(2) In order to reduce the administrative burden on aircraft operators, Directive 2003/87/EC provides for one Member State to be responsible for each aircraft operator. Article 18a(1) and (2) of Directive 2003/87/EC contains the provisions governing the assignment of each aircraft operator to its administering Member State. The list of aircraft operators and their administering Member States (hereinafter "the list") should ensure that each operator knows which Member State it will be regulated by and that Member States are clear on which operators they should regulate.

Included in this analysis is an assessment of the credibility of current rumors about Lufthansa's potential engagement in M&A activity with Air Berlin. As consolidation is generally anticipated within the European airline industry, an informed assessment of the rumors' credibility is of relevance for the marginal investor. The applied DCF-valuation model derives at an estimate of 18,41€ for Deutsche Lufthansa AG's fair share price. As the stock is trading for 12,27€ on the valuation date, this report suggests that the market undervalues Lufthansa's stock. The additional constructions of a best and worst case scenario provide a potential range of share prices resembling possible deviations in estimated future growth rates of ASKs, load factors, unit yields, fuel and staff costs.

    CORSIA Aeroplane Operator to State Attributions This is a preliminary version of the ICAO document “CORSIA Aeroplane Operator to State Attributions” that has been prepared to support the timely implementation of CORSIA from 1 January 2019. It contains aeroplane operators with international flights, and to which State they are attributed, based on information reported by States by 30 November 2018 in accordance with the Environmental Technical Manual (Doc 9501), Volume IV – Procedures for Demonstrating Compliance with the CORSIA, Chapter 3, Table 3-1. Terms used in the tables on the following pages are: • Aeroplane Operator Name is the full name of the aeroplane operator as reported by the State; • Attribution Method is one of three options as selected by the State: "ICAO Designator", "Air Operator Certificate" or "Place of Juridical Registration" in accordance with Annex 16 – Environmental Protection, Volume IV – Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), Part II, Chapter 1, 1.2.4; and • Identifier is associated with each Attribution Method as reported by the State: o If the Attribution Method is "ICAO Designator", the Identifier is the aeroplane operator's three-letter designator according to ICAO Doc 8585; o If the Attribution Method is "Air Operator Certificate", the Identifier is the number of the AOC (or equivalent) of the aeroplane operator; o If the Attribution Method is "Place of Juridical Registration", the Identifier is the name of the State where the aeroplane operator is registered as juridical person. This paper chose China Eastern Airlines as a case study, evaluating its hub connectivity under a dual-hub circumstance in Shanghai. The paper detected that the biggest constraint of China Eastern Airlines’ dual-hub situation lied in Shanghai’s location and the restricted transfer options on international routes. Contributions from alliance partners were assessed and benchmarked with China Eastern Airlines. With China Southern Airlines quit SkyTeam alliance, China Eastern Airlines faced more challenges on the domestic market. The empirical study also pointed out the shortcoming of operating at two hubs in the same catchment area, where the quality of connectivity of inter-hub connections cannot be maintained as high as a single-hub transfer. However, the market potential of inter-hub connections in Shanghai was identified with a considerable amount of viable connections.
