation of the rep¬ressions against political opponents and prosecution of opposition-mindedness, enforcement of new discriminative legal acts, further limitation of the freedom of the press, violation of the liberty of peaceful assemblies and associations and other obstacles for the enjoyment of personal liberties by citizens of Belarus. Citizens of Belarus were deprived of the right to take part in the state government with the assistance of elected representatives.
