BACKGROUND The Coega Development Corporation (CDC) is mandated in terms of the Manufacturing Development Act to develop the Coega IDZ in Nelson Mandela Bay in the Eastern Cape. This initiative is aimed at creating competitive international investment opportunities positioning South Africa as a platform for global export manufacturing through foreign and local investments. Further to delivering on its mandate the CDC includes in its value proposition the creation of a pool of people with scarce and critical skills in a variety of trades that speaks to the needs of the IDZ and the Eastern Cape at large. To this effect, the CDC is setting up a Skills Development Centre that is meant to ultimately become a Centre of Excellence for different trades groupings. Therefore, the purpose of this Request for Proposal is to solicit proposals for the supply and installation of mechanical trades training equipment as per specifics provided in this document. 2. INVITATION, SCOPE OF WORK AND CRITERIA FOR ASSESSMENT 2.1 Invitation The CDC is inviting capable and reputable suppliers of engineering equipment to submit proposals for a once off supply and installation of mechanical trades training machinery, equipment and tools. Interested suppliers must be able to supply and install required equipment, machinery and tools not later than July 31, 2013. Conditions (Criteria for Assessment) (a) Preference will be given to respondents who comply with the CDC’s Procurement Policy & Procedures. (b) Preferential Procurement Policy Framework Act (PPPFA) principles shall apply, whereby submissions will be evaluated according to the provisions of that Act and the Public Finance Management Act (PFMA) Sections 36 and 49. (c) BBBEE status will be scored in accordance with the DTI Codes of Good Practice and bidders must submit with their bid a valid BBBEE Certificate issued by the SCM/CS Page 2 of 56 29/02/2013 Coega Development Corporation Coega IDZ and Port Supply Chain Unit Zone Development and Operations ISO 9001:2008 Clause 7.4.1 Purchasing Process Verification Agencies in order to be eligible for empowerment points. (d) The following scores will be applied: (i) Price - 90 (ii) BBBEE Status - 10 Bid documents shall be collected at no charge from the CDC’s Main Office, Coega Business Centre, Cnr Alcyon Rd and Zibuko Street, Zone 1, Coega IDZ, Port Elizabeth, from 20 May 2013 and shall also be available to be downloaded from the CDC website, www.coega.com between these dates. There shall be no mandatory briefing, bidders requiring further information or clarifications shall submit such in writing to the Supply Chain Manager who shall relay the message to Skills Development Manager. Responses shall be relayed back to all the bidders through the Supply Chain Manager. Under no circumstance shall the Skills Development Manager or any other person except the Supply Chain Manager liaise directly with bidders or their representative directly. One original completed bid document shall be placed in a sealed envelope clearly marked: “CDC/126/13– REQUEST FOR PROPOSAL SUPPLY AND INSTALLATION OF MECHANICAL ENGINEEERING TRAINING EQUIPMENT”. The closing date and time for the receipt of completed bids is 12H00 on 31 May 2013 at the reception desk of the CDC main office at Coega Business Centre, Cnr Alcyon Rd and Zibuko Street, Zone 1, Coega IDZ, Port Elizabeth. Late proposals will not be considered. Failure to provide any mandatory information required for this Bid shall result in the submission being viewed as non-responsive and consequently shall not be considered. Respondents must include a valid and original SARS Tax Compliance Certificate in their submissions in order to be considered. Bids will not be opened in public. Telegraphic, telexed, facsimiled or e-mail submissions will not be accepted. No telephonic or any other form of communication with any other CDC member of staff, other than the named individual below, relating to this request for bid will be permitted. However, suppliers are free to quote on one or more trades provided they quote on all items under those specific trades e.g. should a supplier choose to quote on the Fitter equipment, they should quote on all equipment, tools and machinery specified under this trade.
