Gender Equality and Turkey's 2023 Goals
GENDER EQUALITY AND TURKEY’S 2023 GOALS This article provides an overview of Turkey’s recent developments in combating violence against women, as well as in gender equality in education, labor force participation, and politics. The author presents a set of suggestions related to legislation and implementation for each topic addressed. She also argues that, as important as legislation is for improving women’s rights, on its own it is not sufficient for achieving gender equality. Gender equality requires Turkey’s transformation from a male-oriented mentality towards an egalitarian mentality. Emine Bozkurt* Summer 2013 * Emine Bozkurt has been a Member of the European Parliament from the Netherlands since 2004. She is the European Parliament’s rapporteur on women’s rights in Turkey and also contributes to the European Commission’s Turkey Progress Reports in the area of women’s rights. 27 VOLUME 12 NUMBER 2 EMİNE BOZKURT he year 2023 will mark the 100th anniversary of the proclamation of the Turkish Republic. The symbolism of this date has led to 2023 be- ing set as the “deadline” of many financial, political, and social targets. In the meantime, the European Union is also busy realizing the targets T 1 of “Europe 2020”: its strategy for smart, sustainable, and inclusive growth. The Europe 2020 Strategy depicts the transformation Europe is to undergo in order to return to the growth trajectory pursued prior to the financial crisis, and to raise its potential to extend beyond it. The 2023 targets of Turkey, a candidate country for EU membership, cannot be seen as completely detached from the Europe 2020 Strategy. -

issued by the Registrar of the Court ECHR 231 (2014) 24.07.2014 Secret rendition and detention by the CIA in Poland of two men suspected of terrorist acts The cases Al Nashiri v. Poland (application no. 28761/11) and Husayn (Abu Zubaydah) v. Poland (no. 7511/13) concerned allegations of torture, ill-treatment and secret detention of two men suspected of terrorist acts. The applicants allege that they were held at a CIA “black site” in Poland. In today’s Chamber judgments, which are not final1, the European Court of Human Rights held, unanimously: in both cases, that Poland had failed to comply with its obligation under Article 38 of the European Convention on Human Rights (obligation to furnish all necessary facilities for the effective conduct of an investigation); in both cases, that there had been: a violation of Article 3 (prohibition of torture and inhuman or degrading treatment) of the Convention, in both its substantive and procedural aspects; a violation of Article 5 (right to liberty and security); a violation of Article 8 (right to respect for private and family life); a violation of Article 13 (right to an effective remedy); and, a violation of Article 6 § 1 (right to a fair trial). As regards Mr Al Nashiri, the Court further held that there had been a violation of Articles 2 (right to life) and 3 of the Convention taken together with Article 1 of Protocol No. 6 (abolition of the death penalty). Having regard to the evidence before it, the Court came to the conclusion that the applicants’ allegations that they had been detained in Poland were sufficiently convincing. -
