Strasbourg, 2 September 2008 GVT/COM/II(2008)003 ADVISORY COMMITTEE ON THE FRAMEWORK CONVENTION FOR THE PROTECTION OF NATIONAL MINORITIES COMMENTS OF THE GOVERNMENT OF SWITZERLAND ON THE SECOND OPINION OF THE ADVISORY COMMITTEE ON THE IMPLEMENTATION OF THE FRAMEWORK CONVENTION FOR THE PROTECTION OF NATIONAL MINORITIES BY SWITZERLAND (received on 28 August 2008) GVT/COM/II(2008)003 INTRODUCTORY REMARKS The Advisory Committee on the Framework Convention for the Protection of National Minorities adopted its second opinion on Switzerland at its 31st meeting on 29 February 2008. The opinion was transmitted to the Permanent Representative of Switzerland to the Council of Europe on 25 April 2008. Switzerland was then invited to submit its comments up to 25 August 2008. Switzerland is pleased that the Advisory Committee’s delegation, on its official visit to the country from 19 to 21 November 2007, was able to meet numerous representatives of the Federal administration, the cantonal authorities, the minorities themselves and NGOs. It welcomes the fact that during the visit the Advisory Committee was able to obtain, to its satisfaction, all the information needed to assess the situation of the national minorities in the country. In that regard, Switzerland wishes to stress the importance it attaches to the constructive dialogue which has grown up between the Advisory Committee and the Swiss authorities. Switzerland received with great interest the Advisory Committee’s second opinion on Switzerland. The detailed and perceptive findings of the Advisory Committee bear witness to its conscientious scrutiny of the situation of the minorities in Switzerland and its attention to the important issues and difficulties. -

This article is published with open access at Springerlink.com Abstract Terrigenous (Sc, Fe, K, Mg, Al, Ti) and suspended sediment load at a regional scale. In fact, the anthropogenic (Pb and Cu) element fluxes were measured extensive river damming that occurred in the upstream in a new sediment core from Lake Biel (Switzerland) and watershed catchment (between ca. 1930 and 1950 and up to in previously well-documented cores from two upstream 2,300 m a.s.l.) and that significantly modified seasonal lakes (Lake Brienz and Lake Thun). These three large peri- suspended sediment loads and riverine water discharge alpine lakes are connected by the Aare River, which is the patterns to downstream lakes noticeably diminished the main tributary to the High Rhine River. Major and trace long-range transport of (fine) terrigenous particles by the element analysis of the sediment cores by inductively Aare River. Concerning the transport of anthropogenic coupled plasma mass spectrometry (ICP-MS) shows that pollutants, the lowest lead enrichment factors (EFs Pb) the site of Lake Brienz receives three times more terrige- were measured in the upstream course of the Aare River at nous elements than the two other studied sites, given by the the site of Lake Brienz, whereas the metal pollution was role of Lake Brienz as the first major sediment sink located highest in downstream Lake Biel, with the maximum val- in the foothills of the Alps. -

Diese 5mal NEIN zum ARA Kredit Muntelier widersprechen den manipulativen Behauptungen: 1. NEIN: Die Baukreditvorlage ist ein „80Mio-ARA-Irrsinn“ Der Baukredit ARA Muntelier von 62,9 Millionen ist eine Mogelpackung. Weitere 4 Millionen wird die Zuleitung ab Galmiz den Verband kosten. Die ARA Kerzers muss 16-17 Mio aufbringen! Total also 83-84 Millionen. 2. NEIN: Der ARA Muntelier fehlen die wichtigsten Voraussetzungen Eine effiziente, wirtschaftliche und nachhaltige ARA muss: 1. möglichst gross sein, d.h. minimal für 100'000 Einwohner, 2. die „gratis“ Abwärme zur Schlammtrocknung + Wertstoffherstellung nutzen und 3. das geklärte Abwasser in ein möglichst grosses Fliessgewässer leiten. 3. NEIN: Die Fachstellen tragen Mitschuld an Millionendebakel! Die massive, aber wenig fundierte manipulative Einmischung der kantonalen Abwasserämter Bern und Freiburg per Brief, Fernsehen und Presse in die Abstimmung wirft Fragen zur Beratungsverantwortung auf. Die Fakten wi- derlegen die Behauptungen. Pipelinelösung ist kostengünstig realisierbar – ohne zusätzlichen Ausbau der ARA Biel! Beim Volks-NEIN wird Biel zur valablen Option, auch für die Ämter! 4. -

Column (3) gives the date, (4) gives the ocial title in German and a brief explanation in English. (5) indicates why the referendum was triggered, as explained in Section 4 of the paper, 5 indicates the preference area under which we have classied the referendum 1 and (7) indicates in which cases we have used the fraction voting against instead of the fraction voting for the proposal. Table 2 displays the coecients for each individual referendum. In referendum 508, which proposed to close funding shortages in the pension and disability insurance system by raising the VAT rate, classication was not unambiguous a priori. On the one hand this may be seen as favoring bigger 1Referenda 329, 352, 354, 469, 470 and 486 on leisure are also used in Bruegger et al [2009]. Referenda 469 and 470 (again), as well as 354, 398, 416, 437, 492 and 528 are used as indicators of preferences for redistribution in Eugster et al [2011]. The latter does additionally use 3 referenda on maternity leave, see their Table 3. 1 government, on the other hand as favoring greater scal responsibility (seeing that without the policy the system would continue to accumulate a decit) or as rejecting the more redistributive alternative of raising instead the income tax rate. -
