I was actually trying to find a pathologist who I had an appointment to meet that morning on a death penalty case. I was driving around and it was just ghostly. The study, funded by the Juve- nile Diabetes Research Foundation (JDRF), has brought scientists closer to the development of a commercially viable ‘artifi cial pancreas’ system. Karen Addington, Chief Execu- tive of JDRF, hailed the study as “proof of principle that type 1 diabe- tes in children can be safely managed overnight with an artifi cial pancreas system”. Type 1 diabetes occurs when the pancreas does not produce insulin, the hormone that regulates blood sugar levels. • 94 Ethnic Groups Despite a Number of Ceasefire
Countries of Concern We were deeply concerned about developments in Karen State in June when up to 4,000 people were forced to flee to Thailand because of an offensive by the Burmese army. Numerous civilian casualties resulted, adding to the suffering of the Karen people. The EU issued a strong statement condemning the attacks. We were also gravely concerned at the attack by the Burmese army in Shan State in July. There were credible reports that Burmese troops had burned down houses and granaries, forcibly relocating ethnic Shan people. In Northern Rakhine State on the border with Bangladesh, the Rohingya people continued to face particular oppression. The regime’s refusal to recognise them as citizens means they have few rights to work, to access the few basic services on offer or to travel outside their villages. This continues to result in significant numbers of Rohingya fleeing to neighbouring countries. The UK and the EU have encouraged regional governments to treat arrivals in accordance with international law and to help address the root cause through their greater influence with the Burmese authorities. China Recently arrived Karen refugees on the Thai–Burma border in June China’s human rights record remained a serious cause for concern in 2009. Ethnic Groups China has made good progress on Despite a number of ceasefire agreements in place economic and social rights in the last since the 1990s, ethnic and minority groups continue 30 years, bringing more people out of to be subjected to a range of human rights abuses, poverty than any country in history.

THE NEW CHINESE MENTAL HEALTH LAWS ZHIYUAN GUO1 AND FLOYD FEENEY2 ABSTRACT The United Nations Convention on the Rights of Persons with Disabilities is by far the most important international agreement yet developed concerning the mentally disabled. China adopted this Convention in 2008. In 2012 China went further—making major changes in the way that China deals with mental health issues in both its criminal and its civil law. Coming first was a new Criminal Procedure Code that adds a whole new dimension to the way that China deals with the mentally ill who are charged with crimes. Equally important was the new civil mental disabilities law that China adopted later in the year.
