South West river basin district Flood Risk Management Plan 2015 to 2021 Habitats Regulation Assessment March 2016 Executive summary The Flood Risk Management Plan (FRMP) for the South West River Basin District (RBD) provides an overview of the range of flood risks from different sources across the 9 catchments of the RBD. The RBD catchments are defined in the River Basin Management Plan (RBMP) and based on the natural configuration of bodies of water (rivers, estuaries, lakes etc.). The FRMP provides a range of objectives and programmes of measures identified to address risks from all flood sources. These are drawn from the many risk management authority plans already in place but also include a range of further strategic developments for the FRMP ‘cycle’ period of 2015 to 2021. The total numbers of measures for the South West RBD FRMP are reported under the following types of flood management action: Types of flood management measures % of RBD measures Prevention – e.g. land use policy, relocating people at risk etc. 21 % Protection – e.g. various forms of asset or property-based protection 54% Preparedness – e.g. awareness raising, forecasting and warnings 21% Recovery and review – e.g. the ‘after care’ from flood events 1% Other – any actions not able to be categorised yet 3% The purpose of the HRA is to report on the likely effects of the FRMP on the network of sites that are internationally designated for nature conservation (European sites), and the HRA has been carried out at the level of detail of the plan. Many measures do not have any expected physical effects on the ground, and have been screened out of consideration including most of the measures under the categories of Prevention, Preparedness, Recovery and Review. -

Pennon /South West Water WQR0056 Written evidence submitted by Pennon/South West Water Pennon Group Pennon Group is a FTSE100 company and the owners of South West Water and Bournemouth Water. We provide water and wastewater services to a population of c.1.7 million in Cornwall, Devon and parts of Dorset and Somerset, and water-only services to c.0.5 million in parts of Dorset, Hampshire, and Wiltshire. South West Water sustains 6,000 jobs in the regional economy and, since 1989, has invested more than £7 billion to maintain and improve water and wastewater services. At the time of privatisation our coastal bathing waters were blighted by raw sewage outfalls but years of sustained investment by South West Water has transformed them into some of the best in Europe. Our pioneering Upstream Thinking catchment management scheme was one of the first to demonstrate nature-based improvements to water quality. We care deeply about the environment and are currently making our largest environmental investment for 15 years, with additional proposals submitted to Defra and our regulators to accelerate and expand investment to support a Green Recovery. In addition to the written views provided below, our CEO Susan Davy would be delighted to assist the Committee’s inquiry further by providing oral evidence. January 2018 Trust in water Service delivery report 2016-17 www.ofwat.gsi.gov.uk Trust in water 1 Introduction This report provides information on the services delivered to customers by the 17 largest water and wastewater companies (‘companies’) for whom we set price controls. It looks at their performance in relation to the commitments each company agreed to when we set price controls for the period 2015 to 2020 in the 2014 price review (PR14). Introduction At PR14, we required companies to talk to and listen to their customers about the services they wanted companies to deliver over the long term (‘outcomes’); the specific levels of service or outcomes they expected companies to deliver (‘performance commitments’); and the level Key points of any outperformance payments and underperformance penalties for meeting or exceeding them (‘outcome delivery incentives’ or ‘ODIs’). Companies must report annually on their performance on their outcomes in an Annual Performance Report (APR). Overall sectoral We expect the comparisons we make in this report, together with the information water companies publish themselves, to highlight areas of performance good and poor performance. This information will help us and others – such as customer groups, environmental groups and investors – to hold companies to account. Performance & resilience At PR14, companies set their own performance commitments, which led to a number of similar, but not identical, definitions. As a result, it is not always possible to directly compare companies’ performance in the current control period. Glossary There are core performance commitments that all customers across Wales and England value highly. We consider it is beneficial for all companies to therefore have a core of commitments with common definitions.
