Electoral Review of Rochdale__________________________________________________________ Electoral Review of Rochdale Borough Council Submission on Council Size Introduction 1. The Local Government Boundary Commission for England (LGBCE) has informed Rochdale Borough Council of its decision to carry out an Electoral Review of the Council size (number of elected Councillors) and the number of wards and ward boundaries for the Council. 1.1 Rochdale Council has not had an electoral review since 2003. It will have been 19 years since the current boundaries were set by the time this review’s recommendations are in place. The LGBCE believes this is a reasonable interpretation of Section 56 of the Local Democracy, Economic Development and Construction Act 2009. 1.2 This review began in July 2019; any changes that are made in regards to council size and ward boundaries will come into effect for the local government elections in May 2022. 1.3 Section 56 states that electoral arrangements of a principal local authority’s area should be reviewed ‘from time to time’. The LGBCE will be reviewing all Greater Manchester boroughs that haven’t had a review since the programme began in the early 2000s. 1.4 At present there are wards with electoral imbalances across the borough of Rochdale; therefore providing an unfair representation at local government elections. In two wards the size of the electorate has a variance of greater than +/- 10% in comparison to the average (Kingsway 11% and West Middleton 14%) 1.5 This document is Rochdale Borough Council’s council size submission, which provides the LGBCE with the Council’s view on the appropriate council size and supporting evidence across the following three broad areas (as stated in the LGBCE guidance on council size for local authority elected members and staff): Governance and decision making – determining the role of councillors in decision making, and how work and responsibilities are distributed across the Council. -

Recommendations to Council (a) Motion in the name of Councillor Greenhalgh - (1) Agree to the establishment of joint committees and to delegate to those committees the Authority’s functions as set out in the report to the Cabinet on 8th March, 2021 regarding Clean Air (‘the Report’) at paragraph 8.5 and the terms of reference as set out in Appendix 6 to the report; (2) Agree to appoint the Executive Cabinet Member for Environmental Service Delivery to sit on both committees for purposes as set out in the Report at paragraph 8.5 with specific terms of reference as set out in Appendix 6 to the report; and (3) Agree to appoint the Executive Cabinet Member for Children’s Services as substitute for both committees for purposes as set out in the Report at paragraph 8.5 with specific terms of reference as set out in Appendix 6 to the Report. -

Chairman's Statement 2018-2019 The difficult trading conditions continued during the year and the effect of losing the South Tyneside contract is plain to see in the audited accounts. Fortunately, NECA was aware that this situation could develop so was able to successfully manage the resulting reduction in income, therefore to return a small surplus is a very satisfactory result. The withdrawal of support by South Tyneside Council meant Ambassador House could not continue nor the blue light café on Beach Road. Fortunately NECA was able to reach an agreement with Karbon Homes to transfer the lease of Ambassador House to The Key Project at no cost to the Charity. I’d like to thank Karbon Homes for their valued assistance in facilitating this arrangement. On a positive note NECA was delighted to be chosen to run the pilot scheme for Hungry Britain. This involved the NECA Community Garden providing lunch and activities for children in South Tyneside during the school holidays. The pilot scheme was extremely successful and the event was rolled-out across other areas of the country. Thank you to South Shields MP, Emma Lowell-Buck for her involvement and valued assistance with this project. The NECA Community Garden was also extremely proud to be invited to take part in the Queens Commonwealth Canopy project. This involved planting trees to commemorate Her Majesty The Queen’s 65 years on the throne. Two saplings were planted in the garden by the Lord Lieutenant of Tyne & Wear, Mrs. Susan Winfield ably assisted by local schoolchildren. The success of those two events has encouraged the Trustees to widen the organisation’s remit so that it can offer services to the wider community and not just to those affected by drug and alcohol misuse, and gambling. -

Those who share their views can be assured that we will use these to help develop and influence health and social care within the borough. As we start to work differently with all staff working from home for their safety and the safety of others, we are making much more use of technology, but also ensuring that those who are not able to use this are not forgotten. As Chair I want to thank our dedicated staff and volunteers for all their help and support over the past year, whether that has been as a Board member, an Enter & View representative, admin support in the office or helping at our events in the community. We have welcomed three new Board members this year, Rosemary Nunwick, Heather Harrisson and David Bradshaw as well as saying goodbye to Racheal Law and Taufeeq Rauf. As we move forward through 2020 it is inevitable that change will happen but, as Healthwatch Rochdale, we will work to make a difference for the residents of the borough in as positive a manner as possible. -

The development will comprise of around 100 ha, suitable for uses within the automotive, advanced manufacturing sectors alongside distribution uses. -

Tyne & Wear Archives & Museums Archives Collection, Acquisition and Disposal Policy V1.3 Approved by JAMC 22 November 2012 Date for review:1/11/2015 Tyne & Wear Archives Collection, Acquisition and Disposal Policy Background A county archives service for Tyne and Wear was established in 1974 by Tyne and Wear County Council, on the foundation of the collections of the Newcastle Archives Office, whose remit was extended to cover the whole of Tyne and Wear. A branch archive was maintained in North Tyneside until 1988, when the collections there were centralised, and significant archive collections held by libraries and museums in the other Tyne and Wear local authorities have also been transferred to Tyne & Wear Archives over the years. Rationalisation of holdings has also taken place from 1974 with Durham County Record Office and Northumberland Archives, particularly (though not exclusively) in relation to the archives of local authorities and their predecessors. Introduction Tyne & Wear Archives accepts records for continuing preservation in accordance with its Collection, Acquisition and Disposal policy. This policy sets out criteria for selection decisions and also identifies material that falls outside the scope of the collection. For the purposes of this policy, archives are defined as an accumulation of records from an organisation or individual, which are no longer needed to conduct current business and which are selected for preservation because of the evidential and historical information they contain or as evidence of activities. Records are defined as including, but not restricted to, manuscripts, typescripts, maps, plans, drawings, photographs, digital records, sound and moving image recordings, printed works and any other formats that form an archive, or an integral part of an archive, of an organisation or individual. -

Who we are and what we do Led by Durham County Council, Digital Durham encompasses nine other North East local authority areas: Gateshead Council, North Tyneside Council, South Tyneside Council, Sunderland City Council and the Tees Valley Combined Authority that encompasses the five Tees Valley councils. Under the programme, the Council is working in partnership with the UK Government, the aforementioned local authorities and supplier British Telecom, to extend fibre infrastructure to as many businesses, homes and communities in the region as possible with the funding available. We also help facilitate other types of broadband related and digital initiatives. For the purposes of Data Protection, Durham County Council is the Data Controller for your information. 2. Your address and postcode . Your business name . What type of broadband user you are (home user and/or business user) . Information about your broadband query We may collect Personal Information in a number of different ways: . When you submit your details through our ‘register your interest’ form . When you contact us with a query or complaint either by email, telephone or face to face We receive non-personal address information from Openreach to allow us to identify the properties that may access fibre-based broadband as a result of work carried out through the programme. We also receive non-personal address information from broadband network infrastructure providers through an Open Market Review process which allows us to identify the properties that have planned or existing broadband coverage and speeds.
