To Improve the Durability, Function and Life of Infrastructure in NER, While Bringing Down the Life Cycle Cost Ofthe Projects; Progress on Scheme for Promoting the Usage ofGeotechnical Textiles in North East Reeion (NER) as on 01.09.2017 Ministry oi Textiles, Govemment of India has launched a Scheme for Promoting Usage of Geotechnical textiles in North Eastem Region in the 12th five year plan with an outlay ofRs. 427 crore for a period of 5 years from 2014-15 to 2018-19. The aim is to utilize Geotextiles in development of the infrastructure of the NE states by providing technological and financial support by meeting additionality in project cost due to the usage of Geotextiles in existing/ new project in road, hil[/ slope protection and water reservoir. The Scheme was approved on 03rd Deeember 2014 & launched on24.03.2015. Geo-climatic and topographic characteristics in NER make infrastiucture in this region amenable to the use of geotechnical textiles. The region is fraught with heavy rainfall, fragile terain, landslides and sinking zones, river bank erosion, high seismic activity, weak soil conditions, young mountains, and problems in water harvesting and storage. The North Eastern Region of India is yet ro adopt this innovative technology, baning a few roads in Assam, which were taken-up as pilot projects under PMGSY. The scheme has the following basic objectives To demonstrate use of geotechnical textiles as a modern cost-effective technology in the development of infrastructure in fragile geological conditions of NER; To improve the durability, function and life of infrastructure in NER, while bringing down the life cycle cost ofthe projects; llt, To promote the use of geotechnical textiles material and create a market for these products in the NER by inducing demand in infrastructure development; lv. To stimulate investment and development of technical textile industry in the NER and rest of the countrv. The scheme envisages the following components: (i) Component -I (Hard interventions) with a total outlay of Rs 374 Cr (ii) Component -II (Soft Interventions) with a total outlay ofRs 43 Cr (iii)Component-lll (Administrative Expenses) (Rs l0 Cr) Physical Progress: The overall performance & physical progress of all NER states under the scheme have been tabulated state wise as under: S. Experts have argued that the Dam, when completed, would cause colos- Singapore 637332, Singapore sal disasters to Bangladesh and India, with the former being vastly affected: the Dam would virtually dry up the Surma and Kushiara, two important rivers for Bangladesh. Therefore, this controversial Dam project has generated immense public discontents leading to wider mass-movements in Bangladesh, India, and around the world. The movement has taken various forms, ranging from simple protests to a submission of a petition to the United Nations. Drawing on the “environmentalism of the poor” as a conceptual metaphor, the article examines this global movement to show how envi- ronmental resistance against the Tipaimukh Dam has transcended national borders and taken on a transnational form by examining such questions as: who is protesting, why, in what ways, and with what effects. In order to elucidate the impending social and ecological impacts, which would potentially disrupt communities in South Asia, the paper offers some pragmatic policy recommendations that also seek to augment social mobility in the region.

Experts said the meteorological conditions continued to have a strong impact on Delhi's air quality but Wednesday onwards they are likely to improve a little and there may be some scope to make an assessment of emission control measures such as the oddeven rule. According to IGI Met de partment, there is a wind circulation over Delhi­­wind speed has picked up, which may start dispersing the existing pollution particles.TOI had reported on Monday that WD over Pakistan and Afghanistan that brought snowfall to Jammu and Kashmir had led to a rise in moisture in Delhi. The wind speed was as low as 0.87msecond on Monday. Usually du ring such meteorological conditions, pollution particles often cling to water particles intensifying the impact of air pollution. On Tuesday too, the minimum temperature remained 4 degrees higher than the normal and humidity quite high but lower than on Monday. “There is more snowfall in Jammu and Kashmir on Tuesday. Wind circulation has started over Delhi and wind speed has picked up. Soon, the conditions may be adequate for vertical dispersal of pollutants,“ said an official from IGI Met department. “It was a much warmer day with slightly less humidity and a marginally higher wind speed.“ PM 2.5 (fine, respirable pollution particles) levels were high on Tuesday but lower than Monday with the wind speed picking up.
