Russia’s Policy on Strengthening the Navy and the Defense Industry* Yoshiaki Sakaguchi** Abstract The Russian government has begun rebuilding the Russian Navy as a part of the military reforms since October 2008. The Russian leadership has set out a clear policy on strengthening the Navy. Furthermore, the “State Weapons Program for 2011-2020,” unveiled at the end of 2010, presents that 23.4% of the total budget will be allocated to the procurement and development of vessels. This program and the budgetary measures for its realization have contributed to the gradual progress in the construction of new naval vessels since 2011. Nevertheless, the problems confronting the Russian defense industry remain unresolved, putting into question the ability of the defense industry to meet the high procurement targets identified in the State Weapons Program. Introduction A large-scale military reform has been under way in Russia since October 2008, with the focus of reform now shifting to modernization of obsolete armament following the near-completion of organizational and structural reform. The replacement and modernization of armament have been undertaken on the basis of the “State Weapons Program for 2011-2020” (hereinafter referred to as the “current State Weapons Program”), formulated in late 2010. The reform to equip the armed forces with a high degree of mobility and professionalism as well as the latest equipment is gradually beginning to take shape. Under these circumstances, the Navy is emerging out of the battered state that ensued after the collapse of the Soviet Union. The building of new naval vessels that had been stagnant for some time and their introduction into the Navy can be seen again. -

Contact Expert Group – Project Summary Project Title UK7 Dismantling of two Oscar 1 Class nuclear submarines General Information Start Date: 2003-11-21 End Date: 2004-12-31 Status: Completed Cost: 11 424 000 GBP Project Summary Russia constructed some 250 nuclear submarines; of which about 90 are Strategic type (Housing ballistic missiles) and the remainder were General Purpose (GP) type carrying torpedoes and/or cruise missiles. Since its signature of the START agreement, Russia has accepted an obligation to progressively reduce its submarine fleet, and this intention has been reinforced by the decline in funding for the Russian navy since Perestroika, which has both accelerated the withdrawal of submarines from active service, and inhibited work on defuelling and dismantling these submarines. The Strategic submarines issue has been the subject of a bilateral agreement with the US (under its Co- Operative Threat Reduction Programme) that agreed to fund the dismantling of about 30 such submarines. However, there has hitherto been no corresponding aid programme to fund the dismantling of GP submarines. Although of somewhat lower military significance, these are of high safety and environmental significance, since they are in many cases older than the Strategic submarines, and have in many cases deteriorated to the point where they can no longer be relied on to remain afloat. Although most of these older GP submarines have been withdrawn from service, many have not yet been defuelled, and the prospect of their sinking with their nuclear fuel still on board has been a matter of rising concern to Russia and its neighbours. The underlying objectives of this project are: - To undertake dismantling of two General Purpose nuclear submarines in NW Russia nominated by MINATOM and agreed by the UK DTI. -

Introduction In recent decades, there has been increasing interest in the House of Romanov. An almost total absence of information on the life and activities of the members of this dy- nasty during the Soviet period led to an explosion of interest in this theme after the col- lapse of the USSR. In the post-Soviet period, a stream of literature about the Romanov dynasty looded society, focusing on the architects of that time as creators of particular architectural monuments. As a result, during the translation of collective knowledge, information about the role of the monarchs in creating the architectural heritage of St. Petersburg is practically absent. The present article offers an unusual way of looking at St Petersburg. This is the irst in the series of articles entitled “Architectural Chronicle of St Petersburg”, devoted to deining the contribution each monarch made to the development of the city. The aspects relating to the formation of social memory in society and its implications for the future have been suficiently studied in the historical and philosophical sense, therefore, the author of the paper has considered any scientiic insights unnecessary. Of all the approaches scientists have taken in studying heritage, the author is closest to the informative approach proposed by Ya.K. Rebane and further developed by such scientists as V.A. -

Experience from development of this field, where there are still many uncertainties, will have large consequences for the further development program and relations with foreign companies. The exploration activity going on is fairly limited, but over the last few years there has been a struggle over licenses and control over exploration capacity. In the medium term the goal of rapid development of the Arctic continental shelf has become intertwined with a comprehensive government effort to modernise the domestic shipbuilding industry to make it able to cover most of the needs offshore. With the shipbuilding industry in a deep crisis these goals are not fully reconcilable. Russia will either have to accept more foreign involvement, or scale down its offshore ambitions. We believe a combination of the two alternatives is likely. -

During this period, neither the Russian Imperial Fleet nor the Red Navy had a coherent, overall strategic plan. Instead, the expansion and modernization of the fleet was left largely to the whims of the ruler or his chosen representative. The Russian Imperial period, prior to the Russo-Japanese War, was characterized by the overbearing influence of General Admiral Grand Duke Alexei Alexandrovich, who haphazardly directed acquisition efforts and systematically opposed efforts to deal with the potential threat that Japan posed. The Russo-Japanese War and subsequent downfall of the Grand Duke forced Emperor Nicholas II to assert his own opinions, which vacillated between a coastal defense navy and a powerful battleship-centered navy superior to the one at the bottom of the Pacific Ocean. In the Soviet era, the dominant trend was benign neglect, as the Red Navy enjoyed relative autonomy for most of the 1920s, even as the Kronstadt Rebellion of 1921 ended the Red Navy’s independence from the Red Army. -

Ølgaard Risø National Laboratory, Denmark April 2006 Abstract In order to establish a systematic approach for future proliferation and environ- mental analyses of Russia’s marine nuclear reactor systems, this paper summa- rizes and analyzes the available open-source information on the design proper- ties of reactor systems and nuclear fuels. The most distinctive features of Rus- sian marine reactor development are pointed out, and similarities and differences between Russian military and civilian reactor systems and fuel are discussed. Relevant updated information on all Russian vessels using nuclear propulsion is presented in Annex I. The basic analytic division in this paper follows vessel gen- erations – first to third generation; and reactor types – PWR and LMC technol- ogy. Most of the available information is related to nuclear icebreakers. This in- formation is systematically analyzed in order to identify stages in the develop- ment of Russia’s civilian naval nuclear reactors. Three different reactor models are discussed: OK-150, OK-900 and KLT-40, together with several versions of these. Concerning military reactors, it is not possible to identify characteristics for the individual reactor models, so the basic division follows vessel generations – first to third generation. From the information available, however, it is possible to identify the main lines along which the design of submarines of especially the first and the second generation has been made. -

The Russian shipyards are in a rapid need of modernisation and the shipbuilding industry suffers from low productivity and technological inferiority compared to other shipbuilding nations. In order to improve the industry’s competitiveness, international cooperation is needed. 2) The Russian maritime industry has recently received increased political attention and funding. Particularly the growing interest in the Arctic hydrocarbon fields and sea routes as well as the continuous importance of energy exports for the Russian economy have boosted the development of the shipbuilding sector. In addition, as Russia has engaged into rearmament, the demands of the Russian navy significantly direct the development of the Russian maritime industry. 3) The current unstable political and economic situation, particularly the ruble’s decline against the euro, the plunge in world oil prices and the economic sanctions imposed on Russia, have complicated the implementation of maritime and offshore industry projects in Russia. The sanctions have a negative impact on the Russian shipbuilding and offshore industries as they complicate companies’ possibilities to attract foreign financing and prohibit exports of products and services and technology transfer to Russia if they are related to defence and oil industries.
