    Press Release December 21, 2020 Sumitomo Corporation Japan Transport Engineering Company Order Received to Supply 240 Train Cars for Philippines’ Metro Manila Subway First Subway Project in the Philippines Sumitomo Corporation (Head Office: Chiyoda-ku, Tokyo; Representative Director, President and Chief Executive Officer: Masayuki Hyodo) and Japan Transport Engineering Company (Head Office: Yokohama-shi, Kanagawa Prefecture; President and Representative Director: Takao Nishiyama; hereinafter, “J-TREC”) have received an order from the Department of Transportation (DOTr) of the Republic of the Philippines to supply 240 train cars for the contract package CP107 of the country’s Metro Manila Subway Project Phase 1 (between Quezon City in the north and Parañaque City in the south). The CP107 contract was signed on December 15, 2020. Sumitomo Corporation and J-TREC received this order following the order to supply 104 train cars for the North-South Commuter Railway Project in July 2019. In the Metropolitan Manila area, where the population continues to grow due to rapid economic growth, population concentration is causing traffic congestion and air pollution that are becoming more serious year by year. Building efficient and economical public transportation networks is a pressing issue. To fully develop its infrastructure, the Philippines government is promoting a large-scale infrastructure development plan called “Build Build Build,” in which the Metro Manila Subway Project is considered a core project. The CP107 project is to be undertaken as part of the Official Development Assistance (ODA) program of Japan based on a loan aid agreement between the Japan International Cooperation Agency (JICA) and the Philippines government. The Philippines’ first subway project (a total of 17 stations, including 13 underground stations, and covering approximately 36 kilometers) aims to connect the northern city of Quezon to the southern city of Parañaque in the Metropolitan Manila area.

    Philippine Urban Mobility Programme Towards people-first cities empowered by efficient, dignified, and sustainable mobility Concept Document: Philippine Urban Mobility Programme Project Background Transport is the highest energy-consuming sector in 40% of all countries worldwide, and causes about a quarter of energy-related CO2 emissions. To limit global warming to two degrees, an extensive transformation and decarbonisation of transport is necessary. The TRANSfer project’s objective is to increase the efforts of developing countries and emerging economies for climate-friendly transport. The project acts as a mitigation action preparation facility and thus, specifically supports the implementation of the Nationally Determined Contributions (NDC) of the Paris Agreement. The project supports several countries (including Peru, Colombia, the Philippines, Thailand, Indonesia) in developing greenhouse gas mitigation measures in transport.     1 Chapter 19 2 Accelerating Infrastructure 3 Development 4 Midway into the Plan implementation, the country’s overall infrastructure development managed 5 to pull off a respectable performance as game-changing reforms across a broad range of 6 infrastructure concerns have been instigated, grounded on the Duterte Administration’s solid 7 commitment to deliver its promise of a “Golden Age of Infrastructure.” The progress of the “Build, 8 Build, Build” agenda is a confirmation of the government’s strong resolve to strategically and 9 decisively advance the country’s infrastructure through the development a robust pipeline of 10 massive capital investments including priority high-impact projects while ensuring their timely 11 movement and completion, and the institution of policy measures to enable structural reforms and 12 improved sectoral governance. 13 The past year marked history as the infrastructure spending exceeded the benchmark of 5 percent 14 of GDP, twice as much the average spending over the past five decades. By 2020, this is expected 15 to rise even further to 7 percent to sufficiently support the investment requirements of our fast- 16 moving economy. Recognizing that increased spending should have sound basis, government 17 embarked on the formulation of sectoral master plans and roadmaps to guide infrastructure 18 interventions towards a more sustainable path to urbanization. 19 Majority of the Infrastructure Flagship Projects (IFPs) are now moving forward and are at various 20 stages of project implementation, albeit facing a number of emerging concerns.     The Cost of Fare-Free Public Transit in the COVID Economy: Looking into the Case of the EDSA Carousel Bus System in the Philippines Ivan Harris Tanyag University of the Philippines, Diliman ([email protected]) Abstract Transportation costs in public transit are usually fixed to provide mobility to the largest segment of the public. Subsidies are also provided in the form of discounts to students, the elderly, and persons with disabilities. Operators are subjected to follow a fare matrix based on the travel distance between two points. Subsidizing the full transportation costs would require the government to allot funding to cover the operation costs. Businesses may also provide free transit, though most of their operation is funded through corporate sponsorships. Only a few cities in the world currently operate on this scheme, most likely due to the resistance against fare-free public transit policies (FFPT). In the Philippines, this was introduced in a newly-built bus rapid transit (BRT) throughout the Epifanio de los Santos Avenue (EDSA), one of the major thoroughfares in Metro Manila during the onslaught of the coronavirus pandemic. This paper analyzes the contributory effect of an FFPT in the country's economy through a cost-benefit analysis. As most of the stations throughout the bus line are found in central business districts across the region, it has incentivized workers who heavily depend on public transit. It has also increased the level of mobility throughout the area, thus increasing the household consumption made. However, it has affected other public transit in the area, such as the Metro Rail Transit (MRT-3), whose operation also relies on government expenditures.
