ZIMBABWE Review of Rights Discourses in Zimbabwe Produced by Professor G. Feltoe and Dr. E. Sithole University of Zimbabwe Updated January 2010 Harare 1 Introduction This paper examines the legal and social context of human rights discourses in Zimbabwe. It looks at the current constitutional framework, other laws bearing on human rights, the ratification of international and regional human rights instruments and compliance therewith. It examines the evolution of such discourses, focusing on the role played by civil society organisations in advancing human rights, the obstacles they have encountered, the strategies they have adopted and the impact of these strategies. In order to do this, the paper explores the power structures within the Zimbabwean state and the way in which power has been exercised particularly since 2000. ―Human rights‖ refers to universally accepted human rights. The term refers to civil and political rights, social, political and cultural rights and third generation human rights such as environmental rights and developmental rights. ‗Human rights discourses‘ refers to political, legal, social and civic debates in which human rights is a central focal point. Some of the key questions which the review seeks to answer are the following: 1. In what ways and at what stages have human rights discourses emerged and evolved in Zimbabwe? 2. Which non-state and state actors and agencies have been most prominent in raising and advancing issues of human rights? 3. What types of human rights have the actors and agencies sought to advance? 4. What approaches and strategies have they employed? 5. What obstacles have they faced and how have they attempted to overcome these obstacles? 2 6. -

Davidson and Purohit: The Zimbabwean Human Rights Crisis: A Collaborative Approach to International Advocacy Note from the Field The Zimbabwean Human Rights Crisis: A Collaborative Approach to International Advocacy Lorna Davidson and Raj Purohitt Over the past several years, a serious human rights crisis has developed in Zimbabwe, where President Robert Mugabe employs repressive measures to cling to power. Civil society and human rights groups in Zimbabwe are among those who have come under attack by the government, and they face an extremely difficult challenge in bringing about positive change in the country. This article describes the development of the current crisis in Zimbabwe, focusing on the problems faced by local activists and organizations that seek to promote greater respect for human rights. It further discusses one recent initiative launched by the U.S.-based organization Human Rights First,which organized a consultative meeting of regional civil society groups in August 2003. The article addresses the role that can and should be played by internationalcivil society organizations, which must be sensitive to the contextual dynamics particularto the Zimbabwean crisis and to the region. Accepted 19 August, 2013 This paper discusses the trends and patterns regarding the participation of women and men in parliamentary politics in Zimbabwe from the first democratic elections in 1980 to the 2008 elections in the context of global and regional trends. The main objective of this paper is to review both quantitative and qualitative data concerning the progress made in the direction of promoting women’s participation in politics against the background of Millennium Development Goals targets and other international targets to which Zimbabwe is a signatory. One of the targets of the 3rd millennium development goal is to increase the ‘proportion of seats held by women in national parliaments’. The period of focus is between 1980 and 2013. The paper notes that the current levels of women’s representation in parliament remain below the world average of 19%. The various causes of this are highlighted and discussed leading to recommendations in tackling the issue. Key words: Gender, equality, politics, Zimbabwe, democracy, parliament, participation. (1997), Vol. 2 No. 1, 122-139 Elections in Zimbabwe: The ZANU (PF) Hegemony and its Incipient Decline Masipula Sithole and John Makumbe* Abstract This contribution seeks to explain the ruling ZANU (PF) party's electoral hege- mony by outlining and analysing Zimbabwe 'sfive general elections since 1979 and the two presidential elections since 1990. In this regard, the paper argues that the ruling party is experiencing a gradual decline in elite cohesion which is manifested in the electoral challenge of independent candidates coming from the ruling party itself. This phenomenon of independent candidates could have far-reaching consequences in overcoming the present state of weak political opposition in Zimbabwe. The paper therefore suggests a scenario in which a viable opposition could come from a splinter group inside the ruling ZANU (PF) itself not unlike the major ZAPU/ZANU split of 1963. Introduction Observers of the Zimbabwe political scene are likely to assume that Zimbabwe was, until the 1990s, a one-party state. This is because for the better part of the 1980s Zimbabwe's political leadership and the ruling party aggressively advo- cated a one-party system. The socialist ideology which the leadership proclaimed during this period also reinforces this view. The fact, however, is that Zimbabwe has never been a one-party state, before or after independence in 1980. -

ISSUE 6 | SEPTEMBER 2016 Southern Africa Report Zimbabwe’s reforms An exercise in credibility – or pretence? Piers Pigou Summary Zimbabwe is again facing major political and economic challenges. Prospects for recovery under the leadership of 92-year-old Robert Mugabe and his chief lieutenants in the Zimbabwe African National Union-Patriotic Front are looking increasingly bleak. The government has publically committed itself to a reform process that is intended to help reconnect to international channels of credit and investment and an underlying confidence in the country’s potential to bounce back remains. The international community supports these endeavours, but convictions are being tested as headway is stymied by a combination of internal and external exigencies that have exposed the limitations of a political leadership desperate to maintain its hegemony, but clearly running out of options. THE ZIMBABWEAN GOVERNMENT claims commitment to a reform agenda that its adherents believe will underwrite its recovery. Yet it faces an increasingly uncertain future, unable to implement this agenda, buffeted by a host of internal and external exigencies. It appears on course for yet another disputed election in 2018. Since its controversial victory in the 2013 polls, the Zimbabwe African National Union-Patriotic Front (ZANU-PF) and its leader, 92-year-old Robert Mugabe, have presided over an economic decline that has again brought the country to its collective knees, exacerbating unprecedented turmoil within the ruling party and prospects of further state disintegration. Prospects for recovery that had improved during the government of national unity (2009–2013) have narrowed considerably as social and economic conditions worsen, political uncertainties intensify and the state limps from month to month as finances dry up. -
